THE CITY OF REIDSVILLE CITY COUNCIL Regular Meeting Monday - SEPTEMBER 11, 2023 Reidsville City Hall 5:00 p.m. DRAFT COPY (NOT APPROVED UNTIL OCTOBER 10th) The regularly scheduled meeting of the Reidsville City Council was held Monday September 11, 2023 at 5:00pm at the Reidsville City Hall Council Meeting Room. Members of Council present were: Curtis Colwell- Mayor Carolyn Blackshear-Mayor Pro Tem Lindsay Bennet-COunclwoman Donald restage-counciman Douglas Williams-Councilman-Absent Verdie Willams-Counclwoman Duann Davis, City Attorney, Nivea Jackson, City Clerk, were present. The Mayor is asking for a motion to approve the last months meeting minutes. Motion by: Verdie Williams 2nd by: Carolyn Blackshear Carries: Unanimously Next the Mayor is asking for Department updates. There were no updates for Fire or Police. Fire had a handout that Council hadn't received. James Hester is present for Water/Sewer and Street and Lanes. Rodney had a death in the family and was not present. Councilwoman Bennett is giving the report for the Recreation Dept. Football, soccer, and cheerleading was going on and 192 children were participating at the Recreation. The building inspector was not present to give his report. Administration was next. Councilman Prestage is asking about the audit. Jackson will check on the status in the upcoming day. There was no comment on the DDA. There was no one available to comment on Surrency Playground. No report from the Ethics committee. Under old business, City Attorney Davis is speaking to the Council concerning the Burns property. Burns was taken back to court and has until October 17th to make significant progress. Davis does not see any updates according to the Municipal judges order. Next business is the old City shop inspection. Councilman Prestage and Devin Jarriel have been securing bids to pick a company to complete the inspection. Councilman Prestage has two bids and awaiting the third from Devin. Next on the agenda is the nomination of an interim judge to replace the current judge who will be away on Military leave. Davis is recommending Jason Nix. Wil Smith has recommended two new members Dylan Bradley and Steve Bishcoff. These members will replace the members who has recently passed away. Motion by: Carolyn Blackshear 2nd by: Verdie Williams Carries: Unanimously Rodney and Duann have been working on the Easements for GSP. Councilwoman Williams reports that they are awaiting the specs for the building. Next is special events. Councilman Prestage is giving incite about the event for the Shriners annual event to raise money for children. Motion by: Lindsay Bennett 2nd by: Donald Prestage Carries: Unanimously Councilwoman Bennett is requesting the City contribute some sort of Memorial to David Hodges at the airport. Councilwoman Bennett and Prestage are attempting to schedule the hearings for the public hearings for Millage. There is confusion whether to start the complete process over and meet the Oct 1 deadline to the State. Nivea Jackson is asking to consult the State and Laura Adams before scheduling. The The Council was updated on Stacey Coley's event and the specifics for the event. Who is going to be responsible for the update and where will it begin. The City clerk is asking for Council input. Each Council member has been encouraged to look at the Charter for much needed updates. This topic was tabled to allow the Attorney to research the most ethical way to update according to GA Bar Assoc. Motion by: Carolyn Blackshear 2nd by: Verdie Williams Carries: Unanimously Under the new business, Devin Jarriel has asked that his role be clarified to either include or add his current expectations for his role as a code enforcer. The Charter gives the power to the Police Chief with a municipal reference. This item has chosen to be tabled to allow for the Attorney to research implied powers and to see if compensation would be necessary. Motion by: Carolyn Blackshear 2nd by: Verdie Williams Carries: Unanimously The Vape ordinance was next. The Attorney wants to research what other surrounding Cities are doing. She does not want the City to be rushed to fulfill applications. Jackson informs the Council it is on the agenda to begin the conversation. There is a minimum of 3 and a maximum of 6 month moratorium on applications for Vape license. Motion by: Carolyn Blackshear 2nd by: Verdie Williams Carries: Unanimously The final topic on the agenda is the City Millage Rate. Council Prestage and Bennett feel the process has been done incorrectly. On the first week of posting the wrong article was posted by Jackson. Citizens have felt that the second posting was wrong. Councilwoman Bennett is proposing to begin the process again to correct the posting issue. Councilwoman Blackshear offers a motion to table voting on the Millage until the process can be reviewed.
