I. Housing Updates Jason Dietz discussed topics including but not limited to: Mr. Dietz provided a brief overview on updates regarding the Larkspur housing project and on the new Housing Authority Director. II. Shoshone Water Rights Preservation Andy Mueller, Amy Moyer, Brendan Langenhuizen, and Bruce Walters discussed topics including but not limited to: Mr. Mueller and staff from the Colorado River District began the presentation with providing background on the water plant ocated in the Shoshone reservoir and howit diverts water to several different rivers within that area. This water plant is vital to the area's water and environmental health and the Board is hoping to continue preserving those water rights. The plant, however, is beginning to break down and has been shut down for several months. With this knowledge, the Colorado River District hopes to purchase it from its current owner, Xcel. Prior to today's meeting, the Colorado River District has met with several other County Commissioners to request for monetary contributions. For Summit County, The Colorado River District requested a one million dollar contribution. Summit County Board of County Commissioners" Work Session Meeting Minutes of April 09, 2024 Page 1 of4 The Board then posed questions on requesting monetary contributions from other Counties that use that same water but are in neighboring downstream States, how the Water Plant would continue to run after the Colorado River District purchases it, Denver Water's participation, and the proposed timeline for the monetary commitment with all involved parties. The Board finished the presentation by stating that they would talk internally with County Staff and get back to the River District in the near future. HI. Managers & Commissioners Updates The Commissioners and Staff discussed topics including but not limited to: Andy Atencio Requested direction ahead of the Silverthorne Childcare Authority meeting in regards to the Childcare Authority requesting to purchase two sprinter vans by using County provided Grant Funds. The Board approved the use of those funds to purchase the vans. David Reynolds Provided updates on the 2023 Audit that began earlier this week. Caitlin Johnson Eagle County has requested to schedule a joint meeting with the Board. The Board requested staff prioritized scheduling joint meetings with all neighboring County Boards. Sarah Wilkinson Provided updates on yesterday's Citizen Advisory Committee meeting Looking into scheduling a groundbreaking event for Nellie's Neighborhood for early May Provided an update on the Dillon Dam Road debris clean-up. Estimated completion is scheduled for 10 days. Jenny Wood Provided updates on the Libraries and Recovery Resources finances Scott Hoffman Provided updates on upcoming road projects now that the County is heading into the summer months and potential financial impacts involving a few projects Requested further direction on contract negotiations on the Quandary Shuttle. Jeff Huntley No updates David Rossi No updates Eric Mamula Provided an update on last week's Managers, Mayors, and Commissioners Meeting at the Town of Breckenridge's Town Hall. Search & Rescue wants to provide the Board with a plaque. Provided updates on this year's Tabor refunds and requested that the communications department create a way to spread the information to the community in a clear manner. Provided updates on State Allocations and requested that the Finance Department monitor changes in allocations Provided updates on Property Tax legislation and anticipated outcomes IV. Lake Hill & USFS Compound Housing Projects, Emergency Management Negotiations, and Behavioral Health MOU Discussion (Recommended Executive Session) Cameron Turpin requested a brief Executive Session to discuss legal issues and real property matters subject to negotiation, personnel matters and receive legal advice hereto pursuant to CRS 24-6-402 Subsection (4) (a)(b)(e)() on the topic(s) of Lake Hill, USFS Compound, Emergency Management, Behavioral Health MOU, Shoshone Water Rights Preservation and legislative updates. A motion was made by Commissioner Mamula and seconded by Commissioner Waters to go into Executive Session to discuss legal issues and real property matters subject to negotiation, personnel matters and receive legal advice hereto the topic(s) of Lake Hill, USFS Compound, Emergency Management, Behavioral Health MOU, Shoshone Water Rights Preservation and legislative updates. The BOCC voted 3 to 0 to go into Executive Session per CRS 24-6-402 Subsection (4) (a)(b)(e)(f). The motion was approved. Recess for Regular Meeting V. Lake Hill (Recommended Executive Session) Cameron Turpin requested a brief Executive Session to discuss legal issues and real property matters subject to negotiation pursuant to CRS 24-6-402 Subsection (4) (a)(b)(e) on the topic(s) of Nellie's Neighborhood, USFS Compound, and Lake Hill. A motion was made by Commissioner Waters and seconded by Commissioner Pogue to go into Executive Session to discuss legal issues and real property matters subject to negotiation on the topic(s) of Nellie's Neighborhood, USFS Compound, and Lake Hill.
