BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on March 26, 2018 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by Councilor Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Mike Wentz Jason Nicholas Jason Ruff Ed Ziegler Robert Stettner Russell Hallman-left meeting at 8:38 PM Bryon Reed Greg Adams David Schnaars Mike Kukitz Charles Barhight PUBLIC COMMENT: Ed Ziegler - Signed in and was recognized to speak. He was invited by PennDOT to attend a meeting in Allentown on Tuesday, 3/27/18. This meeting will be about the Walnutport-Slatington bridge. Ed will inform the council as to what was discussed at the meeting. He and Larry Turoscy will be going down to the county on April 4th regarding the improvements at the intersection in town. Robert Stettner - Parks and Recreation. Signed in and was recognized to speak. Last year he had spoken about baby changing tables at the Trailhead and covered bridge bathrooms. He has obtained 3 estimates, this does not include Victory Park. The past 2 years the borough has purchased dog waste stations and would like to keep that program going. They would like to put one up at Victory Park this year. He has 3 estimates for that. He is hoping to have this on the April agenda for the council meeting. Bryon Reed - Signed in and was recognized to speak. He informed the committee that the meeting that Ed Ziegler and Larry Turoscy were to attend on April 4th, will not happen. Instead, Larry would like to meet just with the borough council and PennDOT to see what the borough wants. This meeting will be announced at a future date. Bryon informed the committee that the clutch went on the little dump truck. Robert Herzog had taken it over to Erschen and a quote between $3,200 and $3,500 which includes the intake manifold leak repairs. The contractor for the roof is requesting 50% of the money when the material arrives. FINANCE/PLANNINGIZONING Russell Hallman = Chairman; Members: David Schnaars, Jason Ruff 1. Gregory Adams from BB&T presented a brief overview of the investments and banking issues. Gregory said that they don't have current authorized signers at the bank for the police pension. He gave the committee the necessary forms to update authorized signers. The committee agreed that all account transactions would require 2 signers. Gregory provided information concerning investment strategies. Greg and the police pension committee will meet on April 25th, at 9:00 am. 1 2. President Stevens was contacted by Lori from Turning Point, which does counseling for victims of domestic abuse. She is interested in renting the second- floor library at the borough hall. The lease would be for 1 year, then month-to- month after that, Lori said their budget for rent is around $500. She will get back with Dan. The committee will set a price and it will go to the next regular council meeting for approval, if' Turning Point agrees to the price and lease. There were no questions from the committee members; the Finance Committee Meeting was adjourned. PUBLIC SAFETY David Schnaars-Chairman; Members: Russell Hallman, Jason Ruff 1. Workers' Compensation Safety Meeting Minutes March 14th, 2018. 2. Councilor Schnaars provided a draft of an incident report form. It has all the information that would be necessary, date, time, person involved, etc. This is to be placed on the regular council meeting agenda for approval. 3. Charles Barhight - Signed in an was recognized to speak. Charles lives on the dead-end portion ofPark Avenue. He said more and more people are parking on both sides of Park Avenue and it is making it difficult for larger vehicles, i.e., delivery trucks, emergency vehicles, etc., to get through. He, along with Chief Rachman and Councilor Ruff, went to the spot to see the situation. It was suggested by Chief Rachman that "no parking" signs be placed on the entire east side. At this time, there are 2 locations on the west side where there are "no parking" signs. The council will work with Chief Rachman to come up with recommendations to alleviate this problem. 4. There were no questions from the committee members; the Public Safety Committee Meeting was adjourned. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Russell Hallman 1. Councilor Ruff will place this on the next workshop agenda. Discuss and review the peddling and soliciting Chapter 133 2. Jason Nicholas, Slatington fire chief, and Mike Wentz, Walnutport fire chief, discussed Act 172, Firefighter Tax incentives. This act can be beneficial to both resident and outside resident firefighters as long as they are an active member of a fire company. Volunteering for fire fighters and ambulance companies have dropped dramatically over the years. This act is an incentive to help and recruit new volunteers. This act is allowing municipalities to give up to a 20% tax incentive., either a 20% real estate tax incentive or 20% earned income tax incentive. There is a 100-point system that must be met for the fire fighter in order to obtain and retain the tax incentive. This would have to be done by an ordinance with the criteria. Mike Wentz will provide a copy to the Walnutport's ordinance to the Slatington council after it has been signed. 2 3. Review resolution and inter-governmental agreement regarding updating the Northern Lehigh County multi-municipal comp plan. Councilor Ruff said that everyone must sign the inter-governmental agreement and resolution showing they will work together in submitting the grant. This is to be placed on the next regular council meeting for approval. 4. Final confirmation of recycling flyer for 2018 - informational only. Councilor Ruff asked if we should pay for 2 trucks or just 1 and when that fills up, pay for the second truck then. The items left will be placed in the fenced area for the second truck. Councilor Ruff will ask Wendy if we need a second truck, can it be delivered that same day. 5. Mike Kukitz informed the committee that the Trailhead sign is outdated and faded, along with the Chamber and D&L logos. The D&L has said they will spend $4,000 to buy a new sign, ifthe borough public works crew will install it. President Stevens will send a letter to Mike Kukitz confirming that the public works crew will install the sign. Mike would like a list ofthe logos that the committee would like to have. Mike pays a small fee every year to be part of the Pennsylvania Recreation and Parks Society. This society has a discount ticket program that benefits Pennsylvania residents. An example of this is Hershey Park sells their tickets for $65.00, the ticket program could sell them for $51.00. Mike is requesting that if the council agrees to this, he could get assistance from the borough office staff or other businesses. Councilor Hallman has agreed to help with the sales. Mike asked what kind ofSlatington logo the committee would like to have. The bike racks have been approved, and he thanked everyone for their support. Mike talked about Victory Park restrooms being locked. Mike is hoping to write a grant to DCNR to get a new bathroom at Victory Park and he asking for a discussion on whether the bathroom could remain open during the day. Maybe have the police open in the morning, the public works lock it in the afternoon, and have Linda Nails keep it clean. Councilor Hallman will discuss this with Linda Nails. President Stevens read a letter from attorneys concerning the notice of violation from CodeMaster at the Trailhead restroom. CodeMaster has rescinded the violation. Mike would like to know the chain of command for certain issues. Any issues that involve money must be presented to the committee chairman and council for approval. It was suggested that a resolution be made to pick the fees when Mike's group does a grant for the borough. This will be placed on the next council agenda. Mike wanted to know what access he has with the borough public works personnel. He was told that he would have to discuss that with the Highway Committee. However, Councilor Schnaars told Mike to stop in the office and have one of the office staff or a councilor call them. There were no questions from the committee members; the Human Community Services Committee Meeting was adjourned.
