MINUTES OF THE HANOVER BOROUGH WATER AND SEWER COMMITTEE JANUARY 9, 2025 - 7:00 pm 1. Call to Order 1.01 Call Meeting to Order: Chairperson Reichart convened the regularly scheduled meeting oft the Water and Sewer Committee at 7:00PM on Thursday January 9, 2025, in the Hanover Borough Municipal Building > 44 Frederick Street, Hanover, PA as advertised. In attendance were Water and Sewer Committee Members Mr. Reichart, Mr. Roland, Mr. Bubb; Staff Members Planning and Engineering Director Mains; Project Manager to Planning and Engineering Snyder; Director of Water and Wastewater Treatment Thomas; Senior Project Manager Kevin Fox- Gannett Fleming; as well as Robert Holt, citizen of the Borough of Hanover, and Muriel Crabbs consumer of Borough of Hanover water system. Mr. Kress was not in attendance. 1.02 Approval of the Minutes: A motion was made by Mr. Roland , seconded by Mr. Greenholt to approve the Minutes of the December 5, 2024, meeting as written. Motion carried. 2. Public Comment 2.01 Hear Citizens concerning items presented in the Water and Sewer Committee Agenda: Chairperson Reichart asked anyone wishing to comment publicly to step forward and speak. Muriel Crabbs. Mrs. Crabbs presented an 80-page document noting the dangers of fluoride in water systems. She states findings in the document show fluoride in water reduces the intelligence quotient (IQ) in children. Mr. Roland asked if she could give the pros and cons oft the findings. She stated that cons are toxic runoff from factories, she also stated the United States is 1 of only 11 countries that allow fluoride to be added to their water systems. Robert Holt, P.O. Box 1131. Mr. Holt referred to item 3.04 (b) on the agenda. He referenced the wildfires in California stating public officials did not effectively manage the reservoirs. He stated where wildfires are not typically a concern for this area, we are burdened with persistent droughts citing we have more demands on our systems. Mr. Holt also advised we need to think of risk security when it comes to our dams and reservoirs as they are critical infrastructure. 3. Regular Agenda 3.01 Safe Yield Tool; Director Mains introduced Kevin Fox - senior project manager with Gannett Fleming and noted that this discussion is more aligned with the next two agenda items, rather than a discussion on its own. Minutes oft the Water & Sewer Committee January 9, 2025 Page 2 3.02 Water Capacity Request for New Development: a. Devener Landing Mr. Fox began with item 3.04(a) Devener Landing, he stated this is slated to become a 119 single family home development off of route 194 (Broadway). The estimated daily water usage for the development is approximately 29,750 gallons. Mr. Fox included two documents (one showing the use of Slagle Run and one without Slagle Run) that show the impact this development would have on our current water system. Both documents reference the potential days with unmet demand using the droughts of 1931-1932 and 2001-2002. Director Mains stated we have never used data for a safe yield tool which now can be used when future projects are being considered. Director Mains suggests the Borough needs to consider the findings ofthe safe yield study and be diligent as it reviews new projects requesting water capacity allocations. In years prior to the safe yield study effort, it was almost a "rubber stamp" approval for water capacity. A new policy and plan needs to be formalized to inform and guide the Borough's decisions. b. Mustang Pointe Chairperson Reichart asked Mr. Fox what the proposed size of the Mustang Pointe project is. Mr. Fox stated there are approximately 180 single family homes and its conclusions and bearing to the safe yield study are comparable and non-seperable. Director Mains will provide a draft long term strategy to the Committee, for consideration, in March. It will offer a means to consider and approve new requests for water supply SO that developments can move forward in the approval process. 3.03 Fluoridation: Director Mains stated the topic of fluoride in water has come up in the past typically regarding cost to the Borough. At this time, the Hanover Borough is one of three or four water systems within York County that add fluoride to their drinking water systems. Chairperson Reichart asked if nowi is the time to begin investigating further. Director Thomas stated the Borough spends approximately $20,000 a year just on fluoride materials (added to the water). He stated he does not think this is something that the Borough can just stop adding to the water. He believes the EPA ( Environmental Protection Agency) and PA DEP would have a strong impact on howit is to be done and how we notify the public. Chairperson Reichart suggested we would need public input before any measures would be taken. Director Mains stated he will begin to compile materials and documents for further review at the March meeting. 3.04 2025 Committee Goals a. Director Mains stated we have the study from Gannett Fleming with suggestions on what needs to be done (regarding Clear Lake Improvements), however the cost needs to be further discussed. Gannett Fleming suggests making improvements to Clear Lake, currently only approximately the top 10% of the lake is being utilized. The suggestion was also made to build a small pump station and also to construct a second Clear Lake (for additional volume). Minutes of the Water & Sewer Committee January 9, 2025 Page3 b. Director Mains stated there is always room for improvement in how facilities are protected. He also stated the Pennsylvania State Police will work with the Borough free of charge on conducting an assessment and developing improved security plans. C. Director Mains referenced Water Resources (water, sewer, and stormwater ) need to have the understanding that they do not operate individually and they need to look at how we encompass all departments involved when reviewing projects. Chairperson Reichart suggested editing goal "C" from saying GG all new developments" to "for all users". . Mr. Bubb agreed. 4. Public Comment 4.01 Hear Citizens concerning all other matters pertaining to Water and Sewer Committee Business Robert Holt, P.O. Box 1131.Mr. Holt stated the Borough's primary goal should be to protect its citizens. He referenced the kayak station at the dam last year and the fact that it was not put out for bid. He would like to see if the kayaks are made available again this year, that it is put out for bid also stating the recipient be made to abide by all ordinances within West Manheim Township or obtain a waiver. Muriel Crabbs. Mrs. Crabbs spoke again regarding fluoridation and referenced a fluoride action network website. She stated the website lists countries that have rejected the addition of fluoride to their water systems > also the areas in PA that have chosen not to add it to their water systems. Mrs. Crabbs does not think the EPA mandates the use of fluoride. Director Mains stated if water systems choose to add fluoride, then it is mandated by the EPA. Mrs. Crabbs said she would love to come back for further discussion. 5.Adjournment Committee Member Roland moved, seconded by Committee Member Bubb, to adjourn the meeting at 7:40 PM. Motion carried.
