BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on December 16, 2019, in Council Room, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Daniel Stevens Larry Turoscy Bryon Reed Joseph Wechsler Ronald Kratz PUBLIC COMMENT: None A. HIGHWAY Bryon Reed - Members: Joseph Wechsler, Ronald Kratz 1. Committee Member Discussion: a. The committee reviewed information concerning a possible ordinance for cutting street openings. This will be placed on the next committee meeting for further review. b. Chapter 159 = streets and sidewalks this was information was included in the ordinance Being no further questions from the committee members, the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Ronald Kratz 1. Committee Member Discussion: a. Councilor Wechsler informed the committee that Ken Fulford had submitted the grant for removal of digester lid. He also stated one check valve was installed, the other will be installed soon. Larry Turoscy is waiting for a letter from LVPC for the Multimodal grant for Shadow Oaks. Councilor Reed will call Senator Brown's office to see if they can help with this. b. Councilor Wechsler stated they are still working on the inspection meeting for I&I with LCA. Councilor Wechsler made a correction - ARRO is supposed to prepare a 2-3- page SOP, standard operating procedure - for the operation of the new digester, SO they can include it in the environmental management system book. This is due 1 I to the PA DEP on 12/31/19. ARRO did the final inspection of the digester system. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Ronald Kratz Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Councilor Kratz suggested the borough hire a third party to help with the EPA new requirements under the 2018 America's Water Infrastructure Act. It was suggested to have Dave Lear assist in this matter. b. The committee reviewed the contract change order for Shadow Oaks Lane waterline replacement for $58,832.50, which is approximately $34,000 more than the first 3 change orders. Larry Turoscy stated there was an 18% over run = 5% was just for fixing up things that were subsurface, the remaining 11%% were additional items added as the project progressed to improve the project. During the project issues came up that needed to be changed. C. The committee reviewed a proposal for Technica/Inspection Services from Water Service Professionals for $9,180.00. This is a new regulation for filtering the water, they want to see how much the media expands. A request was made to hire someone to help with this report when it is done for the first time. d. The committee reviewed a quote from Roberts Water Technologies, Inc for $20,190.00. The committee agreed to hold off on this issue at this time. e. Councilor Reed provided a report on the filter plant performance evaluation. The committee reviewed the report. One issue on the report stated that the media must be replaced. If the media is replaced then it would be beneficial to do the whole inside of the filter. The comments on this report continues to address items that have been done and new items that must be done in the next 5 years. The committee discussed contractors to possibly work on the Autocon. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned.
