BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on October 24, 2022, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Thomas Bartholomew Mayor Schoch Justin Gross Steve Walden Joseph Wechsler (via phone) Daniel Stevens Ron Hausman Bryon Reed Eric King Jeffrey Hausman PUBLIC COMMENT: None A. HIGHWAY Jeffrey Hausman - Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. Justin Gross informed the committee that they are waiting for the financial report from the borough and letters of support for the Multimodal grant submission. Manager Stevens stated that he requested and has received letters from the school district, Rep. Z. Mako, and Washington Township. b. Update and discussion of Lehigh Engineering study on paving costs. Justin Gross informed the committee that the Shadow Oaks estimates are essentially done. Justin stated there are 15 total roads totaling approximately $3,089,429.28. The committee reviewed the list. C. Update and discussion on Covid-19 ARPA H20 PA Grant. The match is 1/3 ofthe total (50% of grant amount). We need to pass a resolution for H20 grant in November or December. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler - Chairman; Members: Bryon Reed, Jeffrey Hausman 1. Committee Member Discussion: a. Review e-mail for: forthcoming expiration notice from DRBC - WWTP. Councilor Wechsler would like this placed on the November regular council agenda. b. Manager sent letter to Biros concerning their request (informational) C. Update on bidding for Digester Lid removal project. Manager Stevens stated that Gilmore has been out at the sewer plant gathering info. Manager Stevens told them to get it out to bid immediately, since we only have till June 30, 2023. Gilmore is working on the bids and would like to have it bid by December. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. 1 C. WATER/SPECIAL SEWER COMMITTEE Bryon Reed - Chairman; Members: Jeffrey Hausman, Joseph Wechsler 1. Committee Member Discussion: a. Update and discussion on Covid-19 ARPA PA Small Water and Sewer grant. Councilor Reed would like to start with the water lines on Maple Springs because it is a main road, and then narrow the list down. Councilor Reed would like a resolution placed on the November, or December, regular council agenda. b. Update and discussion on bid documents for Autocon Panel upgrades. Justin Gross stated that the bids should be out later in December. Manager Stevens informed the committee that the borough has received the $270,628.24 back for the stop light grant. Councilor Hausman asked about what can be done about the alleys. President Bartholomew asked Justin Gross to provide an estimate on Chestnut Street with the committee approval. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. D. INFORMATIONAL ITEMS: None E. COURTESY TO THE FLOOR: Steven Walden 2230 High Point Lane. Steven asked about the resurfacing of the road. Justin Gross explained that the road would be rebuilt. Justin Gross provided a list of streets that will be repaired. Steven asked if the borough has the funds for these projects, not including the grants. Manager Stevens stated that the borough is applying for as many grants as possible. The committee explained to Steven how the process for grants, bidding, etc., proceed. Councilor Reed stated that the divots could possibly be repaired. President Bartholomew would like to have estimates for the repair of divots on the next regular council agenda. Eric King - 336 1st Street. Eric thanked Councilor Hausman for bringing up the alleys. Eric is asking if they could work on the furthest roads first. Eric feels that if they start working at the beginning all the heavy traffic would rip up all the work being done. Councilor Reed stated that the garbage trucks are just as heavy and they use the roads ever week. Councilor Weschler made a motion, duly seconded by Councilor Reed, to adjourn. All in favor.
