BOROUGH OF SLATINGTON & SLATINGTON BOROUGH AUTHORITY COUNCIL MEETING MINUTES 1/27/20 A Joint Special Meeting of Slatington Borough Council and The Slatington Borough Authority was held on Monday, January 27, 2020 at 6:30 pm., in Council Chambers, 125 S. Walnut Street, Slatington, PA 18080. Presiding: Bryon Reed: President of Council Recording Secretary: Jason Ruff, Vice President The meeting was called to order by President Reed at 6:30 pm following in attendance: ROLL CALL: PRESENT OTHERS PRESENT BOROUGH AUTHORITY VISITORS Bryon Reed Mayor Niedermeyer Joseph Wechsler Daniel Stevens Jason Ruff David Schnaars Robert Herzog, Jr. Joseph Wechsler Thomas Bartholomew David Schnaars Thomas Bartholomew Ronald Kratz Kevin Steckel President Reed announced that all public sessions of Borough Council are electronically recorded and such recordings are maintained as part of the meeting record until the minutes are transcribed and approved by the Board, at which time the recordings shall be erased. EXECUTIVE SESSION - None PUBLIC PARTICIPATION (Agenda and Non-Agenda items) You will have three minutes to address Council from the podium. The three minutes applies to your time at the podium. Ifyou exit the podium, you have yielded the floor, and any time you have remaining. A. Slatington Borough Authority business 1. Chairman Joseph Wechsler made a motion, duly seconded by Member David Schnaars to have the Authority approve the emergency management system update prepared by the operators for submission to the Pennsylvania Department of Environmental Protection by January 31, 2020. Chairman Wechsler declared the motion passed following a Voice vote, All in Favor B. Slatington Borough Council Business 1. Councilor Schnaars made a motion, duly seconded by Councilor Bartholomew, to have the Borough Council approve the emergency management system update prepared by the operators for submission to the Pennsylvania Department of Environmental Protection by January 31, 2020. President Reed declared the motion passed following a Voice vote, All in Favor 2. Councilor Wechsler made a motion, duly seconded by Councilor Schnaars, for Borough Council to authorize the operators and solicitor to submit a status report to the DEP on 1 the Boroughs efforts to develop an inflow and infiltration plan with the Lehigh County Authority. President Reed declared the motion passed following a Voice vote, All in Favor UNFINISHED BUSINESS: None INFORMATIONAL ITEMS: None NEW BUSINESS: 1. Councilor Kratz made motion, duly seconded by Councilor Schnaars, to approve December 9, 2019, Meeting Sewer authority bills: Ed Healy $178.50; Tad Miller - $125.00; total - $303.50. President Reed declared the motion passed following a Voice vote, All in Favor 2. Councilor Kratz made a motion, duly seconded by Councilor Schnaars, to approve Assistant Treasurer's Time and Travel Report for the period from November 11, 2019 to December 9, 2019, Time - $125.00; Travel 111 miles @ $58 = $64.38; total 189.38. President Reed declared the motion passed following a Voice vote, All in Favor President Reed asked Councilor Ruff if he would like to make a motion to re-advertise for the manager position or accept the candidate the borough has. None President Reed stated there had been an executive session on Monday, January 27, 2020, at 5:30 pm and adjourned at 6:30 pm. Matters of personnel were discussed. EXECUTIVE SESSION: None ADJOURNMENT Being no further business, Councilor Schnaars made the motion, duly seconded by Councilor Kratz, to adjourn the joint meeting.
