BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on August 17, 2020, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Reed at 6:33 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS Bryon Reed Daniel Stevens Jeffrey Hausman Jason Ruff Crystal Hausman Thomas Bartholomew Kevin Steckel PUBLIC COMMENT: None A. FINANCE/PLANNINGIZONING Thomas Bartholomew- Chairman; Members: Kevin Steckel, Jason Ruff 1. Committee Member discussion on listed topics: a. The committee discussed a Resolution R-14-20, a resolution of the Borough Council ofthe Borough of Slatington, Lehigh County, PA adopting a records retention and destruction policy. Manager Stevens stated this resolution should be adopted in order to destroy old records. This resolution states that the Borough would follow the Municipal Records Manual issued by the PA Historic and Museum Commission. The guidelines state how many years records must be kept. This will be placed on the next regular meeting. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLIC SAFETY Kevin Steckel-Chairman; Members: Thomas Bartholomew, Jason Ruff 1. Committee Member discussion on listed topics: a. Councilor Steckel asked Jeffrey Hausman to update the committee on the conditions of the side doors and floor at fire company building. Jeffrey Hausman stated that the floors are in extremely bad shape and should be replaced. Some of the doors are rusted through. Manager Stevens addressed other issues at the building, including A/C and furnace. Manager Stevens stated that he will start obtaining some estimates for the flooring and the door repairs. b. Councilor Steckel asked the committee if they wanted to discuss possible changes to Borough Burning Ordinance 641 with Chief Jason Nicholas. Councilor Ruff suggested that we just enforce the ordinance that is currently 1 I in place. Councilor Ruff also suggested we place this on the next committee meeting and have Chief Nicholas attend. President Reed has been in contact with Municibid concerning the fire truck that was bid on. At this time, he has had no response from the bidder. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Jason Ruff - Chairman; Members: Kevin Steckel, Thomas Bartholomew 1. Committee Member Discussion a. Councilor Ruffi informed the committee that he does not have information at this time to discuss the employee handbook and standardized code of conduct. He is still reviewing the handbook. b. Councilor Ruff informed the committee that due to the COVID19; Meals on Wheels provided more meals than normal. Meals on Wheels is looking to replenish their finances. Councilor Ruff asked the committee if they would be interested in donating. Manager Stevens stated that most of the donations the Borough gives are to local organizations i.e.; Slatington Library, Slatington swimming pool, and NOVA ambulance. Councilor Ruff recommends we donate $250.00. Councilor Ruff will do research to find out how much Meals on Wheels provides for Slatington. C. Councilor Ruff discussed a possible museum downstairs at the Vigilant. Councilor Ruff stated that the Vigilant had originally wanted to have the museum upstairs. However, Jeff Hausman spoke stating that the upstairs is a hall and a money maker for the playground. This hall could also be used to help raise money for the museum. Manager Stevens expressed concern about water downstairs that happens during severe storms. Other options were discussed by the committee; i.e., an addition, using both floors, etc. Jeffrey Hausman stated that they would like to have a one-story addition, SO that they could have a glass display in the front of the building. Crystal Hausman informed the committee that Hose Company No. #1 will be making an agenda up and then invite council and some historical people to the next meeting, SO that everybody would have some input. Jeff Hausman will keep the Council informed after their next meeting. d. Councilor Ruff discussed the Voluntary Welfare Check Program started in the Borough of Bath for seniors. This program would have senior citizens, shut ins, or disabled, register with the Borough in case of an extreme emergency. If something happens the Borough would have a list of people. Manager Stevens asked who would do the checks. During an emergency the police are very busy. Councilor Ruff will get more information and talk with Fire Chief Nicholas. 2 INFORMATIONAL ITEMS: NONE PUBLIC COMMENT: NONE Councilor Ruff made a motion, duly seconded by, Councilor Steckel, to adjourn.
