BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on September 17, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Russell Hallman Larry Turoscy Ed Ziegler Bryon Reed Joseph Wechsler PUBLIC COMMENT: None A. HIGHWAY Bryon Reed Acting Chairman; Members: Joseph Wechsler, Russell Hallman 1. Committee Member Discussion: a. The committee agreed an ordinance must be drafted for the street cuts. Larry Turoscy provided general instructions for street cuts specs which were taken from PennDOT and their procedure for doing street cuts. Larry mentioned his concern for a fee for the degradation to the highway cut. He suggested an amount that could pay for that degradation over a time period of 10 years. When they re-surface, it could help start paying for some oft the streets. Larry will check with other municipalities to see what they are charging. This is to be placed on the regular council meeting to approve a draft ordinance. Larry Turoscy spoke to ARRO concerning their quote for the traffic signal installation inspection cost proposals at Main and Church Street. ARRO is willing to work with the borough to keep the costs down. b. The committee discussed the memo dated 9/11/18 from Robert Stettner requesting the borough to paint the drainage hump at rear entrance yellow at the Vigilant and also wax the floors. The committee agreed to have the painting done. C. Councilor Reed thanked Larry Turoscy for getting the signs up for the businesses while work is being done at the Slatington and Walnutport bridge. Unfortunately, a couple of businesses were missed. Larry asked PennDOT to correct this and have the business added to the sign. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Russell Hallman 1. Committee Member Discussion: 1 a. Councilor Wechsler informed the committee the MS4 binder setup is an on- going project. b. The committee reviewed the invoice from the TMF Corporation recycling cans. It had been suggested to put Slatington on the recycling cans, but this would be an extra cost. These recycling cans are sold to the residents for $15.00. They discussed the possibility of increasing the cost to the residents, since the cost ofthe cans has increased. C. WATER/SPECIAL SEWER COMMITTEE Bryon Reed- Chairman; Members: Russell Hallman, Joseph Wechsler 1. Committee Member Discussion: President Stevens announced to the committee that he was informed that the Borough will be receiving a grant for $250,000.00 for work on Shadow Oaks Lane for 2019. Larry Turoscy informed the committee that the Borough will be required to provide the DRBC water audit calculations every year, instead of every four years. President Stevens stated Mr. Martinez told him that the DEP will be putting a fee on every water plant. He said the fee for the Borough is approximately $6,000.00. a. The committee discussed and reviewed the annual plan maintenance agreement renewal for generators, which has increased $60.00 a year for each generator. b. Councilor Reed stated Councilor Wechsler had contacted Johnson Controls and Honeywell, but Honeywell is not interested in giving a quote. They are still waiting for other quotes. Councilor Reed stated there is any other information for the water plant repairs for the Robert's and Autocon panels. COURTESY TO THE FLOOR: Ed Ziegler informed the committee that Lehigh Township received $1,000,000.00 to build a building to store and maintain their trucks.
