Meeting of the Fulton County Commissioners = Tuesday, March 21, 2017 8:30 a.m. at the Commissioners' Office (Tuesday, March 14, 2017 was cancelled due to weather) Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch The Commissioners opened their meeting with prayer and recited the Pledge of Allegiance to the Flag. Motion by Commissioner Ulsh to approve the minutes of the Tuesday, March 7, 2017 meeting. All in favor. Motion by Commissioner Lynch to approve the Accounts Payable dated March 10, 2017 in the amount of $158,633.83. All in favor. All in favor. Motion by Commissioner Lynch to approve the Accounts Payable dated March 17, 2017 in the amount of $107,882.05. All in favor. The two expressed their concerns with additional work and coordination with this effort. Chief Probation Officer Miller is currently working on policies and procedures for this new change. Motion by Commissioner McCray to accept the proposal dated 3-17-17 by the Franklin County Commissioners canceling the contract between Franklin and Fulton County for housing inmates at the Franklin County Prison. Inmates need removed prior to April 9, 2017. Franklin County chose to terminate the contract due to needing bed space for Franklin County Prisoners. All in favor. Motion by Commissioner Lynch to accept the Agreement between Bedford County and Fulton County for housing prisoners in the Bedford County Jail at a cost of $60/day. There is a 60 day termination clause in this Agreement. All in favor. The Commissioners met with Karen Hann, CDBG Administrator briefed the Commissioners on pending CDBG reallocation of funds to cover the HVAC Projects at the McConnellsburg and Warfordsburg Senior Citizens Center as well as proposed modifications at Fulton County Food Basket. Hann is proposing reallocating funds from the 2015 grant year line item Hustontown Senior Citizens Center Generator project to cover the above noted projects. The Commissioners asked Hann to do some additional research on cost savings before approving the reallocation requests. Hann also requested $10,000 from the. 2017 and 2018 Act 13/Marcellus Shale Account for the renovations at the Burnt Cabins Park Renovations. The Commissioners did agree to allocate $10,000 from the 2017 fund at this time. Motion by Commissioner Lynch to approve Election Board Minutes dated 3-10-2017 reviewing the name on ballots & 3-15-2017 for casting of lots. All in favor. Motion by Commissioner Ulsh to enter Executive Session at 10:00 a.m. to discuss personnel matters. All in favor. Motion by Commissioner Ulsh to exit Executive Session at 10:30 a.m. No action taken. All in favor. The Commissioners met with Chief Financial Officer Doug Tengler regarding routine budget and financial matters. Doug presented the Board with a Transition Plan as a result of his departure. The Commissioners and Mr. Tengler have come to an agreeable resolution during the transition period until his position is filled. The Commissioners met with the Safety Committee. Separate minutes are completed for this matter. The Commissioners met with Eldon Martin regarding routine office matters The Commissioners met with EMA Director, Ruth Strait and Consultant, Sid McConahy to discuss pending delay of 9-1-1 services cut to Bedford. Mr. McConahy stated that the services were to begin in March 2017 but due to connectivity issues, the cut will not occur to June 2017. Cumberland County will continue to dispatch until that time in June. He also stated, that he is working with SBA for Fulton County to assume the lease of the Huntingdon Tower located on Sideling Hill. By doing SO, it will secure the monthly rate. Commissioner Lynch made a motion to enter into a maintenance agreement with Com Pros Inc. for the Regional Phone System. All in favor. Commissioner McCray made a motion to authorize Commissioner Ulsh to sign above mentioned Maintenance Agreement with Compros. Fulton's share of the monthly maintenance for Year 1 is $1,814.58/ month; Year 2 is $2,498.33/month; Year 3 is $2,623.25/month; Year 4 is $2,754.42/month; Year 5 is $2,892.17/month. All in favor. Motion by Commissioner Lynch to approve Veterans Burial Expenses for Mr. Glenn Sipes. All in favor. Motion by Commissioner McCray to send letters to Municipalities regarding Liquid Fuels Allocations for 2017. All in favor. Motion by Commissioner Ulsh to authorize payment to Keller Engineers for the invoice dated March 9, 2017 in the amount $1, 035.10. This invoice was for professional services relating to County Bridge No. 1 in Taylor Township. All in favor. Motion by Commissioner Ulsh to adjourn the meeting at 1:30 p.m. All in favor.
