BOROUGH OF SLATINGION The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on January 24, 2022, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Bartholomew at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS Thomas Bartholomew Justin Gross Bryon Reed Daniel Stevens Jeffrey Hausman Joseph Wechsler (via phone) PUBLIC COMMENT: None A. HIGHWAY Jeffrey Hausman = Chairman; Members: Joseph Wechsler, Bryon Reed 1. Committee Member Discussion: a. The committee reviewed the request from Blue Ridge to bury a service cable at the Boy Scout Camp up at Victory Park. President Bartholomew requested this be placed on the next regular council agenda. b. The committee discussed potential CDBG projects to be submitted this year. Manager Stevens and Councilor Reed have done research on projects. Manager Stevens suggested possibly E. Washington, the part between First and Second Streets. There was a discussion whether South Street could be included if we start at Middle Alley. Last year it was rejected from Second St toward Fairview Ave. This year we have Franklin Street from Main to Second Sts. Manager Stevens stated the CDBG cannot be used for paving without sidewalks and curb cuts, SO alleys are not a possibility. Manager Stevens will continue to see what other streets could qualify. C. Councilor Hausman asked about Main and Church Street light - where are we at with the activation and removal of old system. This contractor is waiting on PP&L. Sidewalks Key Bank Main & E. Church Street when will safety railing be installed. Councilor Reed informed Councilor Hausman that the railings were installed today. The railing was put in because Key Bank would not give us an easement, which created the step d. Councilor Hausman asked if there is a possibility of an emergency generator for the maintenance garage. Is COVID money an option? Manager Stevens informed Councilor Hausman that COVID rules for the monies has changed from last year, and it would be possible. The committee agreed that since we worked on the overhead doors and installed emergency lights, a generator was not a priority at this time. 1 e. Councilor Hausman asked if the committee could come up with plan to replace outdated vehicles and/or equipment to cut back on constant repair bills. Councilor Hausman mentioned that the big dump, street sweeper, backhoe, and ditch pump are getting old. Councilor Hausman suggested 5- 10-year plans replacements. Manager Stevens informed him that the borough had recently purchased a new vehicle lift, line painter, zero turn mower, and self-propelled push mower, along with impact guns and other hand tools. f. Councilor Hausman asked what is the status of the zero-turn mower and 2 police vehicles that are taking up space. Manager Stevens stated that the Crown Vic is ready to be sold. Councilor Reed will check the zero turn to see how it is operating. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER Joseph Wechsler Chairman; Members: Bryon Reed, Jeffrey Hausman 1. Committee Member Discussion: a. Councilor Wechsler informed the committee that there was a loss of water pressure on the seals for the pumps at the pump station when we had the water main break. The operators are checking into options to prevent this in the future. Councilor Reed inquired about the reed beds and will they be replanted. Councilor Wechsler stated they are all done as far as removal of trees and overgrowth. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERSPECIAL SEWER COMMITTEE Bryon Reed = Chairman; Members: Jeffrey Hausman, Joseph Wechsler 1. Committee Member Discussion: a. The committee discussed the recent water main breaks at Keystone Street and Welshtown Road. There was also a leak at a private residence. The plant is now running back at its normal capacity. b. The committee reviewed the estimate to supply and install a new meter and casing at the water plant for $8,410.00. This expenditure could possibly be shared with LCA. This will be placed on the next regular council agenda. Being no further questions from the committee members, and SO the Water/Special Sewer Committee Meeting was adjourned. D.
