BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on February 26, 2018 in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by Councilor Stevens at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Daniel Stevens Joe Wechsler Jason Nicholas Jason Ruff Bryon Reed Ed Ziegler Russell Hallman David Schnaars PUBLIC COMMENT - None FINANCEPLANNINGIZONING Russell Hallman = Chairman; Members: David Schnaars, Jason Ruff 1. The committee interviewed Anthony Lopsonzski for the code enforcement officer position. Anthony gave a history of his accomplishments and work history. He worked for Allen Township as the code enforcement officer. He is currently working in Catasauqua as code enforcement officer. Anthony is interested in getting his BCO credentials. 2. Counçilor Hallman stated that County Waste Disposal is damaging private property. He said there have been a couple of claims against the company that have taken over 3 months to pay the owner oft the property. Their trucks are too big for the alleys. There have been complaints that the garbage company is throwing the trash in with the recyclables, but some of the trucks are split to handle both. Councilor Hallman asked the committee ifit would be alright to have the solicitor review the contract to see what recourse the borough has in order to get the garbage company to do a betterjob. Councilor Hallman informed the committee that he had spoken with Richard Gurniak today. Russ has reviewed the bills from Gurniak & Gurniak from October, November, and December of2017. Gurniak & Gurniak had done work on the books multiple times. There was a discussion on when the work will be done be done and how much it will cost. There were no questions from the committee members; the Finance Committee Meeting was adjourned. PUBLIC SAFETY David Schnaars-Chairman; Members: Russell Hallman, Jason Ruff 1. Workers Compensation Safety Meeting Minutes February 14th, 2018. Councilor Schnaars informed the committee that everyone on the public safety committee must go through safety training meetings, which will happen in the next couple of months. 2. President Stevens informed the committee that the borough must sign on for the LVPC Hazard Mitigation plan. This will be placed on the regular council meeting for a motion 1 to take part in this plan. The statement of intent form must be completed immediately after a vote is taken. 3. Councilor Schnaars presented to the committee a bill from Jason Nicholas for $1,985 for the fire house door. This is the 3rd time in the last 4 years that the fire company building has been hit by the fireman. Councilor Schnaars would like to send the fire company a letter that if they are violating their own SOP's, it is their bill. There is some confusion as to who would be paying fori it. Councilor Schnaars will discuss further clarification with Jason Nicholas. There were no questions from the committee members; the Public Safety Committee Meeting was adjourned. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: David Schnaars, Russell Hallman 1. Discussed a date and company for the electronics recycling day (previously on 6/17/2017 -9. AM - 12 PM). Councilor Ruff has suggested that the borough use the same company that was used last year. It will be held on the 3rd Saturday in June from 9 AM - 12 PM. Last year the borough had let the residents bring in 2 free TVs. The suggestion is to offer 1 free TV per household and charge $35.00 for the second TV. Councilor Ruff will obtain details on the size of the TVs and the cost. It is important to have someone there to check on residency and that the borough is not taking items from surrounding townships. Councilor Ruff said that Mike Kukitz is doing improvements to trail area. One ofthe improvements is putting a sign on the back oft the bathroom building that says "Welcome to Slatington Trailhead". The Steering committee would like to put a whole bunch of logos on the bottom such as the D&L logo, Chamber logo and the Borough logo. Jason is looking for a high definition borough logo. Jason will ask Mike Kukitz to get a quote for a professional looking borough logo. Russell will ask Gwyneth if she could possibly create the logo. There were no questions from the committee members; the Human Community Services Committee Meeting was adjourned. PUBLIC COMMENT: Ed Ziegler said that we are still getting a lot of grease up at the sewer plant. He noticed there were 5 containers at the Chinese store and asked if anybody has picked them up.
