BOROUGH OF SLATINGTON COUNCIL MEETING MINUTES 3/18/24 The Special Meeting of Council was held on Monday, March 18, 2024, at 5:00 PM, at the Council Room, 125 So. Walnut Street, First Floor, Slatington, PA 18080. President: David Schnaars Recording Secretary: Daniel Stevens, Borough Manager/Secretary The meeting was called to order by President Schnaars at 5:05 PM following in attendance: ROLL CALL: PRESENT ABSENT OTHERS PRESENT VISITORS David Schnaars Jeralyn Schoch Lisa Young Bryon Reed Walter Niedermeyer Daniel Stevens Ryan Mayberry Kevin Steckel Ronald Kratz-arrived at 6:15 PM Zachari Halkias-arrived at 5:20 PM NOTIFICATION: President Schnaars announced that all public sessions of Borough Council are electronically recorded and such recordings are maintained as part of the meeting record until the minutes are transcribed and approved by the Board, at which time the recordings shall be erased. PUBLIC PARTICIPATION (Agenda and Non-Agenda items) You will have three minutes to address Council from the podium. The three minutes applies to your time at the podium. If you exit the podium, you have yielded the floor, and any time you have remaining. None 6. Detailed discussion and possible actions concerning Northern Lehigh Comprehensive Plan Zoning amendments. Environmental Planning and Design (EPD) will lead discussion. Mr. A. J. Schwartz from Environmental Planning and Design. Mr. Schwartz clarified that because we are mostly built out that Slatington does not have the growth potential other communities in the plan have. The EPD studies communities to coordinate business. He suggested that since you need to amend the agreement, put a detailed list of the CULU's within that. The Municipal Planning Code (MPC) allows us to share uses. Slatington is surrounded by 6 communities compiled of mostly rural areas. Out of 175 uses, 32-35 are considered CULU's, (Commonly Undesirable Land Use). There is a parachute clause which covers things that arrive due to municipal uses that are not listed. He cited Heidelberg which has low density residential, agriculture, some commercial development, and Heidelberg Heights (which is a high residential area), and adult businesses. Mr. Schwartz stated that Slatington does not need to do a regional use overlay. He did stress that an airport hazard overlay would be required by the FAA. Mr. Schwartz provided a map outlining overlays. The overlays indicate the importance that residents/business areas near airports can be dangerous and should not be developed. He provided a map for the industrial uses, which goes down the river front. He asked the council if they want to use an overlay to restrict the industrial district to a smaller portion. President Schnaars suggested restricting between the end of the airport and the beginning of Bryon Reed's property. Council agreed that the residential area along Railroad Street (which is currently zoned industrial) should be changed to residential. AJ stated that Washington Township's overlay is targeted just north of Slatedale, in an area that is currently a quarry. AJ will work on the river front carving out a residential district for those neighborhoods. He provided a map of land usage. It is broken down into principal use, accessary use, conditional use, use by right, and special exception (zoning approval by ZHB). Council agreed that the residential area along Railroad Street (which is currently zoned industrial) should be changed to I residential. AJ stated that Washington Township's overlay is targeted just north of Slatedale, in an area that is currently quarry. AJ stated that he has replicated the Borough's current ordinances, but he must be notified if there are any changes. A brewery pub would be in the commercial section, but a brewery would be industrial. AJ stated that Slatington has done their fair share in usage of land. He stated that definitions need to be clarified.discussed the purpose of the official map. 7. UNFINISHED BUSINESS: None 8.
