Call to Order Mayor Robert Smith called the meeting to order at 5:31 p.m. 2. Invocation Mayor Robert Smith gave the invocation. 3. Quorum Check Quorum Check was called by City Secretary Cheryl Everett. A quorum was present: Councilmembers: Joann Novak (came in at 5:38pm), Mayor Pro Tem Knight (came in at 5:41pm), Phil Adkison, Juan Ramos and Terry Taliaferro George Absent (at Quorum Check): Other City Officials present: James Freeman, City Administrator Cheryl Everett, City Secretary Rodney McCarty, Field Supervisor Other City Employees present: Jimmy Casper, Police Chief Other City Affiliates present: Frankie Ornduff - Hudson Volunteer Fire Dept Other Guests present: (as per Sign In Sheet) Donna Smith, Lillie Streich, Walter Streich 4. DISCUSSION AND ACTION to approve Minutes of the January 09, 2020 council meetings. Discussion: Action: Councilmember Phil Adkison moved to approve Minutes of the January 09, 2020 council meeting. Councilmember Terry Taliaferro seconded the motion. Five (5) for and none (0) opposed - Motion Passed 5. DISCUSSION Kent Walker to explain role as the City of Hudson's Angelina County Appraisal District Board of Directors Representative. Discussion: Kent Walker has been on the Appraisal District Board for 14 years and will be representing Hudson ISD and City of Hudson. There is 10 people on the Appraisal District Board. Pro Tem George Knight moved to approve Ordinance 20200213. Councilmember. Joann Novak seconded the motion. Five (5 for and none (0) opposed - Motion Passed 7. DISCUSSION AND ACTION to approve Civil Rights resolutions, proclamations, policies and plans as required by the Texas Department of Agriculture related to 2019 TXCDBG Contract No.7219201. Discussion: Ray Vann, with Raymond K. Vann and Associates presented the Civil Rights resolutions, proclamations and policies that address the Civil Rights requirements through HUD and TxCDBG. The City was awarded a contract for $275,000.00 for street improvements on June Dr.. Action. Mayor Pro Tem George Knight moved to approve all Resolutions and Proclamations as presented. Councilmember Joann Novak seconded the motion. Five (5) for and none (0) opposed - Motion Passed 8. DISCUSSION AND ACTION EDC Project on Repairing approximately 176'x116' Section of Berry Road. Discussion: Road Repair on Berry Road for $14,000.00 bid. Action: Councilmember Terry Taliaferro moved to accept the EDC. Project on Berry Road. Councilmember Joann Novak seconded the motion. Five (5) for and none (0) opposed- - Motion Passed 9. DISCUSSION AND ACTION EDC Project on Purchasing a 1995 international Dump Truck. Discussion:James Freeman, City Administrator stated that the truck is a 1995 model with 82, 000 miles and does not require a CDL to drive. Cost of the truck is $15,000.00 Action: Councilmember Terry Taliaferro moved to approve the EDC Project Purchasing a 1995 international Dump Truck. Mayor Pro Tem George Knight seconded the motion.
