BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on January 27, 2025, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Kevin Steckel Michael Waldron-ACELA Aaron Schoch Roy Hambrecht William Schippers PUBLIC COMMENT: None A. HIGHWAY Aaron Schoch - Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. John Lee (Architect) - 105 6th Street - (Kern Alley). John Lee did not attend the meeting. Manager Hambrecht informed the Committee that Attorney Young recommended that he apply for a dimensional variance, because the Borough will not vacate that alley. b. Discussion on the possible CDBG projects. Manager Hambrecht stated that the Borough has three (3) projects projected for CY2025 - Willow Avenue, from Dowell Street to North Street, Cherry Street, from Race Street to Yenser Alley, and Hill Street, from E. Church Street to E. Washington Street. Michael Waldron, Acela Architects and Engineers (Acela), informed the Committee that it is planning to survey the locations as soon as possible. Acela is hoping to have construction plans for the February or March Committee meetings. Acela indicated that it anticipates the work will be constructed and completed by October. C. Discussion on the possible non-CDBG projects. Manager Hambrecht has met with the grant writer (VGG Consulting) and sent some information regarding the Multimodal PennDOT grants that will be opening in July. These are for roads that would not be eligible under the CDBG Grant umbrella. Manager Hambrecht is working with the Highway Department to ensure they are all in agreement with which roads should be prioritized and obtain some estimates sO we can start applying for the grants in July. d. Review equipment to be replaced. Councilor Schoch is waiting for a list. Manager Hambrecht follow up with Robert Herzog. Manager Hambrecht has spoken to VGG Consulting concerning the leaf vac and the street sweeper. Grants have been identified in possibly getting those pieces of equipment replaçed. The Committee discussed possibly selling the Crown Vic police vehicle. President Schnaars indicated that he would like the old police car (Crown Vic) placed on the next Finance/Public Safety/Human Community Services agenda. The Committee also discussed getting rid of other outdated electronic items at the next Electronic Recycling Day which is scheduled for May 3, 2025. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER 1 A William Schippers - Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: a. Councilor Schippers stated that the Pennsylvania Department of Environmental Protection (PADEP) is recommending that the Sewer Plant install covers over the trickling filters. Discussion about the possibility of this project should be placed on the next Committee meeting. b. Individual to manage kennel at Sewer Plant (Animal Control). Councilor Schippers stated that the dog warden came in and inspected the kennel. There were three (3) items that are not being done correctly: 1) food must be in plastic container, not just plastic bags, and that the animals need food, bedding, and water; 2) there are spider webs and dirt and the sanitation is poor for the dogs; and 3) general requirements that no one will be taking care of the dogs and they have to someone on record who can maintain the kennel records. Manager Hambrecht will reach out to some dog rescues to establish an MOU with an organization. President Schnaars added that the Borough at one time did have an agreement with an animal facility, but the price got exorbitant. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: Michael Waldron (Acela) informed the Committee that Acela has met with the staff at the water plant to begin the collection ofthe data for the annual reporting. Being no further questions from the committee members, the Water/Special Sewer Committee meeting was adjourned. D. INFORMATIONAL ITEMS: Manager Hambrecht stated that ARRO Consulting currently does our reporting and permitting for the MS4 programs. However, Acela does that work and will be taking it over. President Schnaars would like this placed on the next regular Council agenda informational only. E.
