BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on June 20, 2022 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Thomas Bartholomew Mayor Schoch Austin Berger Ronald Kratz Daniel Stevens Jeffrey Hausman Kevin Steckel Lachari Halkias PUBLIC COMMENT: None A. FINANCE/PLANNINGIZONING Ronald Kratz - Chairman; Members: Kevin Steckel, Zachari Halkias 1. Committee Member discussion on listed topics: a. Manager Stevens informed the committee that the borough was notified that PSAB will no longer be supporting our email service. Manager Stevens spoke with Andy Gildner from Keystone Technologies and was informed that we don't have to change our actual emails, but have to get them transferred to another email service. Andy Gildner is working on this. This will not affect the website. b. Councilor Kratz would like to obtain a list of potential projects with available COVID19 LFRF. Manager Stevens stated there is approximately $275,000 left of the COVID19 LFRF after we get this years $225,000 allotment. The borough has spent or committed a little over $170,000 of the COVID19 LFRF. Councilor Kratz stated that the police had requested a shield and a battering ram. Mayor Schoch will research the price for ballistic shields and the battering ram. Councilor Kratz mentioned obtaining another electronic speed reader. Manager Stevens stated that these come from a company named Elan City and are approximately $5,000 (when not on sale). C. President Bartholomew informed the committee that Tony Lopsonzski may have a retired police officer interested in the part-time assistant code enforcement position. d. Councilor Kratz discussed the budget and stated that the legal fees will be higher than expected. Councilor Kratz also stated that with liquid fuels there is a risk that we will not get as much money as a revenue producer with gas going higher. This is because people may be cutting back on driving. The borough's cost for fueling vehicles and heating oil will be higher. 1 e. Councilor Kratz requested an update concerning Chief Rachman and Det. Wagner's commemorative plaques. Manager Stevens stated he has ordered them. Councilor Kratz clarified his idea for a parking permit that we could possibly restrict parking in the area by streets. This is what he was requesting the solicitor to research. The motion to do this was not seconded. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLICSAFETY Kevin Steckel - Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. The committee reviewed the quote from AACE Security for one-year protector.net licensing for $210.00 for the police department. Councilor Steckel would like this placed on the next regular council agenda for approval for a 5-year option of $810.00. b. Local officials for NOVA's annual roundtable luncheon on Thursday, September 15, 2022, from 11:30 AM - 1:00 PM, at 2375 Levans Road in Coplay (informational only) C. Manager Stevens stated he is currently working on the county grant for the fire company and is waiting on cost estimates. d. Manager Stevens provided an update on carpet and floor replacement for the police station. The carpeting has been picked and all the old carpet and flooring has been removed. He is waiting to hear from Slatington Floor Center. Councilor Steckel informed the committee that the fire truck, specifically the ladder, has been inspected and the only outstanding issue is the safety interlock for the ladder. Austin Berger added the state inspection certificate as an aerial device did not pass because the repairs that they approved to be done on the interlock system did not find all the problems in the wiring. The work has been stopped due to hitting the budget limit. There is at least 3 more days of work to find the wiring issues. Austin recommends allocating approximately $4,000.00 from COVID19 LFRF. Councilor Steckel requested this be placed on the next regular council agenda. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Zachari Halkias Chairman; Members: Kevin Steckel, Ronald Kratz 1. Committee Member discussion on listed topics: 2 a. The committee discussed a request from Slatington Public Library requesting a contribution of $20,000 from the borough using COVID19 LFRF money to assist with the installation of an elevator. Councilor Steckel stated that the library had raised all the money to put the elevator in the back oft the building, but the State of Pennsylvania stated this was not correct. They were told the elevator must be put up front where the skylight is. Now the skylight must be torn out. There were no questions from the committee members; the Human/Community Services Committee meeting was adjourned. D. INFORMATIONAL ITEMS: None E.
