BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on April 16, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Larry Turoscy Ed Ziegler Bryon Reed Thomas Bartholomew Joseph Wechsler Bruce Kern Russell Hallman PUBLIC COMMENT: None A. SEWER/SOLID WASTE Joseph Wechsler - Chairman; Members: Russell Hallman, Bryon Reed 1. Committee Member Discussion: a. Councilor Wechsler informed the committee that the Sewer Authority will have their meeting on Tuesday, April 17th, 2018, to approve the check for the minor violation. The main reason for the violation was the grease. There was another blockage on the 15th and 16th which was instrumental in causing the violation. Duane Szczesny met with David Hay, Health Inspector, to discuss what could be done for the grease traps. David is qualified to do grease trap inspections. Councilor Reed suggested that a grease trap ordinance be created. Councilor Reed had received a call from Attorney Healy concerning the project at the digester with ARRO. ARRO needed a water quality management permit from DEP, and ifit was alright for ARRO (Healy) to obtain the permit. This must be done before they can do the construction. The I&I work that ARRO is working on, sectioning off the town, Overberger wants to know what the committee would like to do. Councilor Reed had suggested that President Stevens, or the chairman ofHighway, compose a letter to John Bolton to go out and check priority manholes when there is heavy rain. Councilor Wechsler asked about the MS4 for $45,000. Is there any way we can obtain an itemized bill from ARRO when it is completed? Invoices for ARRO - There was a discussion about the invoices for the grant. White Oak Properties own half a double that have a common sewer line in the common wall line and they are concerned about the Borough's ordinance to have separate sewer lines. To have this done, the center walls would have to have major work done in order to accomplish separate lines. Being no further questions from the committee members, the Sewer/Solid Waste Committee Meeting was adjourned. B. WATERISPECIAL SEWER Bryon Reed - Chairman; Members: Joseph Wechsler, Russell Hallman 1. Committee Member Discussion: 1 a. Councilor Reed informed the committee that there was a great deal of trees that blew over at the water plant. Councilor Reed will be looking into whether the borough should bid the trees out. This is will be plaçed on the next committee meeting. b. The committee discussed Shadow Oaks water line. Marge Ryan called and took out the paving that we had wider than what the trench restoration. Doing this, it knocked our grant of$499,000 down to $287,000. Councilor Reed informed the committee that the contribution will be 15% and she needed a letter stating what the new contribution amount would be. This is needed as soon as possible. Councilor Reed asked Marge Ryan, since $212,000 was knocked off, would it be okay ifwe increased some more footage of pipe. Her response was that if we wanted to increase the pipe, that is fine, provided it is part of the same waterline project. She would need a revised cost estimate, match letter, a brief narrative with revised footage amount. This should be provided no later than April 20th, but if a few days more are needed, that is fine. Larry Turoscy, Councilor Reed and Steve Martinez reviewed the situation and since the money is there, has suggested to add an extra 400 feet to go up to Maple Spring Drive. Pine Tree has had 3 waterline breaks in the past year, which is all part of the system which another 400 feet part of would be. Larry has suggested to send in a request, notj just for the 400 feet, but an extra 400 feet, which would increase the grant to approximately $367,000. The committee agreed and Larry" Turoscy will compose a letter with the new number and the 15% match for President Stevens signature. The paving would be another issue. President Stevens asked what the match is for the multimodal and was told it is 25%. He suggested that borough put a grant in for the multimodal. This must be done next year. Larry Turoscy informed the committee that the DRBC audit is completed and submitted. This audit must be done every year and submitted by March 31st. Being no further questions from the committee members, the Water/Special Sewer Committee Meeting was adjourned. C. HIGHWAY Russell Hallman Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. The light at Main and Dowell has been flashing a long time. b. President Stevens asked about the status of the small dump Councilor Hallman stated that it is $800 or $900 more than it should had been. The pressure plate, starter, hole in exhaust pipe, and the fly wheel housing broke. Councilor Hallman said that the police cars will not be worked on by Bob Herzog but will be taken down to Riverside for service. Councilor Hallman will talk to Bob Herzog to have the big dump truck serviced at McGeehan's, instead ofl Erschens. C. Larry Turoscy inquired as to what was happening with Maple Spring and Rte 873. President Stevens called PennDOT and was told that it was not their responsibility, but the drainage is their responsibility. Councilor Reed stated that at Fox's Funeral Home and across from Washington there is a crack in the road. Chief Rachman observed this crack and feels that this is the problem causing the vibration. Jodi Nester will send a letter to Reedman at District 5, since there is a gas line there. 2 causing the vibration. Councilor Hallman was shown some photos from Mike Kukitz, NLRA, of Victory Park with rusted posts and rotten grills. He asked if the borough crew could remove them due to a safety issue. The committee agreed. There were no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. COURTESY TO THE FLOOR: Bruce Kern - signed in and was recognized to speak. He said that on 2nd Street the two catch basins are filled with dirt. The drains at the corner of 4th Street area also blocked. Larry Turoscy said that the handicap work that will be done on 4th Street could alleviate this problem. Councilor Reed will go with John Bolton at Center Avenue and 2nd Street to look at the situation. Councilor Reed made a motion, duly seconded by Councilor Wechsler to adjourn.
