City of Reidsville City Council Meeting Monday January 13, 2020 Draft Copy- Not yet approved by Council until February 18. 2020 The regularly scheduled meeting of the Reidsville City Council was held on Monday, January 13, 2020 at 5:00 pm. Members of Council present: Verdie Williams Carolyn Crume- Blackshear Bruce Conner Donald Prestage Council Member Jim Waters was not present due to a family emergency. City Attorney DuAnn Cowart-Davis was present. City Clerk Gina Sheridan prepared the minutes. The meeting was brought to order by Mayor Sydney Clifton at 5:02 pm. The prayer was given by Council Member Bruce Conner, followed by the Pledge of Allegiance. At this time, the meeting was opened for public comments. Tattnall County Sheriff Kyle Sapp welcomed the new Council Members and expressed his appreciation for the good working relationship that the Tattnall County Sheriff's Office has with the City of Reidsville. Sheriff Sapp asked to be added to the Council' S March Agenda to talk about the Tattnall County Investigators working relationship with the City and the upcoming contract renewal. There were no further public comments. The Mayor advised the meeting minutes from last month's meeting were provided to the Council for review. Ifthere are no questions and/or corrections recommended, a motion is needed to accept as written. A motion was made to accept the minutes as written. Motion made by: Donald Prestage 2nd by: Carolyn Crume-Blackshear Vote: Approved - Unanimous The Department Supervisors were asked to present their monthly activity/lstatistics to the Council. Chief ofPolice, Stacey Wilds, presented the monthly reports of the police department. Fire Chief. Jimmy Brown presented the monthly report for the Fire Department. Public Works Director, Rodney DeLoach presented the monthly reports for the water and sewer department and streets and lanes. Recreation Department Head Darien Renfroe was not present, but, submitted his monthly report to the City Clerk who presented it to the Council. Under Old Business, the dilapidated buildings were the next item on the agenda. City Attorney Duann Cowart-Davis updated the Council with regard to 145 Leigh Circle. Attorney Davis advised that litigation had been filed with Superior Court. Attorney Davis advised that five defendants were to be served and that the court date would be dependent upon service. Council Member Carolyn Crume-Blackshear asked Attorney Davis where the City stood on the remaining properties of concern. Attorney Davis stated that all owners had been notified and progress is being made. The next item was the Ordinance regarding Motorized Carts Chapter 36, Article V., Section(s) 36-108, 109.10.11.1215.14153 Specific guidelines include, but are not limited to, the safe, lawful operation of Motorized Carts Electric and Gasoline within the City of Reidsville. Specifics were reviewed via final draft Ordinance by Attorney Davis to include registration of all Motorized Carts, Owner's Affidavit of Ordinance Compliance and a onetime only fee ofs $25 with decal provided by City to be placed on cart. In the event that a Cart already registered with the City is sold to an individual residing in the City limits a one-time transfer fee of$10 would apply. Motion made to proceed with Motorized Carts Ordinance as presented by Attorney Davis: Motion made by: Verdie Williams 2nd by: Bruce Conner Vote: Approved - Unanimous With no further Old Business to discuss at this time the Mayor addressed New Business with the Council. The Mayor reviewed with the Counci the 2020 Board Appointments and advised them that there were two seats still open on the Reidsville Development Authority. Also, one term on the Reidsville Housing Authority Board appears to have expired on 01/03/2020. The Mayor requested recommendations from the Council for each open board seat be presented as soon as possible. The next item on the Agenda was Beth Bruce from the Reidsville Housing Authority. Mrs. Bruce was not present. Tattnall County Manager Frank Murphy was next on the Agenda to discuss the City of Reidsville's portion of Browder Circle with regard to paving, closing or leaving as a dirt road. Mr. Murphy was: not present. County Commissioner Bobby Kennedy was in attendance as a visitor. Mayor Clifton advised that Council Member Jim Waters would be visiting all properties and property owners to speak with them regarding the roadway. It was stated that Tattnall County's position is that all property owner's have access to their properties via paved road. Former Council Member Curtis Colwell addressed the Mayor, stating that he understood that Browder Circle would be paved. Mrs. Carolyn Crume-Blackshear expressed concern that emergency vehicles would have to drive further for access to properties if the City end of Browder Circle were closed. Commissioner Kennedy stated that regardless of the City's Motion was made to go into Executive Session at 5:46pm: Motion made by: Carolyn Crume-Blackshear 2nd by: Donald Prestage Vote: Approved - Unanimous The Council was called back in to Session at 6:08pm.
