City of Reidsville Special Called City Council Meeting Monday April 26, 2021 The Reidsville City Council met for a Special Called meeting on Monday April 26th, ? 2021 at 5:00pm. Members of Council present: Carolyn Blackshear-Mayor Bruce Conner Doug Williams Verdie Williams Lindsay Bennett (absent) City Attorney Duann Davis was present. Nivea Jackson, City Clerk, was also present. The meeting was brought to order by Carolyn Blackshear at 5:06p. Mrs. Blackshear began the meeting by asking for a word of prayer from Bruce Conner. After the prayer, Mrs. Blackshear welcomed the Council back and encouraged the Council that they could all work together to keep the City going. It was announced at the last Council meeting that Mr. James Water was resigning due to health issues effective immediately. "The purpose oft this meeting is to keep decisions and business moving forward," 37 said Blackshear. The first item on the agenda is the Reidsville Bank credit card. The Reidsville Bank is extending the City of Reidsville a credit card with a credit limit of $5000.00. The purpose of obtaining this credit card is for online purchases, educational purchases, hotel bookings for City personnel, and to pay for the City of Reidsville's IONOS account. The City emails have been down due to nonpayment. The only form of payment accepted is Credit Card or PayPal. A motion was made to open a credit card account at the Reidsville Bank in the interest of online City business. A strict policy concerning the card's usage will be mandated and monitored. Motion made by: Doug Williams 2nd by: Verdie Williams Vote: Unanimously carried The next topic on the agenda is Surrency Park. This has been on the agenda many times and is tabled regularly to get further information. During prior meetings, it has been discussed about neglect of the park. The park is currently funded under the City's parks and recreation organization. There had been no new updates to the park other than the upkeep of the grass maintenance. Several citizens from the neighborhood came to the last regular Council meeting to inquire what would be done for the park. A motion was made to change the name of the park to honor the family name. The park will be known as the Atkins-Surrency Playground. Changing the name from "park" to "playground" is in hopes that the playground will be able to qualify for future grants. The motion also includes establishing a commission for the playground to operate independent of the recreation commission. The Commission will be compromised ofa a 5-7 person board and Mrs. Verdie Williams will act as ex officio to the commission. Motion made by: Bruce Conner 2nd by: Verdie Williams Vote: Unanimously carried Mrs. Verdie Williams offered a motion for the Council to go into Executive Session at 5:18pm to discuss the last item on the agenda; City Building Inspector as it is concerning personnel. Doug Williams offered a motion to return from Executive Session at 5:32pm. A motion was offered to absorb Ronnie Willis, Building Inspector, as a part time employee at an established rate. City Attorney, Davis, advised that Willis would need to cease all work until a Council approved contract can be constructed and job duties specified and no payments made until that time as well.
