City of Reidsville City Council Planning Session Minutes 2024 July 8th, 9 5:00pm Mayor -Vickie Nail Council: Donald Prestage Lindsay Bennett (absent) Carolyn Blackshear Verdie Williams The Mayor began the meeting by welcoming the guests. Counciwoman Williams gave the prayer and the audience recited the Pledge in unison. Rezoning Sapp Lane The Mayor and Council postponed the approval of 221 Sapp Lane to confirm the address and that the public was properly notified. The address was confirmed as 221, edited from the previously advertised 121 Sapp Lane. Ads were placed in the local organ and signs were placed at City Hall as well as on the property to be rezoned. There has been no public opposition on the rezoning to City Hall. USDA Loan Refinance The City is seeking to refinance the current USDA loan. The Current loan is 5%+ interest rate. If the City were to refinance the existing loan at the current 2% interest rate, the City would save $300k over the life of the rest of the loan. Gina Sheridan, Finance Manager is informing the Council on the benefits of refinancing. Dilapidation List Update Building Inspector Don Powell along with the City Clerk and City Attorney, have identified homes, and made contact with several business and home owners. Council and Mayor were given an updated list and the course of action taken for the properties. Several properties have been removed from the list through citizen compliance. Mobile Home Ordinance Revisions Attorney Duann Davis has revised The City's current Mobile Home Ordinance. Davis previously read the ordinance and its revisions to the Council. Council requested some language revisions from Davis. The Mayor added aesthetic revisions and updated the ordinance to fit with modern times and the current structure of Reidsville. Rezoning Application- 197 West Brazell for Mike Patel Mike Patel has put in a rezoning application to change the property at 197 W. Brazell St from residential to commercial in hopes of building a shopping plaza there. The zoning board has the application and would be meeting by the time that the Council votes next week with a recommendation. Building Inspection Fee Schedule The Council was given a handout with a list of new proposed fees for building inspections. The Council and public had a lot of questions concerning the new fees, namely, the roof inspection costs. The Mayor advises Council that she will look into the fees further and discuss it in detail with Council at the regular meeting in a week. Evolis Vision Radar for PD The Council was given a handout on the Evolis Vision Radar system. The system that the County uses is similar but costs about $2-3k more because of the trailer it is mounted to. The Evolis system can be mounted to light poles or street signs of our choosing. The Mayor would like the Council to consider this in lieu of speed bumps to deter pedestrian speeding in hotspots around the City. Fire Hydrant Replacement Rodney Deloach will be replacing the fire hydrant located on Main Street new the Reidsville Insurance agency by the Dollar Tree. The hydrant has been leaking for some time. The water to the City will have to be cut off to complete the replacement. An ad was placed in the paper as well as an alert placed on the City website and we will try to extend our reach to let citizens know that on July 8th water will be out overnight for the repair. The water should be back on before daylight. Citizens will be under al boil water advisory until lab results are received with safe drinking water levels. Special Event The City has received 2 applications. One from Kiwanis for the annual Wiregrass Festival as well as one from Cedric Bacon for a Fall in the Ville application to put on a parade. City Holidays The Mayor and Council have been having discussions about staff holidays. The Mayor has a handout with the revisions for City Holidays for the Council to approve. Formerly approved City half days have been in question, the newly added Juneteenth holiday and what days would be observed for Christmas.
