Call to Order: The meeting was called to order at 6:00 PM by Mayor Sarah B. Hayes. II. Roll Call was taken by the City Clerk with the following members present in addition to Mayor Hayes. Mayor Pro Tem Luciria L. Lovette Councilmember Mitchell Boston Councilmember Patrick Underwood Councilmember Bridgette Kelly Councilmember Robert Dodd III. The Invocation was given by Apostle Bobbie J. Adkins of Mt. Zion Outreach Ministries in Glennville. The attendance ofthe Council constituted a quorum. Attorney Luke R. Moses was present. IV. Pledge of Allegiance was recited in unison. V. Adoption of Meeting Agenda: The motion to approve the agenda was made by Mayor Pro Tem Lovette and the second was added by Councilmember Dodd. Vote: 5-0: Motion Carried. VI. Adoption of Meeting Minutes: February 25, 2025 Special Called Meeting Minutes. The motion to approve was made by Councilmember Boston. and the sécond was added by Councilmember Underwood. Vote: 4-1: Motion Carried. Presentation City of Walthourville Mayor Pro Tem Lovette recognized members of Alpha Kappa Alpha Nu Rho Chapter. The AKA's are instrumental in beautifying Johnnie Frasier Park. Several members were present, they were presented a Certificate of Appreciation by Mayor Pro Tem Lovette and they took a photos. The AKA's, "Thank You for recognizing us, we love Johnnie Frasier Park and we love providing service to the community. VIII. Agenda Item(s) 1. LCPC Ms. Mardee Sanchez Public Hearing for Ordinance # 2025-0225-01. This item was originally presented to the Mayor and Council on February 28, 2025. Ms. Sanchez explained that this ordinance pertained to RV's and allowing them to park. She referenced Section 302-18 and stated this is the ordinance that Liberty County has adopted. The motion to approve was mâde by Councilmember Dodd and the second was provided by Councilmember, Boston. Vote: 4-1 Motion Carried. Councilmembers voting favorably were Boston, Underwood, Kelly and Dodd. Member Opposed: Lovette. 2. LCPC Mr. Todd Kennedy Mr. Kennedy presented a home-based business licensé request for Mr. James Nelson. Mr. Nelson is applying for a license for Hose"ErDown Pressure Washing, that does exterior cleaning for pressure washing services for commercial and residential properties. There will be no customers going to the home, no signage and no large equipment. The motion to approve was made by Councilmember Dodd and the second'was provided by Councilmember Underwood. Vote: 5-0: Motion Carried Unanimously. 3. City of Walthourville ChiefNicolas Maxwell Presented a request to lease a Chevy, Silverado from Enterprise for 60 months. The lease payment will be $895.08 monthly and Chief Maxwell stated the Fire Fees from Allenhurst will be used to pay for this vehicle. He added that this vehicle will aid the department in transporting their soiled gear from a fire scene back to the station without contaminating the Fire Trucks. The truck will have to be outfitted with emergency lights and that should be the only additional cost, and they will obtain quotès. The motion to approve was made by Mayor Pro Tem Lovette and the second was added by Councilmember Boston. Vote: 5-0: Motion Carried Unanimously. 4. City ofWalthourvillé Chief Nicolas Maxwell Fire Recovery Plan (Information Only). Presented Fire Recovery USA, which was founded in 2006, Fire Recovery USA will allow the Fire Department to bill the insurance company. No action was taken, and thisitem will be presented at a later date for action. 5. City ofWalthourville Mayor Sarah B. Hayes Reported she spoke with Tax Commissioner Mr. Sharp and his office will charge the standard 2% ofthe total amount oftax digest. 2 IX. Department Comments City of Walthourville Water Department Mr. Patrick Golphin Mr. Golphin was absent. Fire Department ChiefNicolas Maxwell Reported that the department has responded to 20 total calls, 13 medical 0 motor vehicle, 4 fire and 3 miscellaneous calls. Police Department Chief Christopher Reed The Department responded to 172 calls for service, resulting in 38 reports being generated. The Officers issued 56 citations, with 18 of those being warnings. The Municipal Clerk will be attending training on Wednesday March 12th and Thursday March 13th, 2025, and the office will be closed. Normal operations will resume on Friday, March 14, 2025. The Senior Citizens Bingo is scheduled for Friday March 21, 2025. The Neighborhood Watch Meeting will be held on Thursday, March 27, 2025, at the Police Department at 6:30 PM. The department in collaboration with Savannah Technical College and theJesup Police Department will host a Firearms Instructor Course from Monday March 24, 2025, through Friday March 28, 2025, at the Jesup Police Department. X. Citizens Comments Walthourville Citizens 1. Mr. Hakeem Cleary stated he wanted to address Mayor and Council about the potholes on Talmadge and Arnall. He added the pothole was deep and his vehicle fell into it. He stated this is hazardous because vehicles can slide into the road because they are unable to stop due to the depth ofthe pothole. 2. Mr. Brenton Nobles stated he wanted to inquire about what the citywill have to pay Liberty County to collect the millage. XI. Mayor's Update Mayor Sarah B. Hayes Stated April 15ih 2025 GMA will hold their District 12 Listèning Session at the Performing Arts Center. April 26th, the City of Walthourville and the City of Flemington will partner for the Great American Cleanup, since April is Autism Awareness Month, the event will have Autism Activities. This event will be held at Johnnie Frasier Park. XII. Elected Official's Comments Mayor Pro Tem Luciria L. Lovette inquired about the city's tranchise fees. She stated she was informed the city received a check for $99,000. She wanted to know when franchise fees will come in. Mayor Hayes asked City Clerk Moss to update about the status ofthe city's Franchise Fees. Ms. Moss stated," the city's franchise fees are received in the city at the beginning of each year, anytime from January-March. The city receives fees from Coastal Electric, Georgia Power and Xfinity, and the amounts varies each year from the three companies. 27 The Council made a motion to pay Liberty County Solid Waste the balance on their account which is roughly $40,837.67. The motion to approve was made by Councilmember Kelly and the second was added by Councilmember Boston. Vote: 5-0: Motion Carried Unanimously. 3 Councilmember Mitchell Boston stated the previous miscommunication pertaining to City Hall and them not responding to a report was found to be erroneous. He further stated that he reviewed the master billing report, and he had found errors. He said trash cans are a big deal, he said he found 873 homes that are not being billed, 250 cans not accounted for and from his calculations the city is losing $9,504.00. Mayor Hayes asked him to please contact him and make an appointment with Mr. Golphin for them to review the billing. Councilmember Boston said he would reach out and talk to Mr. Golphin. Councilmember Patrick Underwood stated he had no comment. He is ready for the city to move forward with the millage process. Councilmember Bridgette Kelly stated she reached out to several auditors and was awaiting a return call and email from the agencies. Councilmember Robert Dodd stated on March 25th the county will be having a meeting to begin working on the Hazardous Mitigation Update, which is a five-year plan. Also, Liberty County EMA has a new APP, and they can receive any updates that are circulated. XIII. Executive Session Mayor Hayes & Attorney Moses At 7:20 PM a motion to enter Executive Session for litigation was made by Councilmember Kelly and the second was added by Councilmember Boston.
