Call to Order, Proof of Posting, Proof of Notification Mayor, Mary Alderman called the Regular Meeting to order and announced a quorum was present with Kenneth Baldwin and Audrey Johnson present. Evlyn Hawthorne was present by SKYPE. Lynn Hammer was absent. Followed by the Pledge of Allegiance. II. Public Comments - None III, ACTION ITEMS A. Canvass Election results from General Election held on Tuesday, November 3, 2020. Consider and Act on Ordinance 112020-01 certifying election results from November 3, 2020. Audrey Johnson made the motion to approve Ordinance 112020-01 certifying election results from November 3, 2020, seconded by Wayne Taylor. The vote was 5 to 0. Motion carried. C. Appointment and Swearing in of Council Members to assume duties per LGC S 22.006 for Type A Municipalities. Mayor Alderman conducted the Oath of Office for the duly elected officers: Marty Kimbrough, Kenneth Baldwin, Chris Howell and Wayne Taylor. D. Issue Certificates of Election. Certificates of Election were issued to each elected candidate. E. Consider and Act on appointing Mayor Pro-tem. Audrey Johnson made the motion to appoint Kenneth Baldwin as Mayor Pro-Tem, seconded by Marty Kimbrough. Audrey Johnson, Marty Kimbrough, Wayne Taylor and Chris Howell voted aye. Kenneth Baldwin abstained. Motion carried. F. HEDC's aPprova/disapproval of selling 2.103 acres in the Berkley A-36 track 32, located on HCR 3363, Hubbard Texas. Marty Kimbrough made the motion to table this item until HEDC makes a counter-offer to potential buyer, seconded by Wayne Taylor. The vote was 5 to 0. Motion carried. G. Hubbard Economic Development* S 2020-2021 fiscal year budget. Kenneth Baldwin made the motion to approve the HEDC 2020-2021 fiscal year budget, seconded by Audrey Johnson. The vote was 5 to 0. Motion carried. H. Audit proposal from Certified Public Accountants, YWRD, P.C. City Manager, Jason Patrick advised the council only 1 proposal was received from YWRD, P.C. and in the amount of $29,750; past auditor did not submit a proposal. Council requested City Manager to make contact again with previous auditor and re-advertise. Wayne Taylor made the motion to table until January's meeting and re-advertise, seconded by Kenneth Baldwin, The vote was 5 to 0. Motion carried. I. Cancel December 2020 City Council meeting. Audrey Johnson made the motion to cancel December's council meeting, seconded by Kenneth Baldwin. The vote was 5 to 0. Motion carried, J. Minutes of October 13, 2020, October 19, 2020 and November 2, 2020. Kenneth Baldwin made the motion to approve the minutes of October 13, 2020, October 19, 2020 and November 2, 2020, seconded by Audrey Johnson. Motion failed due to lack of vote. Chris Howell made the motion to approve the minutes of October 19, 2020 and November 2, 2020 but requested the minutes of October 13, 2020 be amended correcting number of votes per agenda item, seconded by Marty Kimbrough. The vote was 5 to 0. Motion carried. K. Financial statements for October 2020. Audrey Johnson made the motion to approve the October 2020 financial statements, seconded by Kenneth Baldwin, Marty Kimbrough inquired about the cost of street lights. After no further discussion, the vote was 5 to 0. Motion carried. IV. REPORTS A. Jason Patrick provided the police and city manager reports. B. Audrey Johnson reported on the Wheatley Recreation Center activity. Kenneth Baldwin reported same as usual for the Fire Department. V. ADJOURNMENT Audrey Johnson made the motion to adjourn the Regular Session, seconded by Kenneth Baldwin. The vote was 5 to 0. Motion carried. Way A.
