BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on May 21, 2018, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Russell Hallman Larry Turoscy Mark Harman-ARRO Bryon Reed Ed Overberger-ARRO Joseph Wechsler Ed Ziegler PUBLIC COMMENT: None A. HIGHWAY Russell Hallman = Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Councilor Reed had a 2-year-old quote from MTS Landscaping to cut Victory Park at $220.00 a week, bi-weekly would be $260.00. Councilor Wechsler stated the grass cutting at the sewer takes about 8 hours. He said ifyou take the hourly rate, plus all their benefits, which comes to approximately $40/hour then times that by 8, that is approximately $328.00. Councilor Wechsler feels even with all the wear and tear on the equipment, it would still be cheaper to hire an outside contractor, who could probably do it in less time. Larry Turoscy will obtain a quote from Mike Frantz for mowing for a comparison. Councilor Wechsler brought up the issue oft the resident that was complaining about trucks and making their house shake. Councilor Wechsler read an article in Lower Saucon Township that a family said the trucks were shaking their house. PennDOT concluded it was due to the trucks. Councilor Reed had John Bolton meet with Jeff Rohrbach to Washington and Main. Jeff Rohrbach said the seam going across Main Street, east to west, when they blacktopped it they stopped and started at it, and now it is deteriorating and that is why it is going down. Chief Rachman agreed with Councilor Reed the crack in the road is causing the house to shake. PennDOT sent a letter stating it was out of their jurisdiction. PennDOT thinks it is in reference to the water lines, which is a misunderstanding. Jeff Rohrbach. will meet with another person from PennDOT this week to look at it to help clear up this issue. Larry Turoscy updated the committee on the bids on the Fourth Street project from the last group that did Franklin to Center Avenue. The cost was $74,600 from S&G. Awarding the bid will be done the first week of June, President Stevens asked ift the $88,000 is plus our match, which it is. The rest ofthe Fourth Street project will be a secondary project for next year. President Stevens inquired about the cost for 2 more boxes. 1 Larry Turoscy informed him there is money put aside for unforeseen issues. Larry mentioned the Main and Church Street signal was finally approved. The meeting for Main and Walnut will depend on when PennDOT can attend. PennDOT has all the reports. It depends on whether they think another $500,000 or $600,000 will be sufficient to move the bridge over a little, realigning at the intersection and taking the building. Councilor Reed informed the committee that Councilor Hallman had registered the borough on Municibid to sell the vehicle. Councilor Reed will list the vehicle. President Stevens stated he had ordered the parts for the street sweeper. Councilor Reed asked Larry about the multimodal. Larry informed him the second run is in July. Larry wanted to discuss with the County about getting money from Multimodal 2 years down the road. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Russell Hallman 1. Committee Member Discussion: a. Ed Overberger and Mark Harman from ARRO were present to discuss status of the televising project. Mark Harman contacted Dave Key via phone. Dave Key is their engineer for the televising and was unable to attend the meeting in person. Dave stated the 3 tasks in the proposal; 1st - cléaning and televising plan, which been partial completed. The specifications that were prepared and delivered, but they were never approved for bidding, but they are ready to go as per the original contract documents. There have been some discussions on possibly changing them to include some language and wording to reduce the cost, to keep it below $19,600. The next phase would be the bidding services and then to develop an I&I reduction plan. They have currently been televising up to the storm sewer to see if there was a cross connect. The storm water televising indicated a couple areas that there may be cross connects, but there were no quick and easy connections found. At this time ARRO is waiting for council to give them direction on getting out to bid, any comments on the specifications that have been delivered. The committee asked questions to Dave Key concerning the results ofthe sewer televising. Ed stated that the original plan was to do one-fifth ofthe borough at a time. Early this year there was a discussion if there was a way to keep it under the bidding threshold to obtain a price per foot. Ed stated the original plan for the whole thing was $9,600; the cleaning and televising specifications was $5,800; the bidding service was $4,500. Tasks 2 and 3 would be on a per project basis. According to the televising plan western area was going to be year one, southeastern year two, uptown area year 3, eastern area year 4, and northern area year 5. There was an amendment to the service agreement for $4,500 for the sewer televising. Councilor Wechsler stated the original plan was to see where 2 the storm sewer was leaking into the sanitary sewer because ofthe I&I. He feels we are at a point that this can be taken care of in-house. Ed will send a copy of the original plans from 2016. Bids on the digester are to be received by Thursday, June 14th; mandatory pre-bid followed by a site visit will be held at 10:00 AM, Wednesday, June 6th at the waste water plant. Mark Harman discussed the MS4. He recapped the violation. DEP issued the notice ofviolation on November 28, 2017. The borough had 15 days to respond with a series ofinformation that was required as part of the notice of violation. The list was SO extensive Mark got a hold of Brian Burden from DEP and outlined as to a plan. Mark had requested a 60-day extension which pushed it to March, 2018. DEP is not going to issue any violations or an order of consent. Mark created a document that included a date line ofeverything. the MS4 analysis and what the MS4 program must be based on for the last 4 years. This document includes a storm water management program. The borough was issued a new permit till 2023 from DEP. Under the new permit, the first annual report will be due September 30th, 2018, with a $500 submission fee. Mark can create a program and train the necessary personnel to help complete the annual report easily. The state analyzes areas for potential contamination problems. Slatington has a metal contamination. By September 30th of 2019 an analysis of that map must be done to determine potential or lack ofp potential for any metals within those drainage areas. The committee questioned Mark on what kinds of metal contamination. Mark had suggested the borough could conduct Phase 1, environmental assessment. If there is nothing to indicate that there were metals produced, stored, or transported through the borough, then the borough doesn't have an issue. Mark informed the committee that there will be a new ordinance that will have to be adopted in September, 2022. This ordinance will update the requirements referencing MS4. Mark stressed the importance of maintaining documentation and a standard operating procedure. He specially stated the road crew should document when they collect leaves, clean out the catch basins, street sweeping, and any other jobs done to prevent debris going into the storm sewers. However, when ever this is swept up, it is considered contamination material. This material must be stored accordingly and disposed of accordingly per a DEP facility. Mark could help create a standard operating procedure for the work crew. Mark stressed the importance of reporting anything that is done, directly or indirectly to the system, must be reported to MS4. Ed Overberger suggested to the committee ARRO could put together a professional service agreement which would be specific to MS4 and establish hourly rates. ARRO could complete a schedule for the work that must be done in the borough, i.e., street sweeping, leaf pick up, etc. C. WATER/SPECIAL SEWER COMMITTEE Bryon Reed- Chairman; Members: Russell Hallman, Joseph Wechsler 1. Committee Member Discussion: 3 a. Councilor Reed discussed the bidding requirements for the trash collection. In the requirements the borough can fine County Waste at $25.00 per. house for not picking up refuse and $25.00 for failing to collect for recycling per house, and other fines they may be applied due to other violations by the garbage company. Councilor Reed called Jerry Potts but has not heard back from him. b. Councilor Reed discussed the PSAB testing for drug & alcohol for the non-uniform employees. He said they use a 3rd party to do this testing. The annual participation fee is $75.00 per calendar year with additional charges for test. Prices per test range from $30.00 to $46.00, depending on the collection sites. Councilor Reed is waiting to hear from the 3rd party. C. Letter dated May 17, 2018, from Senate Appropriations Chairman Patrick M. Browne, regarding the Growing Greener Plus program. This program is to improve water quality and PA communities. Informational only. Councilor Reed informed the committee the sign for the Trailhead is to be delivered today and asked ifit was alright if John Bolton could help to unload it, as long it was before 3:30 PM. COURTESY TO THE FLOOR Ed Ziegler stated the meter reading was 2.1 ml gallons up at the sewer plant yesterday. Councilor Wechsler made a motion, duly seconded by Councilor Reed to adjourn.
