CALL TO ORDER Mayor Fenter called the meeting to Order.. 2. INVOCATION The invocation was led by Brian Smith. 3. PLEDGES TO THE FLAGS Pledges were led by Mayor Fenter. 4. PUBLIC COMMENTS a. Susan Abshier gave a binder of copies of the documents that she has received from the many public information requests that she has submitted to the City. Ms. Abshier pointed out several issues that she found, including emails from the District Attorney regarding the investigation, and a document she felt was tampered with. She encouraged the Council to review all of the documents. (Ms. Abshier did not file a copy with the City Secretary, but was asked to do SO the following day.) b. Clint Parmenter expressed his disappointment in the oversight in redactions of his child's image on the Police Department's body worn camera footage. Mr. Parmenter stated that he felt anger towards all parties involved, and he felt it was a political game of checkers amongst all leadership roles, instead of leadership serving as a model of behavior. He urged those involved, if they still felt that the personality conflicts were an issue, to step down and resign. C. RC Langford addressed Council and citizens. Mr. Langford stated that he felt the citizens had been misled about the nature of the police department and especially Bryan Corb. He argued that Chief Corb had no involvement in the December 7 incident and he felt it was a political witch hunt. He stated that Mr. Smith had lied to the Texas Rangers about several events regarding the investigation. He urged the citizens to review the findings of the Rangers report, which he believed did not fit the narrative being presented. d. Alton Morris spoke to the Council. He stated that he was an advocate for law and order, but felt there were instances of bad and good investigators, and that bad investigators will destroy a person. He addressed what he felt were local bullies who were instigating problems within the community, such as filing false complaints against residents and trying to get an individual removed from a City contract after they had spoken up for the City Manager, made false claims against the Sheriff, trying to get Shawnea' removed from the ballot for City Council, and called venues to have them cancel his son, Wayne's, comedy shows. He urged citizens who have been bullied to ban together. He hoped for a better, brighter future; healing and repairing relationships for the City. e. Tim Van Zant introduced himself to the Council. He stated that he and his wife had grown up in small towns, and had chosen Jacksboro as a small town to raise their children. He addressed how after the tornado, the town pulled together, despite politics or beliefs and took care of one another. He personally did not care about the drama, but he did feel the town was being run by children, and the "he said; she said" was a waste of time. Mr. Van Zant stated that if anyone felt his message applied to them, if the shoe fit, please get out of the way. A public servant has a role to play, and that they should do that to the best interest of the town, or get out of the way. City Council Minutes Regular Meeting 02/24/2025 Page 1 of 3 5. CONSENT AGENDA All matters listed under Item 5, CONSENT AGENDA, are to be considered routine by the City Council and will be enacted by one motion. There will not be a separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. a. EXCUSED ABSENCES Alderman Joel Hood was excused from attending the meeting. b. MEETING MINUTES i. FEBRUARY 10, 2025 REGULAR MEETING MINUTES. Alderman Sisson made a motion to accept the minutes as presented. Alderman Gonzales seconded the motion. Motion carried with unanimous consent. 6. PRESENTATION a. JACKSBORO POLICE DEPARTMENT ANNUAL RACIAL PROFILING REPORT. Chief Corb provided a copy of the racial profiling report, and gave a general overview of the information. The report has been submitted to TCOLE. 7. COUNCIL TO DISCUSS THE MPLEMENTATION OF A TML TRAINING PROGRAM FOR ALL NEWLY ELECTED AND RELECTED COUNCIL MEMBERS AFTER EACH MAY ELECTION TO REVIEW THE CITY COUNCIL'S ROLES AND RESPONSIBILITIES. Alderman Sisson expressed his desire to implement a mandatory TML led training for newly elected officials. The City Secretary is planning a training session for the council after the May election, and this would be an additional training offered by TML. Mayor Fenter agreed this would be a good way for new members to come up to speed on the process. Council members inquired if this would need to be implemented by a Resolution or Ordinance, but City Staff felt that was not a necessary step. Alderman Sisson offered to contact TML. No action was taken. 8. ELECTIONS a. COUNCIL TO REVIEW AND EXECUTE THE NOTICE OF ELECTION FOR THE GENERAL ELECTION, MAY 3, 2025. b. COUNCIL TO REVIEW AND EXECUTE THE NOTICE OF ELECTION FOR THE SPECIAL ELECTION, MAY 3, 2025. The Council was advised of the Notice of Election for the General and Special Elections in May. Mayor Fenter signed the notices for posting and oublication. Agenda Item Number 11 was discussed at this time. 11. UPDATES a. MICROPHONE AND SPEAKER SYSTEM FOR COUNCIL MEETINGS. City Staff are looking into a microphone and speaker system that is economically feasible for Council meetings. b. 2025 IS THE 150TH ANNIVERSARY OF THE INCORPORATION OF THE CITY OF JACKSBORO. A group of citizens have contacted the City and will begin planning a 150th celebration for the City of Jacksboro. C. THE WAR REPORT WILL NOW BE POSTED ON OUR CITY'S FACEBOOK AND WEBSITE WEEKLY. The City Manager's Weekly Active Report will now be both sent to Council members and posted to Facebook and the City's Website. Mayor Fenter moved the open meeting into Closed Executive Session at 6:00 p.m. Along with the Mayor and Council Members, the City Manager, Michael Smith and the City Attorney, Reid Spiller and Mason Spiller were invited to attend. 9. CLOSED EXECUTIVE SESSION. a. CONSULTATION WITH AN ATTORNEY ($551.071 OF THE TEXAS GOVERNMENT CODE). i. PENDING OR CONTEMPLATED LITIGATION. 10. OPEN SESSION CONSIDERATION OF ANY OFFICIAL ACTION ON THE CLOSED EXECUTIVE SESSION ITEMS. a. CONSULTATION WITH AN ATTORNEY ($551.071 OF THE TEXAS GOVERNMENT CODE). i.
