HEARING MEETING ORDINANCE 687 NOVEMBER 13, 2017 7:00 PM MINUTES The hearing was called to order by President Schnaars at 7:00 p.m. President Schnaars wanted to make clear, that this ordinance is not intended to or in reference to any person specifically. President Schnaars announced there will be a special meeting for the 2018 proposed budget discussion on Tuesday, November 14, 2017, at Borough Hall at 6:30 PM. President Schnaars turned the meeting over to Attorney Dinkelacker 1. Review of Ordinance and Exhibits by Solicitor - Attorney Dinkelacker reviewed and presented the process ofthe hearing for the public. He then presented the following exhibits a. Proposed Ordinance-Exhibit #1 B-1 b. Public Notice (2x in newspaper of general circulation, one week apart, no more than 30, no less than 7 days before hearing) #2 B-2 C. LVPC Review Packet-Exhibit #3 B-3 d. Time News Packet-Exhibit #4 B-4 e. Letter to Department ofLaw-Exhibit #5 B-5 Attorney Dinkelacker said the ordinance is to amend definition ofhousehold pets to include Vietnamese potbelly pigs as being household pets. 2. Council discussion: Councilor Gildner stated these are the reasons we spend SO much on legal. Attorney Dinkelacker said there is a lot of procedural work for amending ordinances. Councilor Ruff - the tax payers paid a lot for this ordinance and the public did not request this. 3. Public Comment: Ed Ziegler asked if pigs will need a collar and a license. Attorney Dinkelacker said residents will be required, under the Animal Control Ordnance, to acquire a permit at the Borough office for a $10.00 fee, and a collar will be necessary when the pig is outside. Lance Sherer 204 S. Walnut Street - looks forward to getting another pig and permit. He believes this was not a waste of money and it is long needed. He feels it was worth the money. Lance did thank the Council for looking into it and taking action. Councilor Gildner responded by saying he just wanted to let the tax payers know where legal fees go. Dwight Miller - 256 S. Walnut Street - why did the police illegally dump the pig? Councilor Schnaars informed him that this was not the time to discuss this issue. He thinks the Borough should hire an animal control officer. 5. Additional Comment by Council Members: Councilor Gilder felt that even ifthe Borough had an animal control officer, he feels this situation would have ended up the same way. He also questioned as to how many oft these animals can be in a household. Councilor Schnaars stated he didn't believe we could limit the number. Councilor Ruff said ifit becomes a nuisance it can be dealt with. He also believes that since monies had been spent for this ordinance, we should have included other animals to the ordinance to avoid further costs. 6.
