BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on August 24, 2020, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Reed at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Bryon Reed Ronald Kratz Daniel Stevens Joseph Wechsler Dave Schnaars PUBLIC COMMENT: None A. HIGHWAY David Schnaars Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. Councilor Schnaars informed the committee of a meeting with PennDOT and Manager Stevens on Tuesday, August 25, 2020, at 9-10 AM, concerning the catch basin at Main and Walnut Street. Manager Stevens stated that the Borough will lift up the grate to determine the situation. Manager Stevens stated that once the meeting is over, he is to contact Senator Browne's office to let them know the outcome of the meeting. Senator Browne's office has indicated they may be willing to help financially with the repairs. b. Manager Stevens provided an update on the CDBG for Memorial Park. He stated the pre-bid meeting was today. There were 5 potential bidders. This was the second time there has been a bid for this project. Bracalente Construction, Inc., had bid previously, but those bids had to be voided. Councilor Schnaars questioned if Bracalente could be declared unsuitable. President Reed mentioned that at the Veteran's Memorial, the park has a great deal of weeds and the poor quality of grass cutting. Councilor Schnaars brought up that the Borough has an option to hire an outside contractor, or a part-time employee, to help with weeding, grass cutting, etc., as long as we are not taking any job away from the road crew. Manager Stevens reminded everyone that we still have to meet with the Union concerning this. President Reed stated that with the CDBG project a portion ofthe park will be paved for parking, which would lessen the amount of mowing. Councilor Schnaars suggested that we actively pursue a grass cutting contract for next year. President Reed stated that Dave Altrichter thought it would be nice if the Borough would put the same historic lights on the bridge in the park. The committee discussed ifthis could be done during the CDBG project. Manager Stevens suggested that maybe we could get the wire in, and then have a fund 1 raiser to purchase the light posts. Councilor Schnaars requested to have this placed on the next regular agenda. C. Manager Stevens will work on completing the Federal Highway Administration Form 536 - disposition of highway-user revenues, revenues used for roads and streets. d. Manager Stevens gave an update on the proposed UGI regulator station. He has tried to contact Sean Buerger, but has not had a response. Manager Stevens mentioned a new cold patch product, which is supposed to hold up longer. He will look further into the product and suggested the Borough try it out next spring. Manager Stevens gave an update on the AMS skin patching project. We were able to get everything on the map done, plus 6th Street. Manager Stevens stated that there are still holes that must be fixed. Councilor Schnaars said a part of Cherry Street looks like sink holes are developing. Manager Stevens informed the committee that he has a partial list for crack sealing, including the sewer plant. Manager Stevens informed the committee that a resident at 1152 Main would like to redo her sidewalks. There is a tree on the side of the sidewalk, and she would like to know ifit is her tree because she would like to remove it. The committee feels that it is her tree. Manager Stevens will contact her and let her know. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: David Schnaars, Ronald Kratz 1. Committee Member Discussion: Steve Hearn is coming and he is the engineer for the controls for the recirculating system. He will double check everything, all the wiring, and then do a dry run. If all goes well, they can then start on the pump station. Ebert Engineering came and measured covers for the trickling filters. There is a hole in the Helisieve and Keith Lorah will fix it and also do the brushes and fix the screens. Councilor Wechsler discussed the Helisieve panel. He suggested having PSI double check the operation of the Helisieve panel. He is concerned that ifthe screw jams hard enough it will twist offt the shaft. Councilor Wechsler stated that the Lehigh Street meter for LCA is not working. Manager Stevens will talk with Duane Szczesny to find out what is going on. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz - Chairman; Members: Joseph Wechsler, David Schnaars 1. Committee Member Discussion: 2 a. The committee discussed LCA installing a sample port on Welshtown Road. This will be placed on the next regular council meeting for approval. b. Essex Communication will be coming tomorrow to continue working on the communications project. This is phase one for the project. There are 3 phases. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
