BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on Monday, February 24, 2025, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Roy Hambrecht Eric King Kevin Steckel Abigail Bartels (Acela) Alex Schleicher Aaron Schoch Ryan Mayberry William Schippers PUBLIC COMMENT: Alex Schleicher - 535 Second Street Signed in and was recognized to speak. Alex Schleicher addressed the Committee concerning the road work on Chestnut Alley. Ever since the upper half of Chestnut Alley was paved, the stormwater is directed into his yard and his basement. Mr. Schleicher stated that he must walk in about 6" of water just to get to his car after a rain. Councilor Schoch suggested a berm. Manager Hambrecht will set up a time to meet with Alex Schleicher to look into this further. A. HIGHWAY Aaron Schoch - Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. Discussion on the CDBG projects. Manager Hambrecht informed the Committee that the CDBG roads to be paved have been identified. Abby stated the 2025 plans and inspection will continue to be worked on and Acela anticipate the plans will be available at the next Council meeting for Council approval. Acela is working with Solicitor Young for the specifications for all 3 projects. b. Discussion on the non-CDBG projects. Manager Hambrecht stated that he has spoken to Michael Waldron concerning Maple Springs. Michael will be putting together an estimate on the whole length of Maple springs. This is a project they are looking to do this year. Manager Hambrecht will be applying for a grant for next year. C. Manager Hambrecht would like approval from the Committee to start recruiting process for. John Bolton and Steve Martinez replacements late summer/early fall. The committee agreed. d. Visioning. Councilor Schoch would like to see the roads repaired up by the school. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER William Schippers Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: a. Consent agreement requires three (3) staff at the sewer plant (see attached Consent Agreement). Manager Hambrecht informed the Committee that the Borough has hired 1 person for the sewer plant today. Waiting for full approval from the Council at the next regular meeting to hire the third. b. The Committee discussed the purchase of a rebuilt drive (see attached quote). Manager Hambrecht informed the Committee that one of the drives that is working the filters is failing. Manager Hambrecht stated that it is imperative that Council approves this purchase of the drive at the next regular Council agenda. He would like to have all the paperwork completed as quickly as possible. President Schnaars would like this placed on the next regular Council agenda. C. Person to manage kennel at Sewer Plant (Animal Control). Manager Hambrecht has reached out to 3 organizations. The Human Society returned his call, and the other 2 do not work with dogs anymore. Manager Hambrecht is waiting for more information from the Human Society. d. Visioning. Looking at the covers for the filters; Manager Hambrecht and Vito Gallo (the Borough's contracted Grant Writer) met with Rep. Mako and Sen. Coleman and they are working with us to help us get a PennVest grant/low interest loans. Manager Hambrecht is completing a questionnaire for the water meter project and the sewer covers. Once those are completed, they have a tentative meeting with PennVest on March 18h to review these items. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion; a. Start recruiting process for Steve Martinez's replacement late summer/early fall. President Schnaars would like this placed on the next regular Council agenda. b. Visioning - Councilor Steckel stated that to hire someone it is necessary to hire aj person who has a Class A and CD license. Being no further questions from the committee members, the Water/Special Sewer Committee meeting was adjourned. D. INFORMATIONAL ITEMS: None E.
