Meeting minutes OF1 THE REIDSVILLE CITY COUNCIL Date: Time: Faciutator: May 13, 2024 5:00 PM Vickie Nail, Mayor Council in attendance Approval of minutes Donald Prestage These minutes are a draft and are not approved until June10, 2024 Lindsay Bennett Carolyn Blackshear Doug Williams (absent) Verdie Williams Nivea Jackson- City Clerk Duann Davis- City Attorney Gina Sheridan-Finance Manager Mayor Nail is calling the meeting to order she started the meeting giving the prayer for the congregation. The Pledge of allegiance was recited in unison. The Mayor is asking if there are no corrections needed, she would entertain a motion to approve the last month's meeting minutes. Motion by: Verdie Williams 2nd by: Lindsay Bennett Motion: Carries unanimously Department updates were made next: Water/Sewer-Given by Rodney Deloach, handout available Police Dept- Given by Chief Neesmith, handout available Fire Dept- Given by Chief Brown, handout available Recreation Dept- None given Building Inspections- Given by Don Powell. Notables are rezoning at Sapp Lane, multiple property cleanup notifications. There are too many homes that do not have the house number clearly marked. This is a huge problem for emergency services when trying to locate residents during an emergency. Donald Prestage offers a motion to put warnings on the water bills encouraging citizens to mark their homes. Motion by: Donald Prestage 2nd by: Verdie Williams Motion: Carries unanimously A Code enforcement vehicle has been dentified for purchase by the City of Reidsville from the City of Lyons. The vehicle purchase price is $6,964.00. The vehicle will only need a tune up and minor maintenance. The Mayor is asking the Council to approve the purchase. Motion by: Lindsay Bennett 2nd by: Donald Prestage Motion: Carries unanimously Sprayfield Lease Duann Davis, City Attorney, has revised the current lease to have signed by the lease. The revision extends the current lease from July 1st and ends April 30th. New bids will be received in January. A final payment of $6501 will be due to complete the contract in January. SPLOST Referendum The Council has received all iterature on the proposed SPLOST referendum. The Mayor mentions there will be no changes to the Memo of Understanding between the City and the County. If no updates are needed the Mayor entertains a motion. Counciwoman Blackshear makes a motion to adopt the SPLOST referendum from the County Motion by: Carolyn Blackshear 2nd by: Donald Prestage Motion: Carries unanimous Verdie Williams offers a motion to continue the current Memo of understanding with the County. Motion by: Verdie Williams 2nd by: Carolyn Blackshear Motion: Carries unanimously Rezoning Sapp Lane The zoning board is due to meet on this property but has accepted the application for review by the Council. Verdie Williams makes a motion to accept the application to rezone. Motion by: Verdie Williams 2nd by: Carolyn Blackshear Motion: Carries unanimously Special Events: Cheerleader Bucket drive at the Red light (annual event) VFW Poppy Fundraiser under the Red light (annual event) Councilwoman Bennett makes a motion to allow for the Special Events Motion by: Lindsay Bennett 2nd by: Carolyn Blackshear Motion: Carries unanimously Council has received budgets. Some changes have been requested for clarity. Gina Sheridan has noted the changes for clarity. Budgets were tabled for corrections and further review. Sydney Clifton, citizen from the audience comments he read that City Hall would be closed al half day before Memorial Day. He feels this is wrong because it is not a holiday. Earnest Armstrong, Surrency Park Chairman, is requesting the Council to set a budget and to actually get to work improving Surrency Park. Armstrong says his committee is losing faith that changes will continue. The Mayor and Finance Manager are requesting Mr. Armstrong to submit bids to the new Mayor and Finance Manager for consideration. Jackson adds that $21k was expended on Surrency Playground in 2023. Rodney was asked to take a look at the stop signs on Smith street and the placements.
