BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on April 23, 2018 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by Councilor Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Joe Wechsler Charles Walsh Jason Ruff Ed Ziegler Abel Boyer Thomas Bartholomew David Schnaars PUBLIC COMMENT: Abel Boyer - 130 Main Street - signed in and was recognized to speak. Abel informed the council that June 1st and 2nd, ? Boyer Hardware will be celebrating their 150-year anniversary. He also stated that there will be extra traffic during those days. On June 2nd, there will be a tent on the side walk. Radio Station 99 The Hawke will be broadcasting for a couple ofhours. He is requesting council to obtain aj pedestrian crosswalk sign at this location. Councilor Schnaars asked President Stevens if Abel would require a permit for the tent on the sidewalk. The committee agreed that no permit is required. Abel also asked the committee ifvolunteers from the fire company would be available. Councilor Schnaars will check with Fire Chief Nicholas and Police Chief Rachman. The event will be Friday from 8 AM to 8 PM and Saturday from 8 AM to 5 PM. FINANCE/PLANNINGIZONING Thomas Bartholomew - Chairman; Members: David Schnaars, Jason Ruff Councilor Bartholomew is getting to know Tony Lopsonzski and what his job entails. He is also going to meet with Duane Dellecker to discuss zoning and where he thinks we might require some changes. 1. Charles Walsh from Rentschler discussed the 336 North Walnut Street and 360 North Walnut extension. The purpose of the paving is to make it a little bit safer for the people in the back of the lot, and also for their vehicles because of the stones that are there. This is to be placed on the next regular council meeting agenda for approval. 2. President Stevens has received a notice from Lehigh County Board of Assessment Appeals for a veteran's exemption request. This real estate tax exemption request was granted for 130 Cherry Street, effective July 1st, 2018. Informational only. Russell Hallman informed the committee that at 251 Main Street people have been moving in and out and it seems that the people are not obtaining moving permits. He has suggested to inform Chief Rachman of this situation. 1 President Stevens had received a request from Rob Fiori from 301 Main Street. Rob wants to have pointing done and his parking lot will not be usable during the work for approximately 4-5 weeks. He is asking for parking permit for his tenants but doesn't want to purchase them for 6: months. The committee agreed to allow him to purchase them for 2 months. President Stevens will have to check the availability of the lot. There were no questions from the committee members; the Finance Committee Meeting was adjourned. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Councilor Schnaars discussed the no parking on west side of Park Avenue and additional streets per Dave Rachman. Chief Rachman and Attorney Healy are working together on the list to amend Article 175, section 17. This will be done by ordinance and placed on the next regular council meeting agenda. 2. Councilor Schnaars has an electric bill for the South Street siren station. This siren has not operated in years. He asked the committee ifthat account should be shutdown. Itis $30.64 per month. Councilor Schnaars will check with Ron Hausman, Emergency Manager Director, and the fire company to see ifthis siren is really necessary, and if not, deactivate it totally. This will be placed on the next regular council meeting agenda. 3. Councilor Schnaars will be ordering a safety harness for the bucket truck. We also need some more vests. He feels that we should check our safety policies. The committee feels that disciplinary action should be taken if the safety equipment is not used. Councilor Schnaars informed the committee that it was record clean up this past weekend. There were no questions from the committee members; the Public Safety Committee Meeting was adjourned. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Councilor Ruff discuss letter from Jagger Bolton concerning Eagle Scout Project at the Springside fish hatchery. Councilor Ruffwill send a letter informing Jagger that the committee endorsing his request. However, this will be placed on the next regular council meeting agenda for a motion to approve. 2. The committee reviewed the application for use of facilities for St. Luke's Hospice bike ride to benefit St. Luke's Hospice on June 2, 2018. The committee feels that a fire company and police officer should be in attendance, due to all the activities in the area that weekend. June 2nd is also 2 National Trails Day. This will be placed on the next regular council meeting agenda. 3. Councilor Schnaars asked if there was anyway an extra dumpster at the maintenance building could be obtained for next year's clean-up day. Possibly obtain a special recycle container. Mike Kukitz from NLRA had about 15 juveniles helping with the clean up. Councilor Schnaars gave Mike kudos for all his hard work in the community. There were no questions from the committee members; the Human Community Services Committee Meeting was adjourned. PUBLIC COMMENT: Ed Zielger - the door at the magistrate's office is badly rusted.
