BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on May 28, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Greg Adams Jason Ruff Debbie Hippenstel David Schnaars Jason Nicholas Thomas Bartholomew Randy Schmoyer Lindsay Taylor PUBLIC COMMENT: None FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. Greg Adams and Debbie Hippenstel from BB&T Retirement & Invest. Services discussed the Police Retirement Plan/Economic and Investment Services. Debbie provided the committee with the first quarter review. She gave the history for the stock market for the end of 2018 and how it had a large downturn in the market. Some of this downturn was due to the feds continuing to raise rates. The first quarter of 2019 started to turn around in a positive direction. Debbie provided a breakdown on the S&P, NASDAQ, bonds, treasury, Federal Reserve, GDP, etc., and how they are performing. Councilor Bartholomew asked what their fees are. Greg stated they are approximately 1.05% on the first $2,000,000. He clarified that this percentage covers institutional class mutual funds without revenue sharing. In addition, not only are they our investment manager, they also serve as our trustee and custodian administrator. Greg informed the committee that BB&T will be merging with SunTrust. b. The committee reviewed the information for duties of delegates for the Lehigh Tax Collection District delegate census. They meet twice a year. Councilor Schnaars volunteered to be an alternate. This to be placed on the next regular council agenda. C. Councilor Bartholomew discussed, and possible recommendation to forward ordinance by council, to reign in fireworks within the borough as recommended by Chief Rachman. Councilor Bartholomew provided the committee with ordinances from Allentown and Bethlehem. He also had a copy ofthe state law. The difference between the ordinances and the state law are the penalties, type of fireworks, and the time limits for legal fireworks. Chief Rachman feels this ordinance could be enforced. Councilor Ruff stated he thought it would be wise to obtain Chief Rachman's statement on the 1 enforcement plan. The committee discussed what regulations would be placed in the ordinance. This will be placed for the next regular council meeting to possibly authorize Ed Healy draft an ordinance. d. Councilor Bartholomew is requesting volunteers for the 2020 Census New Construction Program. The committee feels this census is for new construction. Slatington Borough does not have any new appreciable construction; therefore, the committee agreed not to participate. There were no questions from the committee members; the Finance Committee Meeting was adjourned. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion a. Councilor Schnaars provided an e-mail dated 5/13/19, from Ben Weirick, re: electronic inspection report posting on PDA Website. This proposal would increase the costs for the annual renewal health license from $75.00 to $125.00. President Stevens stated grease traps should be included in the inspections by David Hay. This will be tabled until Councilor Schnaars can obtain more information for the reporting and about the grease traps. b. Jason Nicholas wanted to discuss that the fire department is looking to consolidate 2 trucks into 1 truck. They are looking at approximately $640,000 to consolidate the 2 trucks with one. The truck will provide service for at least 20 years. The reason they feel this is necessary is in case of a catastrophic lose, or failure on a call. The 2411-93 pumper has cost them in maintenance, as of the end April, just shy of $3,900.00. All of 2018 the total cost for maintenance was $4,400.00. Jason has a commitment from the incorporation to secure a 2% loan at $220,000 and a USDA possible cash-free grant of $50,000. He has not approached Fireman's Relief Fund as of yet, but he will contact them and is hoping to receive $50,000. Jason has a meeting with Senator Brown. He is seeking help from Commissioner Grammes to secure money for a new truck. He is requesting support from the committee to help move this forward. Jason had an appraiser look at the 1991 truck at the sewer plant and was given a total estimate of $80,000 for the 1991 pumper, 1993 pumper and the 1996 rescue. However, the money for the 1991 pumper was to be used to paint the 2001 pumper. He said the 1993 pump will, at one point, need a complete overhaul at an estimated cost of over $20,000. President Stevens reviewed what trucks the fire department still owe monies. Jason would like to authorize the fire department to seek 3 bids. The committee agreed to place this on the next regular council agenda for a full council commitment. Jason was informed that the Durango is not worth much. He has suggested the fire department use it as a training tool and scrap it and give the money to the borough. President Stevens will check to see if the Durango is listed for sale. 2 There were no questions from the committee members; the Public Safety Committee meeting was adjourned. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion Lindsay Taylor, Director for the Northern Lehigh Recreation Authority, was present to discuss the Business Plan for the authority. Lindsey stated they continue to work on new programs that the residents would like to see. At this time, she is currently looking for more councilors. The committee discussed the finances for the recreational center. The committee agreed to place this on the next regular council meeting to discuss a possible commitment to the Northern Lehigh Recreation Authority a. The committee reviewed the quote from Pain in The Grass for $512.85 for edging of grass and mulched bed areas at Slatington Memorial Park. The committee agreed to place this on the next regular council meeting to make a motion for approval. b. The committee reviewed the e-mail dated 5/20/19, from Charles Doyle, LVPC, announcing a meeting of the Northern Lehigh Multi-Municipal Comprehensive Plan on Wednesday, May 29th, at 12:00 pm, Olde Homestead Golf Club. Informational only. Councilor Ruff will be attending. There were no questions from the committee members; the Human/Community Services meeting was adjourned. PUBLIC COMMENT: None INFORMATIONAL ITEMS: President Stevens and Councilor Reed had met with UGI on Tuesday, 5/28/19, concerning the location for the new regulator station at Chestnut and Diamond. President Stevens had flood plain maps provided by Larry Turoscy. He described options on the map with the committee. He asked the committee ifthey agree with the suggestion. Councilor Schnaars made a motion, duly seconded by, Councilor Bartholomew, to adjourn. Being no further business, President Stevens declared the meeting adjourned at 8:28 PM.
