BOROUGH OF SLATINGTON SPECIAL COUNCIL/WORKSHOP MEETING MINUTES 3/28/17 The Special Meeting/Workshop Meeting Minutes ofCouncil was held on Tuesday, March 28, 2017, at 6:30 PM. in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. Tom Dinkelacker EXECUTIVE SESSION = None PUBLIC PARTICIPATION (Agenda and Non-Agenda items) You will have three minutes to address Council from the podium. The three minutes applies to your time at the podium. Ifyou exit the podium, you have yielded the floor, and any time you have remaining. None BUSINESS 1. ARRO draft Wastewater Collection System Cleaning and Televising plan dated, 12/2016, along with ARRO Wastewater Treatment Plant Engineering Assessment to be discussed with ARRO, John Bolton, Duane Szczesny and Council. John Bolton gave the history oft the televising and smoke testing to main and lateral lines that had started in 1985. Alex & Kelly from ARRO clarified the difference between inflow and infiltration. They made aj presentation with a map depicting 3 critical areas. Councilor Wechsler would like to find a contractor that is familiar with sewer, water, and highway systems. The Council and ARRO are primarily concerned with the Western area. The cost to televise - $26,000; inspect $8,000; televise laterals - $42,000 - total $76,000. This price does not include repairs. A spec will be supplied by ARRO for $19,700. A. FINANCE/PLANNINGIZONING Joseph Wechsler- Chairman; Members: Michael Brogan, Jon Rinker Committee Member discussion on listed topics: 1. Animal Control Officer status update Borough Manager Danko, and Councilor Rinker, are in contact with Mary from Lehigh County Humane Society to obtain a contract for this position. Borough Manager will obtain the information and bring it back to Council. 2. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to authorize the solicitor to draft an amendment to the Zoning Ordinance #562 to 1 eliminate residency requirements for the Zoning Office and any other appropriate revisions, and to forward the same to the Lehigh Valley Planning Commission for review in accordance with Municipalities Planning Code. President Schnaars step down to act as Mayor for the voting. Vice-President Wechsler declared the motion passed following a Voice Vote, All in Favor 3. Councilor Reed questioned the rules to filling the Council vacancy. Attorney Dinkelacker stated the Council has 30 days after the council accepts the resignation of the Council person. Borough Manager Danko has advertised for the vacancy and will provide the letters ofi interest at the April 10th Council meeting for Council to interview the candidates. B. PUBLIC SAFETY Jon Rinker-Chairman; Members: Michael Brogan, Joseph Wechsler Committee Member discussion on listed topics: 1. Council discussed the Police Department new door system at entrance-possible need for service contract due to issues with new locking system. Borough Manager Danko informed the Council that to date, approximately $500 - $600 has been spent to repair the new door. Borough Manager Danko is looking into obtaining a contract for $27.00/month (the original contract amount when the door system was installed) which would include labor and parts. The contract cost with the company that installed the door system is currently at $50.00 a month, although she is hoping to have the contract grandfathered. Borough Manager Danko will keep the Council informed. 2. Councilor Gildner said that there are still doors that require painting at the Vigilant. Robert Herzog informed him there are 9 doors and they will be painted in the Spring. 3. The Vigilant is working with the insurance company regarding the curb where a woman had tripped. C. HUMAN RESOURCES/COMMUNITY SERVICES Michael Brogan = Chairman; Members: Joseph Wechsler, Jon Rinker Committee Member discussion on listed topics: 1. The Slatington Parks & Recreation Commission along with the Northern Lehigh Recreation Authority and the Slatington Merchants Group are sponsoring the 6th Annual Keep Slatington Beautiful cleanup day at 9AM on Saturday April 22, 2017. There will be hotdogs for the volunteers at Charlotte Fay's Main Street Diner sponsored by Attorney Charles & Mrs. Barbara Stopp after the cleanup. 2. Northern Lehigh Recreation Authority is trying to secure funding needed to complete the amphitheater project at Victory Park. There is a grant available to help fund the project. At this time the group has approximately $20,000.00 and Mike would apply for the remainder of what is needed to complete the project. A motion was made by Councilor Rinker, duly seconded by Councilor Gildner, to direct Borough Manager Danko to send a letter that the Borough is aware ofand supports this project. President Schnaars stepped down to act as Mayor for the voting. Vice-President Wechsler declared the motion passed following a Voice Vote, All in Favor 2 3. Slatington Veteran's Memorial Committee 2/22/17 meeting minutes, informational only. In the minutes, Councilor Rinker read that Tony Gnas questioned the 5th and 6th beds, and that maybe the beds could be used for Emergency Responders. Council, as a whole, felt this should not to be done, Council felt that it should only be utilized for the Veterans and then possibly create another place for Emergency Responders, etc.. D. SEWER/SOLID WASTE Mel Gildner - Chairman; Members: Bryon Reed, Committee Member Discussion: 1. Councilor Gildner wanted to discuss water units, meters and rates. Council and Borough Manager Danko stated this topic will be placed on upcoming Council agendas. 2. Council Gildner said residents are still wondering if the garbage rates will be lowered. Until clarification on how the Borough's funds are and verified from the Borough Audit, nothing can be done at this time. Borough Manager Danko is currently waiting for a report from the auditors. Once the audit report is completed there will be a meeting in the future to review all accounts. E. WATERISPECIAL SEWER COMMITTEE Bryon Reed- Chairman; Members: Mel Gildner Committee Member Discussion: 1. South St. Water Line project. Larry Turoscy reported that the bid package is being completed. Attorney Dinkelacker and Mr. Turoscy stated that an easement agreement with the Church may be necessary, a meets and bounds description along with pertinent that go with it will be necessary. 2. Larry Turoscy expressed the need to create a resolution for, water standards", "Sanitary and Sewer Specs", > and "Trench cut specs", > for the Borough. Larry stated that he would supply Attorney Dinkelacker with copies of different specs he had SO Attorney Dinkelacker could move forward in creating resolutions for Slatington Borough. F. HIGHWAY Chairman; Members: Mel Gildner, Bryon Reed Committee Member Discussion: 1. Victory Park Sidewalk project update. Manager Danko informed everyone that this project will start next week weather permitting. 2. Discussion arose in reference to the outbound pins for the Borough property near Victory Park. Engineer Turoscy said all the pins are in marking the Borough property. 3. Council discussed the John Freed Way project. Borough Manager Danko is currently awaiting a copy of the signed contract from Larry Turoscy. OTHER BUSINESS Larry Turoscy reminded the Council the CDBG 2018 is due April 14th, 2017, at 4:00 PM. 3 Manager Danko stated that the Borough will continue to utilize URDC for the grants at this time due to the heavy workload in the office. Council agreed. Councilor Gildner would like to have everyone follow office protocol. There will be a public hearing for Ordinance 682 - "JUNKYARD" at the next Special Meeting/Workshop meeting, April 25th, 2017 at 6:30 PM. He feels that since the Borough sewer water is treated and returned to the Lehigh River, that would be considered recycling. He feels that Council should attend other council meetings in other communities. EXECUTIVE SESSION - None At 9:06 PM, Councilor Gildner made a motion to adjourn the meeting.
