Meeting of the Fulton County Commissioners Tuesday, November 16, 2021 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and commissioner Shives Absent: Commissioner Bunch Others Present: Cassidy Pittman, Kevin Knouse, Sandra Barton, Amber South-Public Opinion and Carolyn Kerlin Commissioner Ulsh opened the meeting with a silent prayer and recited the Pledge of Allegiance to the flag. commissioner Ulsh announced for Public Comment at this time, Carolyn Kerlin read a statement she wrote regarding comments about the library andi their additional funding request. She proposed that the Commissioners include a mil tax increase to the annual budget as a means of providing additional. funding for the library. Sandra Barton commented on various items to include what a gem that Fulton County has with the Fulton County Library and the Fulton County Medical Center. Commissioner Ulsh. noted that with the budget they begin as a 0 based budget and proceed from there. He is not in favor of raising taxes for this matter. He indicated that the County has approved prior CDBG monies in past years to the Library as help as well. The Library continues to receive an annual allotment from the County as it was indicated it was verbally approved in the Draft 2022 Budget to receive the same amount as last year. Motion by Commissioner Shives to approve the minutes of the November 9, 2021 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated November 15, 2021 int the amount of $53,151.36. All in favor. All in favor. The Commissioners met with Patty Hess, CDBG Administrator and. Jamie Shrawder for the purpose of discussing CDBG Change Order Number 21 for the McConnellsburg Fairgrounds Project that has been tabled for several weeks, Environmental Review papers for McConnellsburg Curb Cuts and' Todd Township's Act 537 report. Motion by Commissioner Shives to approve Change Order Number 2 for the McConnellsburg Fairgrounds Project in the amount of $6,386 due tot the: storm wash out oft the ADA Paths. All in favor. Motion by Commissioner Shives to endorse the ERR Exempt Determination for the McConellsburg Curb Cuts & ADAI Parking. All in favor. The Commissioners had a brief Election Board meeting regarding the State Recount Process. Patti Hess, Election Director retains those minutes. The Commissioners met with Brian Barton, EMA Director/9-1-1 Coordinator regarding hiring recommendations for Per Diem Dispatchers. Motion by Commissioner Shives to hire Barbara Harshman, William Smith, Dalton Hawbaker, Melissa Brown Souders and Barbara Smith as Per Diem Dispatchers pending all the proper clearances. All in favor. A brief Salary Board Meeting was held. The Commissioners met with Brandon Peters, SAPDC regarding the TIP Plan. The commissioners agreed that Bethel T313 and Belfast T-382 Tonoloway Creek Bridges be advanced to the 2023 TIP. The Commissioners held a Safety Committee Meeting. Motion by Chairman Ulsh to Enter Executive Session at 10:40 a.m. to discuss Security Measures. All in favor. Motion by Chairman Ulsh to Exit Executive Session at11:00. a.m. All in favor. No action taken. The Commissioners met with Lisa Beatty, Fiscal Administrator and Mike Lamb Wessel & Company regarding the 2022 Final Draft Budget. Motion by Commissioner Ulsh to authorize Verbal Approval of the 2022 Final Draft Budget. All in favor. Motion by Commissioner Shives to approve endorsement: to the Legal Counsel for Child Provider Agreement between the County of Fulton and Kristen B. Hamilton effective July 1, 2021-June 30, 2022. All in favor. As another member of the pubic showed up later in the morning, Commissioner Ulsh asked if there was any further Public Comments. At that time, Amber South, a reporter from the Public Opinion nquired the status of not approving the additional funding request for the Fulton County Library as she had seen comments from another news article regarding the matter. Also, Kevin Knouse inquired about the process of how meetings were conducted. Cassidy Pittman and Chairman Ulsh discussed comments made at prior public meetings. It was. also asked if the Commissioners' Public Meetings are recorded. They are currently not reçorded for minute taking purposes.
