Salisbury, North Carolina March 4, 2025 PRESENT: Mayor Tamara Sheffield, Presiding; Mayor Pro Tem Harry McLaughlin, Jr.; Council Members Carlton Jackson, Jr., Susan Kluttz and David Post; City Manager Jim Greene, Jr., City Attorney J. Graham Corriher and City Clerk Connie B. Snyder. ABSENT: None. Salisbury City Council met in Council Chambers in City Hall located at 217 South Main Street. The meeting was called to order by Mayor Sheffield at 4:47 p.m. ADOPTION OF THE AGENDA Thereupon, Councilmember Jackson made a motion to adopt the Agenda as presented. Mayor Sheffield, Mayor Pro Tem McLaughlin and Councilmembers Jackson, Kluttz and Post voted AYE. (5-0) CLOSED SESSION Thereupon, Mayor Pro Tem McLaughlin made a motion to go into Closed Session concerning a personnel matter as allowed by NCGS 143-318.11(a)(6). Mayor Sheffield, Mayor Pro Tem McLaughlin and Councilmembers Jackson, Kluttz and Post voted AYE. Mayor Sheffield announced overthe last four closed sessions Council completed the annual performance reviews for City Manager Jim Greene and City Attorney Graham Corriher. She explained the reviews were late due to unforeseen circumstances. She noted Mr. Greene will receive a 4.5% pay increase retroactive to July 1, 2024, and she added family insurance coverage will be included in his contract. She stated Mr. Corriher will receive a 3% merit increase retroactive to July 1, 2024. She thanked Mr. Greene and Mr. Corriher for their exceptional performance and for all they do for the City. Thereupon, Mayor Pro Tem McLaughlin made a motion to approve the recommended salary increases for City Manager Jim Greene and City Attorney Graham Corriher and to approve the family insurance coverage for Mr. Greene. Mayor Sheffield, Mayor Pro Tem McLaughlin and Councilmembers Jackson, Kluttz and Post voted AYE. (5-0) ADJOURNMENT Motion to adjourn the meeting was made by Councilmember Post.
