Borough of Thompsontown Council Meeting March 17, 2025 7 PM A regular meeting of the Borough of Thompsontown Council was held n the Thompsontown Borough Office on February 17, 2025. The following was in attendance Mayor Kenneth Hart, President Roger Stutts, Vice-President Andy Lenig, Secretary-Treasurer Sue Pontius, CouncimenCounclomen Martin Wilson, Williard Roush, Robert Speece, Connie Eaton, Nathan Claybaugh, Solicitor Seth Mosebey. Engineer Brian Book was absent. Minutes for the Fire Department and the Municipal Authority were not read due to meetings being held after tonight's meeting. Motion to approve the financial report was made by Andy Lenig and Willard Roush. Minutes were approved by Connie Eaton and Nathan Claybaugh. President Stutts asked surveyor Brent Musser to open the meeting since he was at the Planning meeting just prior to our Council meeting. Brent asked the Planning Committee for their approval of the recommended "Conditional Use" of the Municipal Authority (30'X50') water filtration building. Andy Lenig made the motion to recommend to Council the approval of this project. Randy Baney seconded the motion. Mr. Musser reviewed with Council the motion passed in planning, he needs Council's approval to take the plans to the county planning commission for final approval. Willard Roush made the motion to approve the project, it was seconded by Connie Eaton. All of Council approved. In attendance was Jim Losch who rents the Showroom in the Borough office. Mr. Losch asked Council for a long-term lease once the office is moved to the Community Building. He expressed a term of approximately five (5) years. He also asked permission to be able place two (2) signs somewhere along the side or on the top of the building or on the fence in front of the fire company. President Stutts informed Losch he cannot place signs on the borough office roof, due to the Helipad upgrades in the future. A five-year lease is to be reviewed every two years to evaluate the rental rate. President Stutts suggested Council is looking at $500 per month with the office rental plus utilities. Borough Council is looking to move into the 1 closed Lutheran Church building by April 1, 2025. Solicitor Mosebey will put a contract together for Council to review at the next Council meeting. President Stutts informed Council Jay Fulkroad & Sons, Inc. would like to rent a space at the Community Building for the months of Apri-November. They are doing a rehab state funded Route 322 overpass over Plant- Hollow Road. President Stutts said the borough will secure the basement SO only the renter and the borough can access it. It was discussed that Fulkroad's will have to provide their own internet and phone. The borough will provide electric and sewer. Motion was made by Andy Lenig and seconded by Nathan Claybaugh. Mayor Hart informed Council he sold stained glass windows, chairs, and assorted furniture to Conrad Fisher for $1115. This was greatly appreciated. Solicitor Mosebey reviewed revisions to permit $702 to update changes that were discussed at last month's meeting. The borough voted to advertise a new ordinance addressing land-use permits and fees, SO Council can decide whether to adopt these changes in their March meeting with the following changes: Permits take out the threshold of $1000 for the cost of upgrading > increase the fees of a land-use permit from $40 to $50 no permits are needed for normal maintenance, minor repairs, and renewal officer's permit fees increase from $10 to $15 Solar Panels only roof-mounted ASES systems, no PSED systems; this is outlawing ground-mounted systems solar production only for personal consumption A motion was made by Andy Lenig and seconded by Connie Eaton. Solicitor Mosebey will make up a resolution for review by Council at our next meeting. 2 Also discussed was an increase for the permit officer collection pay from $10 to $15/permit. Motion to increase was made by Nathan Claybaugh and seconded by Connie Eaton. Solicitor Mosebey said a resident reported concern over suspicious activity around the church building. The concern is about people taking and selling stuff out of the church. The resident asked if the tenant is an employee for the Borough? Council was made aware of concern. Another concern, is about parking on the Church property when the Borough moves on-site? Solicitor Mosebey said parking at the church will be limited or prohibited once the Borough moves into the building. President Stutts encourages residents with concerns to attend the Borough monthly meetings, next meeting March 17, 2025.
