MEETING MINUTES OF THE REIDSVILLE CITY COUNCIL DATE: TIME: FACILITATOR: January 16, 2024 5:00 PM Vickie Nail, Mayor COUNCIL IN ATTENDANCE APPROVAL OF MINUTES Donald Prestage These minutes are a draft and are not Lindsay Bennett approved until February 12, 2024 Carolyn Blackshear Doug Williams Verdie Williams Nivea Jackson- City Clerk Duann Davis- City Attorney The Council was greeted by a welcome from Mayor Vickie Nail. Councilman Prestage gave a word of prayer and the meeting congregants recited the Pledge of Allegiance in unison. DEPARTMENT REPORTS: Fire Department: (Jimmy Brown)-No discrepancies. Stats provided. Police DepartmentVickie Nail)-No discrepancies. Stats provided. Water/Sewer-fRodney Deloach)-Stats provided. Recreation Department- (D. Renfroe) Sports numbers are finally back to pre-Covid stats. December was basketball sign ups. Renfroe states that David Wilson has graciously helped with lending the gym he owns at the former Elementary School for free for the City to use for the season. All Stars should begin in 3 weeks. New fields are all open but, they do not have lighting. Canoochee electric will be helping with that. AdministrationtvVicke Nail/Nivea Jackson)-Mayor Nail is advising the meeting that the City needs an active Building Inspector. Mayor Nail interviewed one individual. It didn't work out. Nivea Jackson states that the last of the USDA application has been completed. The office is working on LMIG and DCA compliance. The last of the supporting documents needed for auditors would be delivered in the next two business days. Ethics-(Greg Carr)-The Ethics Committee has received a new complaint and is meeting in the coming days to address the matter. OLD BUSINESS Dilapidated Properties- The Mayor is asking each Council member to bring in 2 properties to add to the Attorney's list from each of their posts next month to address blight. Old City Shop inspection-Counciman Prestage is asking the Council if they are prepared to vote on doing the inspection. Devin never brought the third bid. Environmental Services bid $2795 (for up to 50 samples) and Air MD's bid of $8250 for lead, asbestos, and mold sample testing with photos. Prestage is informing the Council no matter what is done with the building (sale or tear it down), the City must be aware of and disclose potential contaminants. Counciwoman Williams is asking where the funds will come from or if the City is in financial shape to pay for the inspection? Attriss Nail asked Councilman Prestage to explain what he meant by sample. What constitutes a sample? "An area tested for a particular contaminant". Lenton Brown in the audience, spoke and informed the Council that he was a part of the County's team with Daniel Shuman to test that building. There was mold and asbestos found there in the 90's says Brown. That is why they moved the County elections from that building to the County library. Donald Prestage is making a motion to table this discussion until the finances can be worked out to do the inspection. Motion by: Donald Prestage 2nd by: Lindsay Bennett Motion: Unanimous Brandon Parker build site- The Mayor is advising the Council that the packet that Parker submitted is supposed to go to zoning through the building inspector. Since the City didn't have one, the Mayor, would pass the packet on to the County Code enforcer to review. New updated forms-Council was given an updated building inspection form to be used by the City of Reidsville that streamlines with what the County uses. This form will help both entities stay aligned. Motion by: Lindsay Bennett 2nd by: Doug Williams Motion: Unanimous NEW BUSINESS None Open Positions-The Mayor is announcing that the City has 2 open Positions. A finance officer and building inspector. Both announcements will be in the paper and the Mayor will be placing it on her personal Facebook page. Salary will be commensurate with the experience of the new hire. Lindsay Bennett makes a motion to advertise the open positions in the paper. Verdie Williams makes a motion that the Council be advised of the interview team and date either by email or phone call. Motion by: Verdie Williams 2nd by: C. Blackshear Motion: Carries unanimously Mayor advises she has no problem with advising Council LMIG-Hofstadter (City Engineers) has a ready packet to submit for LMIG. Votes are tabled until Council can see the streets chosen. Fire Fees- Councilman Prestage is making a motion to award 100% of the Fire Fees to the Fire Department. The Fire department would be responsible for making all repairs and maintenance to fire hydrants. Rodney Deloach would not maintain the hydrants, but would only provide cut off for maintenance and repairs. Motion by: Donald Prestage 2nd by: Verdie Williams Motion: Carries unanimously Mayor Nail is informing the Council that she is working to get action on the pending turning lane at the S. Main street Dollar General location. So far, the Mayor is running into roadblocks between the Dollar General rep and DOT to getting an understanding of when work will continue to finish completely. The store has promised to begin work in 10 days to finish the job. Neighboring businesses have complained that their business is slow because of the construction going on at the road. The motion was made in the last minutes to "look at" the water/sewer project. The minutes should be corrected to read to fund the Brandon Parker build site. Donald Prestage is asking the minutes to be accepted with corrections. Dan Bennett has been selected as the newest member to join the zoning board. Councilman Prestage is giving special recognition to citizen Jacqueline Jone, who has been awarded a Community Change grant.
