BOROUGH OF SLATINGTON COUNCIL MEETING MINUTES 10/9/17 The Regular Meeting Minutes of Council was held on Monday, October 9, 2017 at 7:00 P.M. in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. EXECUTIVE SESSION - None MINUTES OF PREVIOUS MEETINGS - Councilor Brogan made a motion, duly seconded by Councilor Wechsler, to accept the following minutes: Council Meeting, September 11, 2017; Workshop, September 26, 2017. President Schnaars declared the motion passed following a Voice Vote, All in Favor. PUBLIC PARTICIPATION (Agenda and Non-Agenda items) You will have three minutes to address Council from the podium. The three minutes applies to your time at the podium. Ifyou exit the podium, you have yielded the floor, and any time you have remaining. Angelique Papay-Bailey signed in and was recognized to speak. Angelique introduced herself to the council. She is a candidate for the Magistrate position. The district includes the Borough of Slatington, Washington Township, Lynn Township, Heidelberg, Weissenberg, and Low Hill Township. Angelique is a Slatington native and practices family law and litigation. She has also been an arbitrator in Lehigh County for 2-3 years. She thanked the Council for their services. Ed Ziegler signed in and was recognized to speak. Ed was disappointed that Council did not have a moment of silence in memory of Clement Reed. The lights on the bridge on lower Main Street from the stop light here up to the bridge on your left-hand side the lights had been out for a whole week. There is also a light on the bridge, the last light on the bridge that goes off and on and the other one a head of that, that goes off all the time. Ed is concerned about the grease on First and Church Street which backed the sewage into a man's home. He also asked about the yellow fire truck that was at the Home Coming Parade - there was not a name on it. 1 Jason Nicholas - Fire Chief - signed in and was recognized to speak. Jason informed Ed Ziegler that the yellow truck is ours and it is in the process of getting lettered and put into service. He thought they would bring it out and show it to the community to let them see what they are actually paying for. He informed the Council that as of the middle of September they were over budget. There are some outstanding invoices for repairs and equipment that needs service for the safety his management. When had submitted these invoices, he was given them back because they were over budget and the fire company was going to be responsible paying for them. These invoices are all for the Borough owned vehicles. In total they have $8,104.73 in outstanding invoices. He requested Council to vote for him to proceed with the new truck lettering and get that in service SO the truck they are selling could be sold quickly. Any expenses for this new truck will come from the revenue from the truck they re selling at an estimate of $20,000 - $25,000. That check will come directly to the Borough of Slatington. PUBLIC ANNOUNCEMENTS, COMMUNICATIONS AND SPECIAL PRSENTATIONS President Schnaars informed the public that starting next Tuesday, October 17, 2017, at 6:30, and the following 3 weeks, they will be having workshop meetings to work on the budget REPORTS The reports ofvarious committees, officials and officers were provided to Council and are on file in Borough Hall and are available for public inspection. APPROVAL OF ACCOUNTS PAYABLE/TRANSFER Councilor Brogan made a motion, duly seconded by Councilor Ruff to approve payment of the bills and transfers as presented by the Treasurer. President Schnaars declared the motion passed following a Voice Vote, All in Favor MAYORS/POLICE CHIEF'S REMARKS Mayor Walter H. Niedermeyer None Police Chief David Rachman None BOROUGH MANAGER'S REPORT MAIN STREET MERCHANTS GROUP Alice Wanamaker was present to provide a report on October First Friday, Main Street Merchants Group. Alice thanked Jason Nicholas for his support for the October First Friday, the Community Camp Fire. They will not be having a First Friday in November, but the tree lighting event will be on December 1st, 2017, starting at 7:00 pm. This past weekend was the first full weekend of the Trailhead Welcome Center being staffed by volunteers from 9 am to 1 pm. There was table with information leading people to business and different outside activities in town. The D&L has gotten them a lot of maps, stickers and general information for the town. The turnpike closure will be happening this weekend, October 14 and 15 STANDING COMMITTEES A. Highway Councilor Michael Brogan 2 1. Lehigh Engineers provided an update of the John Freed Way project. Larry Turoscy informed Council that they are on schedule. They have the wall in on the west side, curb is in, everything is drilled properly for putting the fence in. The next thing is to grade everything in place for drainage to make sure it drains properly. Once they bring that up to grade they will remove the sidewalks along the north side of W. Church Street and put in the access points. Once this is one they will be put the stone down and then pave it and then it will be finished, other than paint. There is still a danger of going into cold weather for paving, but hopefully, they can get the grading done by early next week. B. Public Safety Councilor Jon Rinker 1. A motion was made by Councilor Rinker, duly seconded by Councilor Wechsler, to approve the resignation, with regrets, as of 10/31/17 of Patrol Officer Daniel A. Buglio per letter dated 10/01/17 from Officer Buglio to Chief Rachman. President Schnaars declared the motion passed following a Voice Vote, All in Favor C.) Human/Community Services Councilor Jason Ruff 1. Kristie Wilk at NOVA requesting additional contributions from the Borough to help with the cash requirement for the purchase oftheir new ambulance, informational at this time, this item will be reviewed at the budget meetings. Kristie informed the Council they had 2 accidents with their ambulances and are now purchasing 4 ambulances. The ambulances were totaled. D. Finance Councilor Joseph Wechsler 1. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to authorize Manager Danko to obtain two additional (apples to apples) truck quotes and to table this until the November 13th, 2017, Council meeting. President Schnaars declared the motion passed following a Voice Vote, 6 ayes; 1 nay Councilor Brogan Tabled: Move to acquire the 2018 F-550 diesel dump truck and accessory parts (salt spreader and plow system) via the quote from Costars Dealer Kovatch Nesquehoning Ford dated October 5, 2017 through the Costars Program in the amount of $87,275.23. Subject to a 3-year lease with payments made from Liquid Fuels (or from liquid fuels along with a combination oft the water, sewer and sanitation funds), with Lease subject to Solicitor review and approval; and authorize the Borough Manager to execute all documents necessary to acquire the vehicle. 2. Council discussed the Fire Department bills for: Kaler Motor - $771.94, $585.95 and $909.06; Horwith Freighter - $2,342.47; Mid-Atlantic Fire & Air - $2,339.47 along with a new invoice submitted from Kaler Motor in the amount of$1,155.84. Borough to pay or. Fire Company to pay due to being over budget. Jason Nicholas had requested that Council also approve another $7,000.00 from Buzzy's Auto Body for paint work for used fire engine. Cost will be coveredreimbursed to Borough upon sale of 1991 KME engine. A motion was made by Councilor Wechsler, duly seconded by Councilor Rinker, to approve the Fire Department bills plus $7000.00 for a total of $15,104.73. President Schnaars declared the motion passed following a Voice Vote, All in Favor 3 3. Richard Gurniak presented to Council a spreadsheet reporting the necessary adjustments to our due to/from fund balances. A motion was made by Councilor Gildner, duly seconded by Councilor Wechsler to request the Borough Manager, Attorney Dinkelacker, Auditors, and Richard Gurniak for specific recommendations on how to transfer/allocate funds between accounts due to and due from as they deem appropriate for approval of Council, Gurniak was directed to provide a user-friendly report to council, the report will be reviewed at the 10/24/17 Workshop meeting. President Schnaars declared the motion passed following a Voice Vote, All in Favor E. Sewer/Solid Waste Councilor Mel Gildner 1. Authority Bills - none at this time 2. A motion was made by Councilor Gildner, duly seconded by Councilor Rinker, to approve Professional Services agreement amendment of "PA small water grant" and the utilization ofthe large digester. President Schnaars declared the motion passed following a Voice Vote, All in Favor 3. A motion was made by Councilor Gildner, duly seconded by Councilor Reed, to approve relief for the UCC Church in reference to sewer line tape in fees due to the Church doing all of the work. President Schnaars declared the motion passed following a Voice Vote, All in Favor F. Water/Special Sewer Committee Councilor Bryon Reed 1. Water Test Statement - Water was tested and found safe for human consumption. 2. A motion was made by Councilor Reed, duly seconded by Councilor Ruff, to award the lowest bid for South Street contract #1 in the amount of$ 123,195.00 from Bellview Pump, LLC for the South St. water line project and authorize Council President Schnaars to execute all contracts subject to the Solicitors approval along with authorizing Lehigh Engineers to send the notice to proceed to begin the work. President Schnaars declared the motion passed following a Voice Vote, All in Favor The second portion of the bid was not awarded: Award the lowest bid for contract #1 in the amount of $ 123,195.00 and contract #2 in the amount of$ 57,909.25 from Bellview Pump, LLC for the South St. water line project total award amount is $181,104.25 and to authorize Council President Schnaars to execute all contracts subject to the Solicitors approval along with authorizing Lehigh Engineers to send the notice to proceed to begin the work. Not awarded. UNFINISHED BUSINESS: Melissa Grube from Campbell, Rappold & Yurasits will be present at the 10/24/17 meeting for any audit questions. INFORMATIONAL ITEMS: Manager Danko COUNCIL PRESIDENTS REPORT: David R. Schnaars 1. The workshop meeting in October 10/24/17 shall be utilized for a budget workshop. 4 2.
