BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Huma/Community Services Committee Workshop Meetings were held on August 19, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Greg Winokur Krystall Borman Ryan Mayberry Jeralyn Schoch Ron Hausman Ronald Kratz Daniel Stevens Kristie Wentling Zachari Halkias Robert Reph Jason Breidinger Kevin Borman PUBLIC COMMENT: Kristie Wentling- Northern Valley EMS. Signed in and was recognized to speak. Kristie explained what the QRS is, as per Manager Stevens request. It is a truck that runs for emergency services with the fire department and responds, especially in the cases when mutual aid is coming on scene SO they can get there first and help with care of the patient. QRS (Quick Response Service) must be licensed through the Department ofHealth. In order to become licensed through the Department of Health, there are certain medications and medical equipment that need to be carried on that vehicle. A medical director is required, usually provided by St. Luke's. Once the patient has been delivered to the hospital, the supplies are refurbished through the hospital. Kristie provided more documentation concerning the QRS. The committee agreed to discuss Public Safety first. B. PUBLIC: SAFETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Zachari Halkias 1. Committee Member discussion on listed topics a. The committee reviewed the estimates for garage door openers from Palmerton Garage Door II and Walnutport Door Company. Fire Chief Reph explained the necessity of replacing the garage door openers. He stated that the garage doors openers are old and the remotes don't work. However, the remotes were just recently replaced, but continue to have problems. Chief Reph stated that the door openers will have a timer on the garage door for Northern Valley Ambulance and the fire department. Walnutport quote has a red and green light to indicate when it is safe to move, and a sensor. The committee agreed to table this for next year's budget. Manager Stevens added that the fire department has already used their budgeted maintenance allotment for this year. b. Police building upgrade update. Chief Winokur informed the committee that he has not had any other contractors review the plans at this time. Chief Winokur is hoping to have the estimates completed and ready for the next meeting. C. Radio upgrade update Countywide system upgrade to P25 digital. Chief Winokur stated that the police chiefs have agreed to go with Harris radios. Chief Winokur is still waiting to hear from them on how they are going to order the radios. He believes the Lehigh County will float a bond for the radios. Ifthey all go in as a group, there will be significant discount. d. Update from Greg Winokur concerning department chaplain program. Chief Winokur stated that Chaplin Ray Sumner would be willing to come to a council meeting and introduce himself. Special presentation at the next Council meeting. e. Visioning Councilor Kratz stated that he has both the fire and police chiefs' dream lists for 2025. He is requesting that the chiefs prioritize their lists. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. A. FINANCE/PLANNINGIZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. Discussion concerning pros and cons ofr revising existing rental inspection procedure. Councilor Mayberry will be talking with Tony Lopsonzski and Liz Miller concerning current procedure. President Schnaars would like to have Tony Lopsonzski attend a Council meeting for a presentation of his duties. b. Discussion concerning Keystone Community Program Designations. Will be meeting on Friday, August 30th, at 1:00 PM with a representative from DCED. This will be placed on the next committee agenda. C. Visioning Councilor Mayberry would like to know how to address blighted properties in the community. There were no questions from the committee members; the Finance Committee Meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Zachari Halkias - Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a. Permission for Greater Northern Lehigh Chamber to host their annual Tree Lighting Ceremony on Friday, December 6th at Slatington Memorial Park. President Schnaars would like this placed on the next regular Council agenda. b. Visioning - Councilor Halkias would like to see the water fountain at Borough Hall fixed. He would also like to have stall doors placed in the men's room. President Schnaars questioned if the water fountain at the Trailhead was working. Manager Stevens stated that it is not repaired, and is very costly to repair. This will be placed on the next Water Sewer Highway agenda. There were no questions from the committee members; the Human/Community Services Committee meeting was adjourned. EXECUTIVE SESSION: None D. INFORMATIONAL ITEMS: Chief Winokur received a phone call from the superintendent of school district inquiring about the house on Center Street, which was involved in a fire. The superintendent is concerned that there are 2 no barriers, fence or anything blocking foot traffic. School will be starting soon and would they like to have something there for safety reasons. Manager Stevens has been trying to contact the owner to get the issue resolved. E. COURTESY TO THE PLOOR: None Councilor Kratz made a motion, duly seconded by Councilor Mayberry, to adjourn. Being no further business, President Schnaars declared the meeting adjourned at 7:15 PM.
