Minutes of Workshop: February 04, 2025 Mayor Pratka called the workshop to order at 5:30 p.m. Brian Muska, Chris Nors, Cody Harris, Jerrel Bolton, and Matt Miller were present. Agenda Item No. 9: Stacy Goodwin addressed the council regarding his mother's inability to continue caring for his disabled brother. Mr. Goodwin has requested a variance to place a travel trailer on his property to provide temporary accommodation for his brother until a permanent solution is identified. Matt Miller inquired about the layout of the property and expressed his general reluctance to grant variances for such requests. However, he recommended that if a variance is approved, it should be for a limited duration. Bryan Muska inquired about the estimated timeline for a permanent solution from Mr. Goodwin, who responded that it should take no longer than six to eight months. Workshop adjourned at 5:40 p.m. Minutes of Meeting: February 04, 2025 1. Call to order: Mayor Pratka called the meeting to order at 6:00 pm. 2. Mayor Pratka gave the pledge, and the Invocation. 3. Roll Call: Council members present = Mayor Pratka, Brian Muska, Chris Nors, Cody Harris, Jerrel Bolton, and Matt Miller were present. 4. There were no citizen comments. 5. Mayor Pratka gave a report on the city sales tax revenue for January, West received $85,640.98 which is a 9.69 percent increase from $78,070.82 last year. The West Economic Development Fund was allocated $7,136.75 and the fund balance is currently $216, 544.92. 6. Joe Pustejovsky and Natalie Kelinske were recognized for their service with the West City Council. No action was taken. 7. Easement abandonment at 209 N. Harrison Street - On a motion by Matt Miller to close, vacate, and abandon the 20 foot wide north to south alley located in Block 16 of the Davis Extension as depicted on the Official Map of the City of West dated March 8, 1901, and that the Mayor is authorized to execute a deed to the West Independent School District for said alley, motion seconded by. Jerrel Bolton. AlL in favor motion carried. 8. David Truitt gave the proposed route for March 07, 2025, Couch to 5K run, from Playdium to Mashek. On a motion by Matt Miller, seconded by Chris Nors; All in favor, motion carried. 9. Special variance for residential use of mobile home, camper, or modular component outside mobile home park, for 307 W Columbus St. On a motion by Matt Miller to allow for an eight-month variance, seconded by Jerrel Bolton. All in favor, motion carried. 10. Executive Session: Pursuant to the Texas Open Meetings Act, codified as Chapter 551 of the Texas Government Code, the City Council may adjourn into Executive Session and conduct a closed meeting to discuss or deliberate the appointment, employment, evaluation, reassignment, or duties of a public officer or employee as permitted by Section 551.074. Closed session concerning city administrator and interim city administrator. The City Council may also meet in open meeting to take action on matters considered in the closed meeting as required by Section 551.102. * Council went into executive session at 6:12 p.m. Council adjourned from executive session at 6:26 p.m. 11. On a Motion by Matt Miller, seconded by Jerrel Bolton, appointing Shannon Cox as interim City Administrator, with a step up pay of $3 an hour during the interim. All in favor, motion carried. 12. Council members' comments and requests, Bryan Muska requested that the Code Enforcement part-time position be placed on the March agenda. Mayor Pratka notified the council members of a Public Hearing, and special called meeting on February 14, 2025, and requested that the nomination for EDC board members be placed on that agenda. Chief White asked if he could have approval of the racial profiling report added to the February 14, 2025, agenda. 13.
