BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on January 22, 2024 in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Daniel Stevens Betty McCammon Walter Niedermeyer Justin Gross Randy Christman Kevin Steckel Jeffrey Hausman PUBLIC COMMENT: Betty McCammon = 550 Main St. Was recognized to speak. Betty informed the committee that Mountainview Apartments are smoke free. The tenants have been trying to get them to enforce that policy for over a year. However, there are people who smoke, and with tenants on oxygen they are concerned there could be a fire. The tenants have complained to management without any results. Manager Stevens stated that the apartments are privately owned by Alliance for Building Communities. President Schnaars added that there is nothing the Borough can legally do to enforce their private policy. A. HIGHWAY Walter Niedermeyer - Chairman; Members: Kevin Steckel, Jeffrey Hausman 1. Committee Member Discussion: a. The committee discussed selection of streets for CDBG submissions for 2024. Councilor Niedermeyer suggested Willow Avenue and Cherry Street. Cherry Street does not have sidewalks for curb cuts. The committee reviewed a map Manager Stevens provided. The committee agreed on Willow Ave, Hill Street, and possibly Cherry or Franklin Streets. b. Update on 2024 CDBG projects on North and Fifth Streets. Manager Stevens has received the paperwork and it has been signed and submitted. Manager Stevens would like to place this on the February council agenda to vote on proceeding with bidding. This would be contingent upon approval from Lehigh County. C. Update on liquid fuels funds match for 2023 CDBG projects. Justin Gross stated that PennDOT needs CS4171 forms, which are certificates of compliance. Lehigh Engineering has just received them from LB Construction for Franklin Street. This completes the paperwork for Franklin Street. They have received approximately half of them back on South Street and they are just waiting for a few more from S&G. d. Estimate for new heater at maintenance building. Possible use of COVID19 LFRF. The committee agreed to place this on the next regular Council agenda. Councilor Niedermeyer informed the committee the sewer catch basin at Oakhurst and Maple Springs needs to be fixed. Manger Stevens stated that the foreman has had a work order to repair this since the fall. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. 1 B. SEWER Jeffrey Hausman = Chairman; Members: Walter Niedermeyer, Kevin Steckel 1. Committee Member Discussion: a. Discuss sludge hauling contract, which expires April 1s, 2024. We currently have Biros. Manager Stevens is working on the bid documents. The committee agreed to plaçe this on the next regular Council agenda for approval to put it out to bid. b. Update on permit submissions to PennDOT for sewer installation and water line break. Manager Stevens stated that the applications for the permits are done and have been submitted. PennDOT has 30 days to approve them. C. Update on issue with clarifier arm. Repair status. Cost for re-built is about $37,000.00 for parts, and $49,000.00 for a new assembly. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Jeffrey Hausman, Walter Niedermeyer 1. Committee Member Discussion: a. Update on the control panel project and SCADA system. Manager Stevens stated that they started installation last Monday. He said everything was removed, and the new panel was installed. They were able to run one unit on automatic this weekend. They ran into an issue with the second unit. In about one month from now they will put in the SCADA system. This plant will not be able to be controlled remotely. This is for security reasons sO that we don't have a hacker break in with the ability to control the plant. b. Discuss PA Small Water Sewer grant for Maple Spring Drive. Manager Stevens stated in a prior meeting that the Borough did receive the Small Water Sewer grant for the Maple Spring Drive water line. C. Possible estimates for levelers for Robert's filters. Manager Stevens informed the committee that he has not received any estimates yet on the levelers. Manager Stevens informed the committee that the Lehigh County meter may have stopped working. Steve Martinez has received a quote for a new meter at the cost of $14,000.00, but to put the new guts in the meter would cost $5,500.00.
