BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on August 26, 2024, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Jeralyn Schoch Dale Steigerwalt Kevin Steckel Justin Gross Paula Lawson Aaron Schoch Daniel Stevens Ryan Mayberry William Schippers PUBLIC COMMENT: None A. HIGHWAY Aaron Schoch - Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. Review updated traffic signal design package for South Walnut Street Bridge project. Justin Gross informed the committee that they have addressed all their comments, but there are still two minor outstanding comments from PennDOT that they are addressing. Justin added that the plans will not change at this point. Justin has a set of signal and construction plans to be signed, which should be signed after approval by council. President Schnaars would like this placed on the next regular council meeting. b. The committee reviewed a letter from Lehigh County Conservation District and response from Michael Baker International concerning Erosion and Sediment Control for South Walnut Street Bridge replacement project. C. The committee discussed possible additional signs for East Church Street (Danny). Manager Stevens said speed bumps had been suggested, but this could be dangerous. Manager Stevens suggested florescent yellow for additional signage narrow roadway, curve ahead, slow down, etc, President Schnaars suggested a pedestrian walking sign. The committee agreed to place the signs in both directions, Manager Stevens will order the signs. d. The committee discussed proposed easements for Masonic Lodge Community Center. Dale Steigerwalt - Slatington Masonic Lodge Community Center at 565 W. Church Street. Dale had a meeting with Lehigh Engineering and was told everything concerning the easement is correct. Dale is requesting this be placed on the next regular council agenda for approval. Dale discussed Kern Alley, which is the borough's alley, The state wants the lodge to have a co-application between the borough and the lodge to provide access on it. He is requesting that this be done through Lehigh Engineering. Dale suggested narrowing the alley to 12 feet across and staying towards their side of the alley. Dale found the stormwater studies from 12 years ago and provided them to the committee. He suggested that the borough looks at putting the storm water pipe underground. President Schnaars would like this placed on the next council agenda. e. Update on property with water issue on 4th Street extension. Manager Stevens stated that Duane Dellecker is checking on this every week, and it has been dry. Duane Dellecker will be putting caveats on the CO SO that if the dry wells fail to handle the ground water, the owner will be responsible for installation into the borough's storm 1 1 water system. President Schnaars would like this placed on the next regular council agenda as informational only. f. Update on CDBG projects. Justin Gross stated 5th Street will not be completed this year. They have awarded the bid for North Street. Once all the approvals are received from Lehigh County, they can start construction. g. Visioning. Councilor Schoch would like to get roads in the school area fixed. Justin Gross added that the pre-bid meeting is on Wednesday for the waterline on Maple Spring. Being no further questions from the committee members, and SO the Highway Committee Meeting was adjourned. B. SEWER William Schippers Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: a. The committee reviewed a quote from Mr. Rehab, LLC for lining the sewer main from manhole 18-22 at a cost of $31,262.50. Review other quotes (if available) Manager Stevens is waiting for at least one other quote, President Schnaars would like this placed on the next regular council agenda. b. Discussion concerning request for increased capacity from Walnutport. President Schnaars will contact Ron Kuntz concerning this issue C. Visioning. Counçilor Schippers would like to see 2 more quotes for the lining. President Schnaars stated that it is often very difficult obtaining quotes. Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATER/SPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: a. The committee discussed the broken water fountain at Trailhead. Manager Stevens has contacted Nancy Treskot and was informed that the reason it was not repaired, was because of the cost, (approximately $2,000.00). A new fountain costs approximately $2,400.00 plus the plumbers. Manager Stevens asked Nancy if the borough would put up $2,000.00, then the Venture Group would put up the remaining cost, plus having a plumber install it. This could be paid for with COVID19 money. Councilor Steckel would like this placed on the next regular council agenda for motion approval of $2,000.00. b. Update on Maple Spring waterline replacement (Small Water and Sewer Grant). Justin Gross stated that this is out to bid. The pre-bid meeting is on Wednesday, 8/28/24, at 10:00 AM at Borough Hall. C. Discussion on waterline valve at Railroad and Factory Streets. Manager Stevens suggested we. just replace the valve. The committee agreed. d. Visioning. Councilor Steckel would like to obtain new backhoe or truck. Manager Stevens stated that we could purchase a pickup truck for the water department and another truck for highway using liquid fuels (put it on a 3-year payment). Keep the one 2 old pickup and use that for working in the woods at the water plant, and as an extra vehicle when one is out of serviçe. Being no further questions from the committee members, the Water/Special Sewer Committee meeting was adjourned. D. INFORMATIONAL ITEMS: Councilor Schoch spoke about E. Church Street between Chestnut Alley and 2nd Street, the curb water runoff which is going into the people's yard. He stated that that curb is only about 1" high in some areas. Councilor Schoch suggested placing a catch basin. Councilor Schoch would like this placed on the next regular council agenda. E.
