BOROUGH OF SLATINGTON The Finance Planning/Zoning, Public Safety and Human/Community Services Committee Workshop Meetings were held on July 15, 2024, in Council Room, 125 South Walnut Street, Slatington, PA 18080. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Greg Winokur Krystall Borman Ryan Mayberry Jeralyn Schoch Hunter Henritzy Ronald Kratz Daniel Stevens William Schippers Zachari Halkias Robert Reph Dale Steigerwalt SPECIAL PRESENTATION: Mayor Schoch administered the Oath of Office to William Schippers to fill the vacant seat on Slatington Borough Council. PUBLIC COMMENT: None A. FINANCE/PLANNINGIZONING Ryan Mayberry- Chairman; Members: Ronald Kratz, Zachari Halkias 1. Committee Member discussion on listed topics: a. Discussion concerning Keystone Community Program Designations. Councilor Mayberry will be having a Zoom meeting with a representative from the State Office of Community & Economic Development on Wednesday, 7/17/24, at 2:00 PM. The meeting is to inform Councilor Mayberry of what is required from the program. Councilor Mayberry will have more information at the August meeting. Councilor Mayberry would like this placed on the next committee meeting. b. Discussion on Masonic Lodge property easements. Dale Steigerwalt stated that part of their parking lot is property that they lease from the Borough. An easement on that property would ensure that they have long-term right to access that parking lot. The committee reviewed the plans Dale provided showing where the property lines are. Dale will contact his surveyor and provide a formal report (description). C. Visioning. Councilor Mayberry does not have any visioning for this meeting. President Schnaars asked Councilor Mayberry what he is hoping for from the committee in the next year. Councilor Mayberry is interested in the rental inspection procedure. President Schnaars would like this placed on the next committee meeting. There were no questions from the committee members; the Finance Committee Meeting was adjourned. B. PUBLICSAFETY Ronald Kratz - Chairman; Members: Ryan Mayberry, Lachari Halkias 1. Committee Member discussion on listed topics a. The committee reviewed a quote from Josh Reichard's Home Improvements to install 2 new exterior steel doors at a cost of $5,185.52 for the fire house. Manager Stevens received a quote from Josh Reichard's Home Improvements LLC, and Fire Chief Reph reçeived one from Walnutport Door for $6,295.00. Chief Reph stated he also got a quote for the garage door openers. President Schnaars would like this placed on the next committee agenda. b. Consortium testing scheduled 9/14/24. Informational only. C. Chief Winokur provided a building upgrade update. Chief Winokur had a contactor/designer look at the work at the police station. The plan would be to include an interview room and create a police storage file room. Doors would have to be added in the hallway. The committee reviewed a rough plan provided by Chief Winokur. The cost for this would be $16,041.14. The painting would be an additional $5,956.53. Chief Winokur stated that he can obtain more quotes. Councilor Kratz would like this placed on the next committee agenda. d. Radio upgrade update Countywide system upgrade to P25 digital. Chief Winokur has met with Tactical Public Safety and reviewed some radio pricing. Chief Winokur is looking for nine or ten portable radios, four mobile radios for the cars, and a base station. The cost estimate is between $69,880.00 and $74,430.00. He is looking into additional discounts with Lehigh County. Tactical Public Safety is already giving us a 30% discount. The radio upgrade is a mandated program that should be completed by the end of2025. e. Department chaplain program. Chief Winokur has met with a police chaplain from Virginia who is interested in assisting the police department. This is a voluntary position. The chaplain would be concerned with the poliçe officers, but would be willing to assist someone else who needs it. Chief Winokur will have him attend a committee meeting. f. Visioning. Councilor Kratz stated he has the wish list from the fire chief and police chief for 2025. The addition to the list would be a full-time EMT. There were no questions from the committee members; the Public Safety Committee meeting was adjourned. C. HUMAN/COMMUNITY SERVICES Zachari Halkias - Chairman; Members: Ryan Mayberry, Ronald Kratz 1. Committee Member discussion on listed topics: a, The committee discussed the request from Andreas Hassold to hold their 4th annual block party on Pine Tree Drive on Saturday, 9/7/24 from noon to 10:00 PM permission to use road blocks. President Schnaars would like this placed on the next regular Council agenda. b. Update on placement of existing benches and discussion on possible public memorial for Walter Niedermeyer (bench, etc.). Catherine Wieand had spoken at the July 8, 2024, Council meeting concerning a park bench that she had requested to be placed at Victory Park. However, there is a bench where she had marked the spot for her father, Manager Stevens informed the Council he found out that there were two different groups NLRA and the Parks & Rec. Commission working on benches. Manager Stevens asked if the NLRA (Community Center bench) would mind changing the plaque. They did not agree. Manager Stevens has been trying to get in touch with Catherine to discuss this further. The cost for a bench for Walter Niedermeyer is approximately $1,500.00. Counçilor Kratz suggested naming a room in Borough Hall after 2 Walter and placing a portrait of him. The committee agreed to order a bench. President Schnaars would like this placed on the next Council agenda. C. Visioning. Councilor Halkias does not currently have any suggestions. There were no questions from the committee members; the Fuman/Community Services Committee meeting was adjourned. EXECUTIVE SESSION: None D. INFORMATIONAL ITEMS: Fire Chief Reph informed the Council that after we approved the fire alarm system, Johnson Control submitted their proposal for the fire alarm on July 10th, at 5:35 PM. This was 2 days after the Council awarded the job to another vendor. However, this quote is going to be just for the record. Their actual price was $20,955.00 - $7,000.00 more than the quote that was approved. Fire Chiefl Reph spoke with the salesman from KME and they can give them a 30-to-60-day price quote for a fire truck. E.
