CITY OF ARNOLDSVILLE CITY COUNCIL MEETING 2/20/2025 Mayor: Danny Morcom Council Present: Norma Craddock, Joyce Sniff, Lillian Sanders, Joel Sanders City Employees Present: Dana Player, Lynn Shedd, Adam Boswell City Attorney Present: Danny Love Guests Present: Stan McNeil At 6:00 pm Mayor Danny Morcom called the meeting to order. The mayor said that the council needed to vote on a Mayor Pro-Tem. On a motion from Joyce Sniff, seconded by Joel Sanders, Lilllian Sanders was elected as Mayor Pro-Tem. Vote 4-0 Minutes On a motion from Norma Craddock, seconded by Lillian Sanders, the minutes for the January 16, 2025, regular meeting was approved as submitted. Vote 4-0 General Fund Financial Report On a motion from Norma Craddock, seconded by Joyce Sniff, the January 2025 General Fund Financial Report was approved as submitted. Vote 4-0 Water Fund Financial Report On a motion from Lillian Sanders, seconded by Norma Craddock, the January 2025 Water Fund Financial Report was approved as submitted. Vote 4-0 Water Department Report Water Superintendent, Adam Boswell, said that everything was going well. He said that Lynn Shedd was done with the repair at the GW Bray well. He needs to order the chemical pumps now to be able to put it online. Lynn Shedd gave an estimate of $26,509.00 for the addition to the well house at White's Run. The current well house is not large enough to add filters. Mr. Boswell said that he received numbers on the new well installation from the EPD and none were good. He asked the City Attorney, Danny Love, ifh he could send them a letter. Attorney Love said he would get with him on it. 1 The water meter handheld is out of date. We received an estimate from Delta Municipal Supply to upgrade the system. Mr. Boswell went over the estimate with the council. For the program, set up, training, and a belt clip receiver the price would be $12,900.00. On a motion from Joyce Sniff, seconded by Norma Craddock, it was approved to proceed with the upgrade. Vote 4-0 Fire Department Arnoldsville Fire Chief, Heath Baker, was not present. Stan McNeil, assistant chief, said there were (13) calls in January. They were mostly brush fires and accidents. The fire department worked with Red Cross this past Saturday installing smoke detectors in homes. They installed (261) smoke detectors in (84) homes and have (5) homes left. The 4th bay is in at the fire department. They are getting plans and quotes on the expansion ofthe meeting room and the kitchen. There will be a letter coming out in April of what they have done and the donations. Mayor Danny Morcom announced the passing of George Gabriel, who stepped in and saved the Arnoldsville Fire Dept. with the help of Norma Craddock and Melvin Fleming. He served as Fire Chief for Arnoldsville & Devils Pond until we could rebuild our department with members. Mayor Morcom asked everyone to remember him in their prayers. He was a great man that was loved by many people. Zoning Land Use/Zoning Officer Lynn Shedd reported that he had a complaint on Pine Grove Road about a business being run out ofa home. They reported vehicles running up and down the road. The complaint came from a homeowner who was turned down for running a tow service of old cars, cars that didn't run, and had no insurance. Joyce Sniff said that a junk yard was not allowed. City Attorney, Danny Love, said that City Ordinance 6-1-2 states that abandoned vehicles are not allowed longer than 30 days in public view. He also stated that a salvage yard was prohibited within the city limits. New Business Mayor Danny Morcom said that Oglethorpe County 4H reached out to him about a contribution. City Attorney Danny Love said that it would be legally difficult to contribute. Council member Lillian Sanders said that she would reach out to them personally. Mayor Morcom was excited to announce that the GEFA Loan #2 was paid off. Council member Joel Kriner said that he got a call about the dirt road at 3 Railroad being rutted and washed out. It: is a gravel cut through road. They wanted to talk to the council about paving the road. However, the city has not been maintaining it. Joyce Sniff said that she would reach out to Adam with Oglethorpe County. 2 Old Business City Attorney Danny Love said that the renewal for the insurance was only $388.00 more than last year. He stated that the value of both tanks doubled. At 6:58 pm, a motion to adjourn the meeting from Joyce Sniff, seconded by Norma Craddock.
