BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on May 20, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Larry Turoscy Ed Ziegler Bryon Reed Ronald Kratz Joseph Wechsler PUBLIC COMMENT: None The committee agreed to discuss Water/Special Sewer issues first. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Councilor Kratz updated the status for the PA Small Water grant for Shadow Oaks and said everything is moving along. Larry Turoscy informed them that they gave everything to our attorney that he needs to put together the bid package. Once this is done, they can advertise. Larry is hoping to have this completed by the end of May or beginning ofJune. b. LCA is requesting to place a test port on to our water main at 2656 Welshtown Road for water sampling purposes. Councilor Reed suggested obtaining a letter from LCA requesting exactly what they want. There will be no tap-in fee for the borough. C. Representatives Luke from Fergurson Supplies and Kurt from Mueller attended to discuss water meters. Kurt described how the new meter reading system would work. The system would be completely computerized. The meters can be read by just driving by. This system could also be used with the borough's current VUB billing system. The new water meters would be more accurate with the readings. As of now, the meters read in favor of the customer due to their age. Councilor Kratz inquired to the stability of these companies and compatibility with another company later on, should it be necessary to change Kurt informed him the company has been around since about 1876 and their products could be used, but the warranty would not apply. Kurt provided the committee with different types of meters. This type of system would be able to detect if a person has put in a jumper pipe to bypass the meter. With a system such as this, readings can be done more frequently to detect a water problem with a homeowner. There maintenance 1 fee of $3,000.00 after the first year for the computer, which is optional; $1000.00 is for software upgrades and $2,000.00 for hardware maintenance. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Sean Buerger was contacted, and asked to meet with the borough at a different time. President Stevens said he will call him to set-up a date and time to discuss the proposed UGI Regulator Station Right of Way. Larry Turoscy will provide flood plain map indicating where UGI could build the right of way. b. The committee discussed additional funding for the Main and Church Street traffic light. Larry Turoscy suggested the borough try to obtain some of the new grants and ask for at least another $120,000. The borough could do another DCED, or a PennDOT multimodal grant. A letter requesting more money had been sent approximately 3-weeks ago and there has not been a response. C. The committee discussed the proposed letter to PennDOT for Main and Walnut intersection and bridge. The committee agreed to have Larry Turoscy complete the letter in his name as Borough Engineer. Councilor Reed said Main Street is in rough shape with bumps from trucks. There is a sign on Rte. 873 in Washington Township with a weight and speed limit for trucks. However, the Slatington Police cannot enforce it because we don't have a scale, which requires space to test the trucks. Jeff Rohrbach said that it is enforceable because the borough must have asked to have the sign installed. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler gave an update on the digester project. Wednesday they will come in and make multiple pours for the blower pads. He said the cannon mixer will be removed. President Stevens had been informed from Duane Szczesny the borough has already received $600.00 for scrap. Duane is hoping to get a total of$1,000.00 for scrap, which would be used to purchase tools for the sewer plant. 2 b. Councilor Wechsler suggested obtaining security cameras for the sewer plant. The committee discussed different types of cameras. Councilor Wechsler will obtain more information on the cameras with Keystone Technologies. This should be coordinated with the new computer that has to be installed at the plant. Councilor Wechsler informed the committee that Duane Szczesny found a discrepancy on the Preventive Maintenance Program on the pumps. There- seems to be a $200.00 difference from last year. Duane found out there is a multiple contract deal on which there is a discount. C. Professional services agreement for ARRO Consulting to compile and submit the PADEP Municipal Separate Storm Sewer System (MS4) Status Report. Mark Harmon will compile and submit the report. This will be placed on the next regular council agenda for approval. Being no further questions from the committee members, the Sewer Committee meeting was adjourned.
