March 6, 2025 Office of the County of EIk Commissioners Meeting Minutes EIk County, Ridgway, PA The County of Elk Commissioners met on Thursday, March 6, 2025 at 10:00 AM, County of Elk Courthouse Annex, Thomas G. Wagner Conference Room. The meeting was opened with the Pledge of Allegiance. Those present were Commissioners M. Fritz Lecker, Matthew G. Quesenberry and Gregory J. Gebauer. Also present were Rick Brown, Solicitor; Patrick Straub, Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, IT Director; Matthew Frey, Treasurer; Stephen Sunderland, IT Technician; and Becki Taylor, CDBG Coordinator. APPROVAL OF AGENDA Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. APPROVAL OF MINUTES- February 20, 2025 Commissioners Meeting Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry, M. Fritz Lecker abstained from voting as she had been excused for this meeting. Motion passed. PRESENTATIONS - N/A RESOLUTIONS - N/A OLD BUSINESS = N/A NEW BUSINESS 1. Request by Planning, adopt the Build America, Buy America Plan (BABA) for the County ofElk and "on behalf of" (OBO) the Ridgway Borough. Required by PA DCED for large CDBG projects. Becki Taylor explained this was needed for projects over $250,000.00 and she will need this for a large project this spring. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 2. Request by Ridgway Holiday Decorating Committee, lawn request from March 1, 2025 through April 26, 2025 for Easter decorations. Motion by M. Fritz Lecker, second by Gregory J. Gebauer and carried unanimously. 3. Request by Elk County Ecumenical, lawn use application for June 6, 2025 for an ice cream social that day. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 4. Request by Elk County Ecumenical, lawn use application for August 8th and 9th, 2025 for Glory Bound Musical Festival. Motion by Gregory J. Gebauer, second by Matthew G. Quesenberry and carried unanimously. 5. Settlement ofTax Assessment Appeal #2020-925 for Phoenix St. Marys Industrial Investors, LLC. 6. Settlement of' Tax Assessment Appeal #2024-817 for St. Marys Piper Road, LLC. *Items 5 and 6 were voted on together. Matthew G. Quesenberry explained the process for the settlement of tax appeals. Motion by Matthew G. Quesenberry, second by Gregory J. Gebauer and carried unanimously. 7. Request by Veteran Affairs, approval of 4 veteran burials and 3 veteran headstones. Motion by M. America250PA has selected Elk County bell project to be subject of a video documentary. Act 13 Mini Grant Application period closed February 28w; grant awards expected to be announced at an upcoming Commissioner meeting.
