BOROUGH OF SLATINGION The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on November 25, 2019 in Council Room, 125 South Walnut Street, Slatington, PA 18080. FINANCE/PLANNINGIZONING Thomas Bartholomew = Chairman; Members: David Schnaars, Jason Ruff 1. Committee Member Discussion: a. President Stevens informed the committee an advertisement was run for several weeks for the tax collector position. We have received one application. The council may have to appoint someone, which gives the person 60-days to get certified. This will be placed on the next regular council agenda. b. The committee examined the revisions made by Solicitor Healy restating the entirety of Chapter 141. Councilor Bartholomew stated the only change is the requirement for properties that are selling. President Stevens will request from Solicitor Healy to highlight the changes for clarity and which one he recommends. This will be placed on the council meeting agenda. C. The committee reviewed the Keystone quote for 21 Malwarebytes subscription yearly and management remote access monthly. Some of the protection has to be applied to the police department. The yearly subscription is $1,000 and a monthly fee of $420 for all borough computers and possibly the police car computers. The committee agreed to have Keystone Technologies attend to discuss this further. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY David Schnaars-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member Discussion a. The committee discussed a quote from USA Blue book for a Sensaphone 800 Autodialer 8 Channel Monitoring system for $553.50 for the police station. Councilor said he will make sure this new system is compatible with the system we have and the cost of installation. Councilor Schnaars mentioned that the borough 1 garage has no emergency lighting. President Stevens has already called Bollinger for a quote for emergency lighting. Councilor Schnaars mentioned that all of our borough personnel have been taken a defensive driving webinar at the last Safety Committee meeting. Jason Nicholas informed the committee that the fire department has budgeted $13,075, out of the fire budget, for heating oil, electric, gas, and general building maintenance. He feels his is unfair that the fire company is paying all these expenses, while NOVA is using a building for free. The committee does consider the building and utilities for NOVA as part ofthe borough' S contribution. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Thomas Bartholomew 1. Committee Member Discussion a. The committee discussed a release form for PA Spotted Lanternfly Cooperative Eradication Program. b. The committee discussed the planning services agreement between LVPC and the Northern Comprehensive Plan Committee to authorize President Stevens to sign agreement. This will be placed on the next regular council meeting. C. The committee reviewed the e-mail from Kristie Wilk per NOVA donation - informational only. The committee feels an increase in the borough's donation to NOVA is not justified. d. Councilor Ruff informed the committee that he has talked with Lindsey Taylor about the park improvement plans. He provided information from Lindsey about Victory Park for the committee to review. Jason also provided information of his improvement plans for other park areas. There were no questions from the committee members; the Fuman/Community Services meeting was adjourned. Walnut Street, Slatington, PA 18080. President Stevens announced that all public sessions of Borough Council are electronically recorded and such recordings are maintained as part of the meeting record until the minutes are transcribed and approved by the Board, at which time the recordings shall be erased. Ifyou exit the podium, you have yielded the floor, and any time you have remaining. Tony Gnas - 430 E. Franklin Street. Signed in and was recognized to speak. He is requesting the borough put up a sign stating "Emergency Fire Department Water supply" for a fire hydrant that has already been in place. This would help other fire companies identify the hydrant in an emergency. Tony would like to know if they could get the 3 Emergency Light Switchovers. Councilor Reed informed him there had been a grant for this, but the grant was too low. Tony stated his street was never done in front of his house. He asked if the borough crew to fill in the swell with extra blacktop. A. Slatington Borough Council Business 1. Councilor Wechsler made a motion, duly seconded by Councilor Schnaars, to accept comments of Wastewater operators concerning the proposed DEP issued NPDES. President Stevens declared the motion passed with following a Voice Vote, All in Favor. 2. Councilor Wechsler made a motion, duly seconded by Councilor Reed, to accept Resolution R- 09-19 A resolution that the Borough of Slatington ofl Lehigh County hereby request an PA Small Water and Sewer Program grant in the amount of $135,000 from the 1 Commonwealth Financing Authority to be used for removal of digester lid. President Stevens declared the motion passed with following a Voice Vote, All in Favor. 3. President Stevens stated that David Hay would be willing to work with Duane Szczesny at the sewer plant to go out and check the grease traps. David's fee would be $25.00 per trap, borne by the person who owns the trap. President Stevens provided the council with a draft for a Grease Trap Ordinance from for their review. If all councilors agree to this ordinance, along with the ordinance for changing the inspections, these could be placed on the next regular council meeting for a motion to advertise. The ordinances could be advertised together to save money. 4. Councilor Wechsler made a motion, duly seconded by Councilor Kratz, to pay ARRO $3,000 for change order No. 2 for the digester conversion.
