BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on July 22, 2024, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:00 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Dale Steigerwalt Kevin Steckel -via phone Justin Gross Aaron Schoch Daniel Stevens William Schippers PUBLIC COMMENT: Dale Steigerwalt - Slatington Masonic Community Center at 565 W. Church Street. Signed in and was recognized to speak. Dale provided copies of a drawing, and discussed the stormwater issue. The suggestion is to take the water what çomes off Franklin, collect it, run it underground with a 36" pipe to the head wall. If you connect it there, it can safely take stormwater out to the storm sewer without collecting all kinds of surface debris. Doing this, the pipe will be closed for safety. Other options were discussed to correct this situation. Dale has a ground water study reports available for review. Councilor Schoch would like this placed on the next committee agenda. Justin Gross and Dale Steigerwalt will meet prior to have information for the committee meeting. A. HIGHWAY Aaron Schoch = Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. Update on property with water issue on 4th Street extension. Manager Stevens informed the committee that 2 dry wells have been installed and the agreement was that the Borough would monitor them for 60 days. b. Update on CDBG projects. Justin Gross informed the committee that the 4th Street project went up on Penn Bid today. The pre-bid meeting will be held on August 2nd, 2024, at 10:00 AM at Borough Hall. Bid opening is on August gth, > 2024, at 10:00 AM. The 5th Street project is still with Lehigh County. C. Update on paving projects on Oakhurst Drive and Chestnut Alley. Manager Stevens informed the committee that both projects are complete as of today. d. Visioning. Councilor Schoch would like to see the streets in better condition. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER William Schippers Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: a. Cowan Associates have hit their spending limit for Task A. Cowan Associates is requesting another $5,000.00 for additional work. President Schnaars would like this placed on the next regular Council agenda. 1 b. Discussion concerning rebuilding drive unit for the other clarifier. Add the cost to budget for 2025. Manager Stevens stated the drive on the other clarifier is leaking a little oil, and is checked regularly. C. Grease trap inspections will start this week. (informational only) d. Discussion concerning request for increased capacity from Walnutport. The next meeting will be held in September. e. Visioning, Councilor Schippers requesting looking for another worker at the sewer plant due to an employee eventually retiring. Councilor Schippers added that the sewer plant is looking to eventually get covers for the trickling filters. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: a. Update on Maple Spring waterline replacement (Small Water and Sewer Grant). Justin Gross informed the committee that Attorney Young is still working on the bid documents, but should have it out to bid in August. The plan is to have them proceed the third week of September. b. Discussion on lead and copper inventory for October DEP report. Manager Stevens stated that the EPA is requiring all municipalities to determine ifthere are any lead lines in the community. This is a big drain on our limited resources. C. Visioning. Councilor Steckel would like to see new trucks or a backhoe for the highway. Manager Stevens stated that the plan for this year would be to put two pickups in the budget. Highway could buy one with liquid fuels money over 3 payments, and we could pay for one for the Water Department in the water budget. Then, keep the old pickup at the water plant for use in the woods, or as an extra when vehicles are being serviced. Being no further questions from the committee members, the Water/Special Sewer Committee meeting was adjourned. D. INFORMATIONAL ITEMS: None E.
