Meeting of the Fulton County Commissioners - Tuesday, July 18, 2017 8:30 a.m. at the Commissioners Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch The Commissioners opened their meeting with prayer and recited the Pledge of Allegiance to the Flag. Motion by Commissioner Ulsh to approve the minutes of the Tuesday, July 11, 2017 meeting. All in favor. Motion by Commissioner McCray to approve the Accounts Payable dated July 14, 2017 in the amount of $699,399.57. All in favor. All in favor. Motion by Commissioner Lynch to appoint the following members to the Fulton County Library Board: E Loy Garber, Susanne Reed & Marian Sickles terms expiring June 30, 2020 and also, Phil Harper and Dayton Tweedy terms expiring June 30, 2019. All in favor. Motion by Commissioner Lynch to execute a Purchase Service Agreement between the County of Fulton and NHS Pennsylvania for the period of July 1, 2016-June 30, 2017. All in favor. Motion by Commissioner McCray to authorize Chairman Ulsh sign an Agreement with The County Commissioners Association of PA (CCAP) to manage information technology for the Children & Youth Agency's electronic information system. All in favor. Motion by Commissioner Lynch to authorize Chairman Ulsh signing an Agreement with CAPS/Avanco for an extension of the existing contract between them and Children & Youth technology system for an additional three months from July 1, 2017 to September 30, 2017. All in favor. The Commissioners along with Sheriff Stains met at the Courthouse to make a public announcement regarding the recently placed Flag Disposal Box. This box will give the residents of Fulton County a means of disposing their old American Flags. The American Legion or the VFW will then properly dispose of the flags once the box is full. The Commissioners held a Safety Committee Meeting. Those meeting minutes are written and kept separately. The Commissioners met with Chief Probation Officer Miller to discuss office matters. Motion by Commissioner McCray to endorse the Renewal of the Annual State Offender Supervision Fee Fund Agreement for the period of May 1, 2017 to April 30, 2018. All in favor. Motion by Commissioner McCray for endorsement of the Financial Statement relating to Expenditures for Adult Probation for the period of. July 1, 2016 to June 30, 2017. All in Favor. Motion by Commissioner McCray for endorsement of the Application to the State for Grant-In Aid and Grant In Agreement for Adult Probation Services for the period of July 1, 2017 to June 30, 2018. All in favor. Susan Cubbage, Director of the Fulton County Food Basket met with Commissioners to update them on statistics from July 1, 2016 to June 30, 2017. They have had 1,969 Home Orders, 4,091 Individuals, 828 Senior Boxes, and the Grow Eat Move Program for the schools have fulfilled 9,545 Orders. She also asked permission from the Board to host a 35 Year Anniversary Event on Fulton Fall Folk Festival Weekend. She will have a float in the parade and then have an Open House at the Food Basket on 10-21-17. She would also like to have a yard sale & vendor event on 10-20 and 10-21-17, The Commissioners are agreeable to these events as long as Ms. Cubbage checks with Krista Showalter at the McConnellsburg Senior Center to make sure using the upper lot doesn't interfere with their daily operations or plans the Center may have for that weekend. She also asked about replacement of doors at the Food Basket. The Commissioners said they would look in to see what can be done to correct them.
