BOROUGH OF SLATINGTON The Re-Organization Meeting of Council was held on Tuesday, January 2, 2024 at 7:00 P.M. in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. *Note: The Oath of Office was administered by Magistrate Thomas Creighton prior to the Re- Organization Meeting for: Councilor Niedermeyer, Councilor Mayberry, Councilor Schnaars and Councilor Steckel. Presiding: Mayor Schoch Recording Secretary: Daniel Stevens, Borough Manager/Secretary Mayor Schoch called the meeting to order at 7:00 P.M. and requested the Roll be taken. ELECTION OF COUNCIL OFFICERS Election of President - Mayor Schoch asked for nominations three (3) times. Councilor Schnaars nominated Ronald Kratz. Ronald Kratz declined the nomination, and nominated David Schnaars. Councilor Mayberry nominated Walter Niedermeyer. Manager Stevens called the roll with the voting as follows: Councilors Schnaars, Kratz, Steckel, Hausman, and Halkias voted for David Schnaars. Councilors Niedermeyer and Mayberry voted for Walter Niedermeyer. Mayor Schoch declared David Schnaars as President of the Council for 2024/2025, Election of Vice-President Mayor Schoch called for nominations three (3) times for Vice- President of Council. Councilor Schnaars nominated Ronald Kratz. Councilor Mayberry nominated Walter Niedermeyer. Manager Stevens called the roll with the voting as follows. Councilors Niedermeyer, Mayberry, Steckel, and Hausman voted for Walter Niedermeyer. Councilors Schnaars, Kratz, and Halkias voted for Ronald Kratz. Mayor Schoch declared Walter Niedermeyer as Vice-President of Council for 2024/2025. Mayor Schoch called for nominations three (3) times for President Pro-Tem. Councilor Hausman nominated Zachari Halkias. Councilor Niedermeyer nominated Ryan Mayberry. Manager Stevens called the roll with the voting as follows: Councilors Schnaars, Kratz, Steckel, Hausman, and Halkias voted for Zachari Halkias. Councilors Niedermeyer and Mayberry voted for Ryan Mayberry. Mayor Schoch declared Zachari Halkias President Pro-Tem of Council for 2024/2025. Councilor Hausman made a motion, duly seconded by Councilor Niedermeyer, to appoint Lehigh Engineering Associates as Borough Engineer. President Schnaars declared the motion passed following a Voice Vote, All in Favor. d. Councilor Niedermeyer made a motion, duly seconded by Councilor Mayberry, to appoint ARRO as Special Sewer Engineer. President Schnaars declared the motion passed following a Voice Vote, All in Favor. e. President Schnaars requested this be tabled until after executive session. Councilor Hausman made a motion, duly seconded by Counçilor Niedermeyer, to appoint David Hay as Health Inspector/Officer & OEO for grease traps. President Schnaars declared the motion passed following a Voice Vote, All in Favor. g. Councilor Niedermeyer made a motion, duly seconded by Councilor Kratz, to appoint Broughal & DeVito as Zoning Hearing Board solicitor. President Schnaars declared the motion passed following a Voice Vote, All in Favor. h. Councilor Kratz made a motion, duly seconded by Councilor Hausman, to appoint Duane Dellecker as Zoning Officer & BCO. Councilor Niedermeyer made a motion, duly seconded by Councilor Mayberry, to appoint Anthony Lopsonzski as Ordinance Enforcement Officer. Councilor Mayberry made a motion, duly seconded by Councilor Hausman, to adopt Resolution R-01-2024, a resolution appointing Sewage Enforcement Officers for the 2 Borough of Slatington. Councilor Niedermeyer made a motion, duly seconded by Councilor Hausman, to appoint Bryon Reed to a 3-year term as alternate on the Slatington Zoning Hearing Board. Councilor Hausman made a motion, duly seconded by Councilor Niedermeyer, to appoint Ryan Mayberry as Council Chaplin. Counçilor Kratz made a motion, duly seconded by Councilor Hausman, to APPROVE BOROUGH DEPOSITORIES: Key Bank, Wells Fargo Advisors (CD's), Truist (pension), and Principal (pension). President Schnaars called a recess at 7:26 PM to Council Chambers SO the Committee on Committees could elect committee members for 2024/2025. President Schnaars declared the motion passed following a Voice Vote, All in Favor. 6.e Councilor Kratz made a motion, duly seconded by Councilor Mayberry, to appoint Robert Reph Fire Chief.
