City of Hudson Council Meeting Minutes City Council of the City of Hudson, Texas, met in regular session Thursday, November 23, 2021 at the City Hall Council Room, 3458 Ted Trout Dr., Hudson, Texas, at 3:00p.m. 1. Call to Order Mayor Robert Smith called the meeting to order at 3:02 p.m. 2. Invocation Mayor Robert Smith gave the invocation. 3. Quorum Check Quorum Check was called by City Secretary Cheryl Everett. A quorum was present: Councilmembers: Juan Ramos, Phil Adkison and Sherry Hellwig Councilmember Terry Taliaferro attended via GoToMeeting. DISCUSSION AND ACTION to approve Minutes from previous Council Meetings. Discussion: Action: Mayor Pro Tem Phil Adkison moved to approve Minutes of the September 23, 2021 Council meeting. Councilmember Sherry Hellwig seconded the motion. Four (4) for and none (0) opposed - Motion Passed 5. DISCUSSION AND ACTION to consider a Resolution authorizing ARPA-CLFRF use of funds. Discussion: Ray Vann made the presentation on the ARPA-CLFRF Resolution. This will give funds to be used to improve the sewer within the city. Action: Councilmember Sherry Hellwig moved to approve Resolution City ofHudson Council Meeting Minutes 2021123-1 authorizing ARPA-CLFRF use offunds. Councilmember Phil Adkison seconded the motion. Four (4) for and none (0) opposed. - Motion Passed 6. DISCUSSION AND ACTION to consider a Resolution related to Civil Rights compliance under the ARPA-CLFRF program. Discussion: Action. Mayor Pro Tem Phil Adkison moved to approve Ordinance 20211923-2 related to Civil Rights Compliance under the ARPA-CLFRF program. Councimember. Juan Ramos seconded the motion. Four [4) for and none (0) opposed - Motion Passed 7. DISCUSSION AND ACTION on approving City Administrator to proceed with the American Recovery Grant Project. Discussion: Action. Councilmember Sherry Hellwig moved to approve the City Administrator to proceed with the American Recovery Grant Project. Mayor Pro Tem Phil Adkison seconded the motion. Four (4) for and none (0) opposed- - Motion Passed 8. DISCUSSION AND ACTION to approve the May Manufactured Housing Subdivision. Discussion: James Freeman, City Administrator said the, May Manufactured Housing Subdivision will have concrete drive, parking pads and met the requirements. Action.: Councimember Sherry Hellwig moved to approve the May Manufactured Housing Subdivision. Mayor Pro Tem Phil Adkison seconded the motion. Four (4) for and none (0) opposed - Motion Passed 9. DISCUSSION AND ACTION on FEMA Mitigation Grants. Discussion: James Freeman, City Administrator said FEMA Grant was extended to Dec. gh. FEMA will pay 75percent and the City will pay 25 percent. Action: Mayor Pro Tem Phil Adkison. moved to approve FEMA Mitigation Grants. Councilmember Terry Taliaferro seconded the motion. Discussion: Councilmember Sherry Hellwig volunteered to head the Committee to search for property for Ambulance. Councimember, Juan Ramos, James Freeman, City Administrator and Rodney McCarty, Public Works Director. make up the Committee. 11. DISCUSSION AND ACTION to approve Interlocal Agreement with County on Ambulance Service. Discussion: Action: Mayor Pro Tem Phil Adkison moved to approve the Interlocal Agreement with County on Ambulance Service. Councilmember Terry Taliaferro seconded the motion.
