SEP Presentation (Summit Economic Partnership) Steve Greer and Thayer Hirsh discussed topics including but not limited to: Mr. Hirsch began with presenting a brief overview on the economic challenges affecting the Summit County Community before providing background on how/why SEP (Summit Economic Partnership) was formed. Through the SEP Program, the group aims to provide entrepreneurial development, retention & expansion, and industry recruitment & creation. Several local ousiness owners that SEP has assisted attended the meeting to help provide testimonials on the benefits they've experienced through SEP's involvement. To finish the presentation, Mr. Hirsch presented SEP's short-term goals (and their long- term goals The Board posed questions on SEP's coordinating efforts with neighboring counties before expressing caution to staff that due to potential legislative bills on the ballot for the fall, the Government might not be able to financially assist groups like SEP as much as they have in the past. Managers & Commissioners Updates Summit County Board of County Commissioners" Work Session Meeting Minutes of August 6, 2024 Page 1 of4 The Commissioners and Staff discussed topics including but not limited to: Andy Atencio Provided an update on the Transit Planning session he attended with Commissioner Mamula Provided updates on county office space growth and renovation logistics. Provided updates on the grant application progress involving the Wildflower Childcare Center. David Reynolds Provided updates on the Silverthorne Childcare Authority audit. More budget meetings are underway. Caitlin Johnson Treetop requested $40,000 for 2025 support = the Board approved this request. Adrienne Isaac Little Beaver Trail Ribbon Cutting scheduled for early September. Tomorrow at the Colorado Mountain College, the Communication team will be attending and assisting the Sheriff's Office Active Shooter Training event. Jenny Wood Provided the group with a brief update on a recent substance use survey. Steve Greer Provided a brief update on wildfire related grants that his team is applying for preemptively. Provided an Xcel mitigation plan update. The Landfill just had a state inspect visit and the staff received praise from the state employees. Jeff Huntley None David Rossi None Commissioner Waters Provided updates on the recent Blue River Watershed Group meeting and requested having them scheduled for a future Work Session. Commissioner Pogue Provided updates on topics that will be discussed at this afternoon's Prop 123 meeting. Provided updates on legislative coordinating efforts with Senator Bennett's office. Eric Mamula: Expressed his interest in appointing a Spanish speaking board member for the Transit Planning Commission. Provided update on topics discussed during last week's Managers, Mayors & Commissioners Meeting. Requested that the Sheriff take another look at how Fire Restrictions are determined based on conditions between the North and South side of I-70. III. PAYT Regulations Discussion Andy Atencio, Jennifer Schenk, and Aaron Bryne discussed topics including but not limited to: Summit County Board of County Commissioners' Work Session Meeting Minutes of August 6, 2024 Page 2of4 Jen Schenk from High Country Conservation Center, Aaron Byrne and Andy Atencio discussed the next steps for the regulations which are scheduled to be read at next week's Regular Meeting for official approval and implementation. Ms. Schenk and Mr. Atencio asked the board for their feedback and questions regarding the proposed regulations. The board expressed their support for the regulations and didn't recommend any changes to be implemented prior to its Regular Meeting reading. The board did advice more messaging around the life of the SCRAP and how this program helps extend it. IV. Fire Restriction Updates Sherrif FitzSimons discussed topics including but not limited to: Sheriff FitzSimons provided an update regarding the regional weekly call, informing the board that Garfield and Mesa counties are currently under Stage 1 fire restrictions. He also reported that Summit County received one inch of rain over the past 48 hours. Sheriff FitzSimons reminded the board of the criteria used to determine when fire restrictions are necessary. Due to recent rainfall, which is expected to continue over the next 10 days, conditions are improving. At this time, he is not recommending any new fire restrictions, noting that decisions are being made based on scientific data. The board raised questions about the differing conditions in the county's northern and southern areas, as the north is generally hotter and drier than the south. V. Building Hope Quarterly Update and Recovery Resources Funding Request Kellyn Ender and Nicole Maynard discussed topics including but not limited to: Staff from Building Hope presented on their Q2 update. This update included a pulse check report that was given by funded agencies as self-reported program update through May 15, 2024. This report is al high-level overview of program activities through the 2nd Quarter. Reviewing the various programs that Building Hope assisted, the report for most of these were listed as green for not having any financial issues. Programs listed as yellow included Front Range Clinic, Summit Community Care Clinic, and Building Hope due the missing invoice submissions, overuse of scholarship admissions, and staffing changes. Ms. Ender then presented on recommended use of program balance that would include an additional $246,000 recommended by the Citizens Committee of the Mental Health Strong Future Fund to fully fund the budget submitted by Recovery Resources back in May 2024. The Board posed questions on expended funds through the second quarter and provided feedback on how future updates should be presented for the 3rd and 4th Quarter. To finish the presentation, staff from Building Hope presented on next steps. VI. Housing Budget Discussion Lina Lesmes and Brandon Howes discussed topics including but not limited to: Staff presented on Housing's 2024 original budget before showing small updates that they hope to implement on the amended version. Staff and the Board investigated specific project funds to see about allocating funds from those that would not otherwise be used into housing projects with greater immediate financial needs. Cameron Turpin requested a brief Executive Session to discuss legal issues and real property matters subject to negotiation and receive legal advice pursuant to CRS 24-6-402 Subsection (4) Summit County Board of County Commissioners Work Session Meeting Minutes of August 6, 2024 Page 3 of4 (a)(b)(e) on the topics of a parcel located on the Upper Blue, a parcel on the Lower Blue, and the USFS Housing Project. AI motion was made by Commissioner Waters and seconded by Commissioner Pogue to go into Executive Session to discuss legal issues and real property matters subject to negotiation and receive legal advice on the topics of a parcel located on the Upper Blue, a parcel on the Lower Blue, and the USFS Housing Project. The BOCC voted 31 to Oto go into Executive Session per CRS 24-6-402 Subsection (4) (a)(b)(e). The motion was approved. VII. Adjourn Staff will return to the Work Session on Tuesday, August 13, 2024.
